City Hall
Olph stops at the end of the hall at a door labeled "Mayor". He gives it a firm knocking, and shortly after comes a response from inside.
"Yes, come in, come in! The door is open!"
Immediately the gatekeeper opens the door and steps inside, moving to the side of the doorway so that the summoner can come in after. As soon as Azazel inside, Olph would close the door behind him and wait patiently in front of it.
Jadefellow doesn't look up from his own paperwork, quickling scribbling down a signature here and there. "Nellie tells me you're an odd one. Not very easy on the eyes, and fairly quiet." The mayor sets down his pen and folds his hands, finally raising his eyes to view his guest with an aged smile, and not a hint of fear. "I see... very odd indeed. You know, I don't think I've seen robes such as those in my time. Might I assume you are a summoner? Or possibly... were a summoner?"
Azazel simply smirked at the mayor's observation, he pulled back his hood to reveal the piercing cyan eyes of the undead summoner, skin as white as snow lips black and cracked and his long pitch black hair hung down about his face perfectly straight. He seemed pleased that the mayor was not intimidated by the presence of the dark summoner, "Indeed, I was of the order that brought the once great nation of Urtistan to it's knees back long before many of this planet were born. The Dark Summoner-Knights, a group of summoners specialized in using their magic in..." He grinned, "Other ways than the summoners of today." Azazel's cold emotionless voice kept the even tone, holding almost an air of superiority, but there was something in the voice that the others had not been given, a tone that conveyed almost a sense of respect.
"But I assume you would rather know why I am here, rather than what I am."

Dennisson chuckles a little, nodding to the dark summoner. "Well, you know what they say. Know your enemy like you know yourself. But of course, there is also the saying that one should not judge a book by its cover." He adjusts his glasses for a moment, clearing his throat. "So, now that I have a better understanding of who I'm speaking to, I'd say it's about time we get down to business. Care to tell me why an ancient summoner has come to visit me today?"
"An Ancient Summoner has come to you today, because I have removed myself from the Isles, openly betrayed the Ruined King and now I seek someone who is not incompetent in order to offer my services to." His eyes looked down upon the Mayor, his voice maintaining the emotionless cold tone, "Behind the scenes or otherwise, I would be an extremely powerful ally to have. But, I will leave that for you to decide, knowledge of the isles, every weakness and strength every species of undead. All my knowledge and power to be had at your fingertips."

"That is a compelling offer, summoner. But why choose Bandle? Though we are competent, we are also very... reserved." The mayor folds his hands again, turning his head to the window.
"I'd imagine it would take more than soldiers to take down any undead invaders. I've never been in contact with any, of course, but my best guess is that we would need some kind of magic, spiritual or arcane. The closest things our city has to magic are the junior summoner training academy, and..." He somewhat cringes before continuing, enunciating his words with distaste, "Veigar and Lulu."
The Dark Summoner watched as the mayor turned to the window, questioning his motives for choosing Bandle-City as an ally. Azazel kept his eyes upon the mayor, "It took the intervention of the league itself to stop the Demacian invasion. And even then, that wasn't even a fraction of The Ruined King's armies or power. You need someone like me as an ally if you wish to survive should they encroach upon your lands. Surrounded my mountain and sea, Bandle would be safe from mortal armies."
Azazel paused, his brow knitting into a frown, "But what of enemies that cannot tire, that can fight for days and days on end without needing to stop for food or rest. A single motivation in mind, kill. Numbers alone will break you. I mean no offense when I say this, Demacia was seen as the only military power capable of stopping the Noxian war machine. And Demacia was flattened by the undead armies. Your seclusion is a strength and a weakness, it took three days for the summoners to arrive once the main army had reached the walls of Demacia. Do the math Mayor."

"I've already 'done the math', summoner. As I just said, it would take more than soldiers alone, and frankly that is all that Bandle has. We would crumble under the impeding force of the Shadow Isles, and for some time now I've doubted that the Institute would step in for our protection. As I see it, with or without your help Bandle will fall to the Isles if they choose to attack. That is why we've been focusing on escape routes and defense of the citizens rather than the city itself for so long."
The mayor shakes his head and adjusts his glasses, grumbling quietly to himself for a moment. "I still do not understand why you've chosen to come to us. What is it we can offer to help stem the tide of possible invasions?"
"I chose Bandle because one, it's not filled with idiotic barbarians. Two, you don't force your philosophies on people. And Three, you're the furthest civilized place away from the isles that doesn't repulse me, as Noxus and Bildgewater do. Your air forces alone give you a great advantage over the current undead army. And I simply find Bandle City an interesting place..." He paused however and thought for a moment, "If you do not wish for my assistance, I will leave and not return. Taking my knowledge with me."
Azazel frowned if he was rejected from here, then he would simply have to find elsewhere to offer his services.

