A happy looking yordle girl hops out of the bakery near the middle of the city, humming and giggling as she hops around in her rainbow colored outfit. She heads over to the fountain at the clearing in the center of the city and sits on the edge, rocking back and forth like a little child despite looking very close to an adult.
Some of the children nearby look at her for a moment before returning to their usual antics, telling each other "It's just crazy old Mira." and not giving her too much attention, knowing well enough of her unstable mind.
"Noxus has left the League and the credibility of the Institute has been shaken...Bandle City must decide on an action," the cosmic admiral's mind addresses the situation.
Admiral Flavius is back on duty and this time, he's more fidgety than usual. On his left hand is the plan to increase the effectiveness for the Navy, including a trip to Piltover to purchase a lot of weaponry. On his right hand is a petition. Both of these will give him a heart attack if he reads it. He ascends up through the staircase. With Noxus leaving the League and several of the champions loose and not taken care of, some of the yordles have lost faith in the League.
He enters to the reception hall and asks the receptionist.

Nellie yawns and looks up from her papers, glancing down at the admiral before her.
"Oh, it's you again, Titus. If you must know, the mayor is busy making preparations in case the Icathian expedition falls through. I suppose if it's urgent, you can attempt to meet with him in his office, but that would be his decision. Have a nice day."
The receptionist yawns again, covering her mouth delicately with a hand and pushing her thin-framed glasses back up her nose before going back to work on her papers, a few strands of her starch white hair falling over her face.
The admiral winks at the receptionist before putting the naval plans and the petition in his left arm. He snaps his finger to teleport himself into the Mayor's office. In a blink of an eye, Titus would appear by the door inside the office where the Mayor would be.
"Mayor, I know you're busy and I am too. Therefore, it will be quick and easy for the both of us if you will listen."
His voice is unusually confident. Normally Titus would be a bit...submissive but this time the admiral felt like Bandle City needs to prepare. Titus didn't really care if the Mayor's annoyed that he used cosmic powers to intrude himself in.

The mayor doesn't even glance up when Titus poofs into his office. These little interruptions, no matter what form they took, had become common enough in Dennis' time with the admiral that they were to be expected. Currently, mayor Jadefellow has his nose buried in a large book filled with numbers that were probably meaningless to the admiral or anyone other than the mayor's chief advisors.
"Yes...? What is it Titus? I do hope it's important, because I'm trying to protect the future of Bandle City at this moment."
"Noxus as left the League due to that Renekton, Cho'Gath, Nocturne and possibly more have escaped."
He approaches to the Mayor's desk, placing the naval plan and the petition side by side on the desk.
"With the threat of Noxus and the Void, Bandle City needs to increase its military spending. Strategically the Sablestone Mountains provide a good amount of defense and I've contacted the generals to do something about it. But concerning the sea...a smart enemy like Swain would invade from the sea. And this brings up to the proposal. I need 40 million in gold ((being realistic in amount)) to replace cannons with Piltover turrents and I will send my personal fleet to do the upgrade."
He pauses, carefully choosing his own words.
"Bandle City needs a strong Army and Navy and giving a fund of 40 million in gold would help start the defenses. Reports that there are Void anomalies in Freljord and I do not want it to happen here. If you will let me, it will be a start to defend Bandle City properly. And...if you choose to say no...then this will happen..."
He slides the petition paper slightly closer to the Mayor. The papers are a copy of the original that is currently being signed at the town square. It reads PETITION TO SECEDE FROM THE LEAGUE OF LEGENDS. It has over 50,000 signatures and the numbers are slowly growing.
"It isn't popular yet and hasn't gained movement but once the politicians get wind of this, you may not even have the mayor powers to prevent it. The yordles chose to enter the League and they can choose to leave as well. Increase the defense budget! Lend the 40 million to the Navy and keep Bandle City in place with the League! Otherwise once our homeland has left, Noxus or the Void won't hesitate to kill us first."

