"As expected. By the way miss, I'd appreciate if you look me in the eyes. I despite looking on people's foreheads."
Caitlyn said, as she took some notes from the table and arranged them, taking a pen and preparing to write on one that reads: "License".

Elody snapped out of her slight stupor. "Wait, what? Oh, yeah, sure." She looked Caitlyn in the eyes and fiddled with her thumbs a bit. "So, uh...how much longer until I get my license? Not long, I hope."

Caitlyn looked into Elody's eyes and started writing on the form while asking questions.
"I'm going to need you to tell me about your style and your skill. Rate it from 1 to 10 and make sure to give me a good reason to write said number. Also, I want your age, where have you learned to use the weapon and I'm going to need some other notes such as measures."
Caitlyn sipped her tea again and motioned the officer at the door to close it. Some things needed to be dealt with in private.

Elody nodded. "Well, uh...my style is quick and indirect, although sometimes, it's just hard hitting, like with a cricket bat." She thought for another moment. "I'd rate myself at around...a six or seven. I've managed to take out a good...fifteen? Convicts without getting much more than a couple scratches on me. I think that's a good indicator. I just turned 24, and I taught myself to use the sword over the past few years." She nodded contently again. "That answer all your questions?"

"Yes, that will do." Caitlyn said, nodding. She wrote some more details and then replaced the small sheet in a leather case and handed it to Elody. "This is your license, do not lose it. It contains both general license and a sword specific license. Now, on another subject." Caitlyn said, getting up and bringing a rather large book from the shelf and placing it on the desk.
"What will you do if I tell you that you are arrested for the act of vigilantism?"

Elody didn't look too surprised after she accepted the license. "Well, I know you likely won't. Why give me a license and then jump to solitary confinement?" She tucked the license into her pocket. "Of course, if you had to, I'd probably jump up, make a run for it, almost make it to the door, step in a trap, and have cuffs on me within five seconds." She yawned. "Or I could use this weapon you so graciously provided to blast my way out, becoming as much of an outlaw as we both hunt down. Either way," she said, leaning forwards, "I'd rather not be in either situation, which is why, if you were going to arrest me, I'd already be chained to the chair."

Caitlyn chuckled and crossed her legs. "I like your confidence, but yes... You are under arrest. The act of vigilantism is against the law and so, I must arrest you. Only cops and other members of the police can underhand scums like you did. That's why Vi joined the police.
I'm afraid you don't realize that, as much as I dislike it, you are under arrest. You may request an attorney, go on a trial without one, or pay a fine. Another option that I must open to any vigilante, however, is joining the police."
Caitlyn said. In order to prove Elody that these were her only choices, she waved at the glass door and 4 armed officers entered the room, weapons ready.
"What would it be, girl?"

Elody looked at the armed officers for a moment. She then turned back to Caitlyn. "Well, the choice is pretty obvious, innit? I'm joining the police force. This body's too fragile for prison." She gestured to her thin form. "But thank you for the second chance, then. I hope there's not too much paper work."

"You are very welcome... And you do have some paperwork to fill in." Caitlyn said, picking up quite a large stack of paper and dropping it on the table. "You fill this up and then knock on the door. If you need something do the same. You got 3 hours starting... Now." She said, leaving the room. This was part a test part an application form. Should Elody look on the form, she'll notice blank spots with "Name, Signature, Age" on them. The title of the main page reads: "Officer Test and Application".

Elody sighed. "Guess it's unavoidable. I'll get these back to you quickly, though." She took the papers and a pen and sat on a bench outside Caitlyn's door, filling the forms out at a good clip. Occasionally, she'd chew on the pen a bit. Gosh, I always hated testing.

When Elody turns the pages, she will find out a rather large text at the length of 5 pages. The text is labelled "Laws in case of a Fire". The whole next half of the test was filled with laws, regulations and more for every situation including a rather large part that is named "Laws in case of a pig stampede".
The second part of the test was built of some common knowledge questions, some questions based on the texts, math, English and the test concluded with a guide on how to handle guns of various types and criminals using them.

Elody groaned as she hit the essays. For crying out...pig stampede?! Never even heard of one of those... She read through them, though, skimming back and forth while answering the questions quickly. While she definitely didn't enjoy this test (Even out of school, English was apparently a required course) she eventually finished it, closing the packet. She then came up and knocked on Caitlyn's door. "Excuse me, Caitlyn? I'm done." It had been about two and a half hours since she began.

Caitlyn was spending her time in the Police station, checking up whatever she could on Elody.
Vigilante past, she liked her already. Although Caitlyn would never show it. The reason for that is that Caitlyn was a vigilante just before joining the Police, only to ban Vigilantism to discourage civilians from interfering and getting hurt.
Then knocks sounded and Elody spoke. The time flew out of her reach unfortunately.
"Yes, come in."

Elody came in and put the paperwork in front of Caitlyn. "Never knew the law was quite this extensive." She sighed and sat down. "Who would've thought writing things on paper could be so exhausting? Anyways, there you go." She crossed one leg over the other and began fiddling with her shoe, loosening and re-tightening one of the mechanisms repeatedly. "Anything else, Caitlyn?"

Caitlyn nodded. "You will be fitted with a uniform and equipment. Be at my office just in front of the station here tomorrow to receive your patrol schedule. I expect nothing but the best from you." Caitlyn then leaned closely and looked Elody in the eyes. "But remember this. One stumble and I will throw you behind the bars myself. Understood?" Her voice was dead serious and threatening.
