Karma had sat and listened to the preliminary input, Shen said that returning to the status quo would not upset the balance. Irelia was offering the guard's protection in exchange for Noxus' departure, while the Duchess did not believe Zed would allow potential enemies so close to his gates, Irelia's approach was worth a shot. The Ionian mediator would scribble down everyone's main arguments and views. Taking notes on important facts or words that people had used in their arguments, her hand was calmly writing this down on the pieces of paper provided to her. Once the preliminary stances were settled upon she would ready herself to make her own argument and begin her meditation of the two sides. After all she too wanted Noxus gone, but there was still the path of diplomacy that could be walked. She placed her hands on the wooden table, and began to rise, when Irelia offered a rebuttal and threw files on the table. The Captain of Guard then began to accuse Zed of a conspiracy that allowed Noxian forces to enter Ionian territory.
She took the files and began to swiftly read the reports, information that she had not seen before, therefore she would not be able to use them effectively in her meditation efforts. These efforts were necessary given Irelia's verbal attack on Zed, and the tone of the Captain's voice. She would hand the reports to Kotone, since Karma believed she too had not seen such reports either, after The Duchess had gotten the main points of the report. She would have to remember them for now, as the situation began to intensify. Zed quickly rebuked Irelia claiming that she had no right to dictate who should or should not be taught the Art of Shadows, and he will be leaving if it is only Irelia speaks. If he left then there would be nothing to talk about, and the meditations would have failed. The Duchess rose and began to speak with a strong voice, not an aggressive one, but one that had spoken in front of many individuals on numerous occasions.
"Irelia, does not represent all of Ionia. We have The Council of Elders for diplomatic reasons such as this." Her voice was calm and professional, there was no sign of emotional charge in it, a contrasting fact that separated her from Irelia. "Regardless of how Noxian forces entered Ionia, it does not change the fact that they are still there. If there was any underhanded conduct that resulted in the Noxian forces being there, then it should be handled in a separate meeting in regards to such a topic." As she spoke, she shot Irelia a glance that said, "Drop it or we will gain nothing." Then she would begin to speak again, "For now, our concerns are in regards to an agreement about what should be done with the Noxian forces. My understanding of the situation is that Noxus is there as part of their alliance with the Order of Shadows. An alliance formed on the basis of protecting the Order of Shadows from other regions of Ionia, or simply all your potiental enemies. Am I correct in thus far, Master of Shadows? If not, please enlighten me."

"Correct" Zed spoke, directing his attention to Karma, "While they remain allied with me and my Order, I will offer my services to Noxus should the cause be deemed worthy by myself. In return, should the need ever arise in which my clan needs to defend itself, they will be there ready to aid us." He had swallowed much of his pride to allow the alliance between Noxus and the Order of Shadows to happen, it showed a weakness he believed the Order did not have. Nonetheless it was for the best, "While they reside within my temple grounds, a handful will be tutored in the ways of the Shadow Arts."
Shadow people follow him everywhere he goes. Looking over his shoulder, the paranoia flows.

Kotone had remained silent for the majority of the current exchange of words, lips pensively thinned and eyes lowly narrowed as her gaze shifted between the main speakers in this debate. Both sides had compelling arguments, yet both had slight flaws as well. The elder woman's face visibly twitched as Irelia mentioned the village utterly destroyed and ravaged not very long ago. With a lightly concerned glance and a nod of her head, the woman took the offered files from the Duchess and immediately fingered through it. Indeed, she had not seen this information before, and found some parts alarming and others simply questionable. But this was information she had not know previously, she had not the time to analyse it well. It would do her little to try and utilize it.
"..." Kotone leveled her eyes back towards the people in the room, placing the files neatly onto the table between everyone. "While it is indeed your temple, Master of Shadows, I cannot help but wonder, why Noxus?" She inquired, pressing a single digit into the table as she spoke. "Surely you do remember the impact they had on Ionia. Though it may not be quite fair to pin that fact on every Noxian person without distinction, Noxus is by and large known for their certain brand of what is 'right'. Was there any particular reason you can share for choosing to align yourself with them, and not another City State?"
The finger placed on the table tapped a few times as she posed another question, "Also, would you divulge an exact count of the numbers you have under you? A 'handful' could be sparse scatterings or a suppressing force."

