I do agree, but Viktor as a character follows a central Design Concept that fleshes out all his abilities, hence he is a very coherent character whose powers makes sense to be on him.
Rose's abilities are very...broad. You're a fighter, a rogue AND a mage... a generalist? you're either a jack-of-all-trades, who beats everyone, or can't beat any specialist at what they do.
When making a character it's usually best to set a theme or identity and build towards that, rather than a generalist who does everything and thus comes off as... bland.
You have a point- I was thinking of toning down her fighting ability a decent degree, since I plan for her to train more with her magic, and I don't want her to lack weaknesses. How's this, instead?
If confronted, Rose will defend herself violently. She's not combat-trained, but she carries a three-inch knife in her coat pocket, which she knows how to use, in an amateur way. She wears a corset under her clothing, which would likely stop most knives, due to the flexible layer of metal sewn between the fabric.
(I realized I forgot to mention the knife she carries- one does not want to be unarmed in Noxus. o.0)
Do you think Mage might be better for her class, then? I went with Rogue primarily due to her Chaotic alignment, as well as the fact that she steals to keep her head above water, and doesn't have very good control over her magic.

Rose isn't really planned around stealth- when she steals, it's likely when she's either "bumped into" someone or has distracted them with conversation, which has more to do with her manual dexterity. If she tried to sneak up on someone, given her big, stompy steel-toed boots and her corset... it wouldn't work. ^^;
Once she gets a job, I'm hoping to have her stop stealing, and work more seriously on her magic, so she can seek work higher up. She's developing something of a kleptomaniac habit, and, while it's out of necessity at the moment, I can't imagine it'll do good things for her later.
Would "starving student/mage-in-training" be a good concept for her, then? That's something of the archetype I'm going for- and I'm trying to avoid having her be a Mary Sue, or someone who can do too many things. Don't hold back on letting me know if she seems that way?

From reading your background I would imagine magic is her major talent, then somehow she just becomes "good" at larceny without a good explanation. I also don't think anything provides solid indication of her developing fighting ability save for brawling and stabbing wildly.
I personally don't see her 'need' to become a thief, given her background of having two summoner parents provide for her. One doesn't become a kleptomaniac out of necessity either- kleptomania is a mental disorder where you take things without even knowing it, and these don't need to be valuables.
If your character is like this, then you'll eventually either re-write about or role play her growth into a cohesive person who knows what's her strengths and weaknesses... or remain a strange dysfunctional character.
What does your character want? what is she not just fond of doing, but something she really does frequently? Does her power continue to develop destructively, or is she capable of learning utilitarian spells like invisibility and 'Alohamora'?
If it's a mage in training, then I would imagine she's really trying to find herself, who she is and what's she's here for... like every teenager ever. :)

When I RP Vi, I see every single piston in her gauntlets as a separate moving object. So I believe that if there's a piston there, that part of the gauntlet can move. This means she doesn't even necessarily have to punch something to deal damage with it; she could set her knuckles to rotate repeatedly, and it would work like a jackhammer on walls and stuff. Also, the pistons should have enough force behind them to propel her in the air. They DO power her Vault Breaker, at least.
Lastly, it's canon that she can conjure tea from her gauntlets. I know you can't use it in combat, but it means I have tea on tap. So no complaining! DX
I guess that wasn't lastly, because it is apparent her gauntlets run on steam normally...that means that, while the power source creating heat to make steam is probably infinite, the water is not. To excuse that, there's a water induction system that draws moisture out of the air so she doesn't have to hook herself up to a hose to fight.

This is simply my opinion on Rose, anyway.
That's the plan~ as she develops, her magic will become more powerful, until it becomes her main ability. Her fighting comes from run-ins with people on the street; she's not a super-stunning model, but being a woman who's well-endowed will catch attention, so she's able to defend herself. It's definitely nothing refined, and I didn't mean for it to sound as though it were. ^^;
When she was still attending school, her friends liked to steal, and encouraged her to do so, as well- because of her two summoner parents, she attended a private school, so they found it an "edgy" past-time. It became a habit, which developed into- I suppose not kleptomania, but a more frequent habit of small, valuable objects disappearing around her. If Rose's parents knew that she was having money troubles, they'd happily support her- but she has a certain sense of pride, and would feel like she'd failed if she asked to borrow money from them. She moved out of home not at their behest, but because she wanted to be independent, and she'd hate having to ask for help as part of that.
If she had a teacher (or more patience with her studies), she'd be able to learn utility spells, but all she knows at the moment is fire production, and if she spent more time on it, she could learn to manipulate the flames. After the burns she gave her mother, she flatly refused to learn under her anymore, not wanting something like that to happen again.
Learning who she is and what she's here for are both a major factor in Rose's character, especially with the political strife in Noxus- but this thread is about abilities, so I'll leave that aside.

Well, after looking at Karthus' Shurelia profile, I realized that he could very well be like the Malzahar of the Shadow Isles champions, with his necromantic affinity. This is supported in both his old and new lore:
Old lore: ...those who are not scared away by the lich’s terrible power most likely end up as one of the undead themselves…
New lore: ...An undying lich with the keys to life and death (And, likely, undeath as well),...
This seems like it could potentially be a fun thing to throw around. Not as much as Malzy seems to, as corpses are probably less plentiful than voidlings, but still interesting nonetheless.

Almyra's magic focuses on change, as such, she uses her thoughts to create instruments of change. While I only really talk about her combat abilities in the Shurelia's, i.e. the weapons she can create, she can also make various tools. Unfortunately, none of these tools are useful against objects not containing magic (I assume that all life forms contain magic, including undead, in the form of a spirit or soul, or whatever energy is animating the corpse to make it undead). This means that the only physical objects that her magic can do anything against are those that have been imbued with magic, such as enchanted weapons or armor. Depending upon the strength of the magic the weapon has been imbued with, the more her magic can interact. For instance, armor with a weak enchantment won't block much of her attacks, but will also not take as much damage to it, heavily enchanted armor will block a more of her attacks and take greater damage.
She also sees "strings" as well as "ripples" as she describes them. They are the interactions between objects and events, how they relate. "Ripples" tend to be more like the repercussions of events, allowing her to predict consequences of some events, or follow their causes based on the ripples that have touched them. Strings are visible when relationships are more direct.
Also, she has incredible mathematical skills, allowing her to solve the various complex, nonlinear problems of Chaos Theory.
Eli uses magic, but not like normal mages. He has to channel it into a weapon, this is what allows him to heal others and increase his regeneration when using his fist weapons and lifesteal using swords, as well as affect the curve the path of a bullet occasionally. When using his hammers and pistols though, it doesn't really give any special effects, it just allows him to be more accurate and focused with his attacks, as well as hit slightly harder.
Finally, Marcellus doesn't use magic, he uses technology in the form of various ammunition with his pistols and the poisons and shock effect of his knife (which, in reality is more of a shortsword), and his cloaking device. I haven't really worked out his abilities, since he's not all that much of a fighter, he's more of a behind-the-scenes guy or a commander. He will usually tend to have at least one henchman shadowing him in case something happens.