The mayor adjusts his spectacles, squinting at the papers in front of him a grumbling to himself.
"With all due respect admiral, we are in to fit shape to put that amount of money towards the military. As a matter of fact, we already have vast military power as it is, and the only power that hasn't been inflated with money is your navy. Now, I'm planning on 'beefing up' your fleet in the near future, but currently that will take some time. I'm also hoping to build bonds with the heads of Piltover and form an alliance, seeing as..." The mayor darkens and slides the petition away towards the admiral, looking up again.
"The League is falling, Titus. It's very possible that our allies, Demacia, may be leaving as well if the whole thing doesn't cave in first. Right now we can't rely on the League at all and form bonds with the other city states. If you are so inclined as to try and pump good money into your military outlet, then I suggest you personally expedite yourself to the Piltovian leaders and commune with them on behalf of the yordle society. I'm far too busy to go myself right now, but that is the best I can offer."
((Some random yordle person lost faith in the League but an overwhelming majority generally favors it still. And I was going to do a long speech but it got..."heavily edited".))
He paces around the room back and forth.
"Don't just send me away, Mayor...I need that money!" He is beginning to get impatient.

The mayor sighs and folds his hands, twiddling his thumbs impatiently.
"It's money we do not have, Titus. And don't you think this commotion is already upsetting the populace? Listen to me, admiral. If you go to Piltover yourself and grow to good terms with them, then not only could we win a valuable ally, but you might also be able to get a deal with them for the supplies you're asking for. Do you see where I'm going with this?" Jadefellow gives Titus a stern glare, hands now balled together.
((What link? If it's about the petition thing, then can we say that the petition thing is relatively nothing to worry about? I made the thing up...))
"Fine then....I'll head to Piltover. But get that money please..."
He leaves the room slowly with the petition in his hand. He sees a trash bin and throws it away. There isn't any political movement about it and he doesn't need to worry about it. He's disappointed that the Navy won't be able to get that money he needed. A campaign would take too long and raiding ships would get too little and cost too much. Titus would go for the Mayor's advice and after packing his clothes, his necessities, and whatever he wants to entertain himself with, he uses his cosmic powers to teleport himself to Piltover, though he won't be coming back to Bandle City immediately. It cost him a lot of energy just going there in an instant.

On the beach right outside the city, Fizz arrives through sea. As soon as he gets on the beach, he pulls a water-proof backpack from his back and opens it, getting a long coat and hat to disguise himself with. He liked attention to a degree, but too much attention is too much. He pulls the coat on and hides his face with the wide-brim hat, pondering what to do with his trident. He could try to say it was a replica and not the real one, or find some way to hide it, but he didn't want to just leave it out in the open and Chomper would just lose it in the depths. He shrugs, pulls the backpack up to his back again and walks over to the gates of the City and acts as if the trident was a walking stick, heading inside the City.

Teemo yawned, sprawled out under a tree near the city's center on his belly. After dropping his cheesecake off at the Mothership (where he knew it was either being violently consumed by the various yordle parties in the area or being experimented on by the scientists growing increasingly distraught with boredom), the scout had decided to wander the town in search of a little fun. Of course, he hadn't been able to send enough time in town to know what exactly there was to do for "fun". His missions had kept him far too busy. So now he found himself drawling off under this tree, boredom consuming him.

Rumble had been working all day in his workshop. He was designing a new model for his flamespitter, but the task had proven itself to be much tougher than he anticipated. Rumble had made two test models, both of which failed miserably. The first one broke down in sparks, and the second one nearly singed Rumble's right cheek off.
Rumble sighed and decided to take a break. He didn't like it when his experiments never ran the way he wanted them too, but he very well knew that science was all about trial and error. He'd try again, until he would succeed in building a working model. Rumble decided to get some fresh air, so he walked outside and away from the junkyard.
Rumble was about to take a short nap under a tree, but he already spotted Teemo under the tree Rumble usually took a nap under. Rumble couldn't quite tell whether Teemo was actually sleeping or not, so he decided to sit against the tree trunk on the opposite side of Teemo.

Teemo's ear flicks slightly as Rumble walks by, but he doesn't open his eyes at all until the mechanic has already sat down. When he does so, he only partly opens them and lifts his head, looking around a little. He didn't see anyone and resumed his resting, curling up with his helmet in his arms. If any came close enough they may notice a journal tied into the roof of the headpiece, though the knot was fairly loose from recent use.