"I remember the impact that Darkwill had upon Ionia. It seems that the rest of you fail to realize Noxus is under a different leadership now, yes, I personally have a certain distaste for the Noxian state for what they done. But you are fools if you believe Jericho and Darkwill to be the same man." Zed kept his gaze upon Kotone, out of the current Ionian representatives she was the one he would prefer to talk to due solely to the fact he had done so before and had come across as actually reasonable.
"Three thousand Noxians are in my territory. Hardly a suppressing force when you consider our own military capabilities." His eyes shifted accusingly toward Irelia before she could interrupt him if she had wanted to, "Yes, they are protecting my land from any and all enemies. No. They are not allowed outside my land while armed."
He turned his crimson gaze back to Kotone, "Noxians are ideal allies for a number of reasons, they share similar beliefs as I do, there would be no conflict on who is in charge. Might makes right in Noxus and I have the power to end any number of them in their sleep should they dare to cross me. They recently receded from the Institute, had I asked the IoW for aid it would have been a mess of procedures. While they have their uses.." His eyes turned to Ethan, "I do not trust them."

Three thousand Noxians, that was a full battalion of men. It was no small force, it appears Swain took the threat of an attack quite seriously. While Zed was correct on the fact that it was not a suppressing force, given the right fortifications and supplies they would be able to hold out for a long time. Granted, Swain was no fool when it came to battle plans and tactics that was the point of such a force. While Karma was concerned by the fact that some of the Noxians were learning the shadow arts, Zed would not budge on that fact. Furthermore, it appears that trust is a critical factor in this meeting, Zed only trusts the Noxian army because they believe in "Might makes right". This seemed to gesture that Irelia's offer of protection was off the table, given the fact that Zed no longer trusts Irelia. Therefore, it seemed as though it was up to the remaining two Elders to negotiate with the Master of Shadows. Karma began to believe that the best way to get the Noxians to leave was to make Zed feel comfortable, and more secure than he was. Irelia's outburst had not helped at all, but the council was made for a reason.
"The scars of the invasion are still too fresh for many Ionians. This might be a feeling you, Zed, could understand. Some have learned to forgive, others still burn with a desire for vengeance. These fresh wounds cause tensions for citizens who know that Noxians are within Ionian borders. These tensions threaten the security of your order, and these tensions are even worse regarding the fact that Noxus withdrew from the Institute of War. Therefore, they are no longer bound by the Institute of War's power like they once were. A concern to many individuals across Runeterra." She would say, letting those words sink in. The Noxus under Darkwill turned to off-shore invasion after being bound. A Noxus under the control of Jericho Swain, while unbound was quite concerning. The Master Tactician was no fool politically or strategically.
"Would you not agree that tensions are higher now than what they were before, Zed?" The Duchess would inquire, before the Noxians' arrival they did not have to make arrangements of a peaceful meeting. However, now they had to act because of the Noxian forces. "Why did you fear the Ionian provinces were going to attack you? We had given you no indication of any hostility before you sought out protection."

Advice fallen on deaf ears it would appear. Judging from his previous experiences Zed was not someone that made easy compromises, but one could say that he made ones whenever it is truly required.
Such was the Order of Shadow's alliance with Noxus, this has provided the order of shadows, a newly established order with the necessary military support that it could possible require and as Zed himself would possibly reason, that the Ionian government would repress the growth of his order while the Kinkou would seek to eradicate it from the face of Valoran.
A few problems exist with this point of view, the Kinkou's council is reluctant over such a dedication to a full scale war between the two ninja order, due to the seemingly shifting political climate that could possibly topple the Order of Shadows without committing to manslaughter. Through Shen himself would not agree with the notion, he has been rather passive over the situation as a result of the huge differentiations of perspectives that is existent with the Kinkou.
The other, is that Zed's whole entire perspective is based on the fact that what he had taken belonged to him. But no, it wasn't his land nor was it his territory to claim as his, it was a heritage that passed down from generations, it has always belonged to the Kinkou.
"The very fact that you require external protection from Noxian forces is a statement of it's own. Unless you would choose to neglect the fact that your men are treading on soils that were stained with the blood of those that has been decimated on those stone pavement steps... If might makes right, then what has brought you to this negotiation table?"
It will always be ambition that drives him, enough to make him forsake what he was given.