Jadefellow scratches his chin, still contemplating the offer placed before him. He still has his doubts, though these new key points shed light on the subject.
"I suppose if you're putting so much faith in my city, then I should as well. As you may know, most yordles are very docile creatures, and we like to be kept to our own kind. Unfortunately that also means we have made very few connections with the other city states and the league. For the good of my people and the life of my city... I believe your assistance in the matter of repelling possible future invasions from the Isles would be most helpful. Our Scouts can keep you under covers here, and the knowledge of your involvement in matters will be kept to a minimal number of yordles. I don't want word of your presence here getting out, lest the Isles find out and send their units to attack."
Azazel watch simply smiled, bowing his head slightly, "I believe I can work a disguise, to make myself look like one of your race while I am within your city. That should keep my presence here under wraps, unless you tell a soul that it is me. None should find out simply by looking." The Dark Summoner tilted his head to the side and raised an eyebrow, "Where and how do we begin?"

Dennisson twiddles his thumbs, pondering which end would be a good starting position. "Well, that depends. Our strongest military force would be our naval units, by far, not to mention that seems like the most likely point of attack by the Isles. Perhaps they would be a good start. But as you said, the Yipsnakes could prove a powerful force as well. Unfortunately, they happen to be our smallest team out there. The copters are quite costly to make, as you might expect, not to mention the training required to fly one with skill. Which route do you think we should tackle first?"
Azazel smiled and simply shook his head, "The point of attack would indeed be the ocean. Strengthening your ships would be pointless. They do not sail over the water, they march, under it. By the time they reach your shores it will be too late." He cocked his head to the side as he thought, "The best bet? Your aerial units. The undead do not have much in the ways of being able to counter that... Unless..." He paused as he thought back to the Ruined King's personal unit of Dark Summoner-knights, the chances of the king bringing them into a battle off the shores of the isles was very unlikely now that his champions had been awoken. "Yes, the... Yipsnakes. " he smirked at their name, "Would be the best idea to strengthen, for now at least."

Veigar looked at the guard, the young yordle was still in fetal position due his "Undead-Phobia".
The evil yordle sighed with annoyance, since Veigar is able to "see" the fear, he knew that the guard was still scared of the thing that entered and not from his presence... In fact, Bertie not even noticed the presence of the master of evil... As always, the forces of Bandle City were being useless.
Without more words, the evil wizard continued his march towards the City Hall, the place where Dennison works, if someone knew what was happening, that person was the "mayor" of Bandle. He walked in silence through the city's streets while the citizens looked at the mage with concern, but no one said anything.
City Hall
When the master of evil reached the City Hall, he entered without even caring about the officials until he saw the woman on the desk. He looked at her with his glowing eyes, he didn't wanted to wait anymore to see what was the "thing" that was talking with the mayor.
"I DEMAND to talk with JADEFELOW right NOW, i DONT CARE if he is occupied"
The tiny yordle was angry, Why the hell the yordles are so stupid? What if the undead thing kills the mayor or do something worse?... in fact, they were already stupid for letting him pass. Veigar would not be impressed if the next weird guy who "peacefully enters" to the city is Kha'Zix...

Jadefellow closes his eyes and nods thoughtfully, going over the necessary preparations in his head. "Yes, I definitely agree. I will do what I can to contact Corki, but in the mean time there are others in the Yipsnakes who reside in Bandle and can assist us. Rumble will also probably have knowledge on this, though... he does not seem to get along with those who relate themselves to Piltover. Seeing as the ROFLcopters are of hextech design, it could be tricky getting his assistance."
The mayor scratches his chin in thought, another idea budding in his mind. This, though, he keeps to himself for the time being.
Nellie glances up, her eyes still slightly widened from her previous encounter. They quickly return to their unimpressed, half-closed state upon noticing the tiny wizard and his crazy ramblings. "If you don't care, then why bother wasting your time coming to see me, Veigar? Don't tell me you just want to see my 'glowing face' again." Immediately she scoffs and goes back to scribbling names on papers.

Veigar ignored the comment of the woman and walked towards the office of the mayor, he was still angry with the nonexistent security systems of the city hall... In any other city-state, get the permission to talk with the leader is difficult.
After reaching the office of the mayor, the evil yordle not even looks at the "gatekeeper" when Veigar opens the door widely in an over-exagerated way, making the door creak loudly.
"JADELOW, THE GUARDS OF THIS CITY DO SOMETHING OR ARE JUST DECORATIONS?"
The tiny yordle entered to the office, while looking at the people there, it was more than obvious that the "human" was the responsible of the dark cloud that he saw earlier. He looked back at the Mayor and continued talking with a tone of sarcasm.
"... And... Do you realize that you have a product of necromancy at your office?"
