Within the central structure of Piltover, at the top of it lies the very representation of the progressive city-state itself, metaphorically and literally: the Parliamentary building, which houses the Piltovian Parliament itself. The shining beacon for all progress across Valoran, it is considered the most important landmark of the city-state, excluding the central structure itself.
Inside the Parliamentary building houses the main Parliament room, where all the statesmen gather when Parliament is in session, and each statesman's offices. Right across from the main room is the Prime Statesman's office. The double fine oak doors signal this to be the Prime Statesman's office - all other offices are single-door - along with the golden emblazoned plaque that adorns the wall to the door's right: "Prime Statesman's Office."
Inside, the office is rather simple; a beautiful series of lights are embedded in the ceiling, all spherical and glowing yellowish-white, as if to give a welcoming feeling. The floor's magnificent colored carpeting is also somewhat of a sight to behold, with the Piltovian cog - the symbol of Piltover - gleaming in its center.
The side walls are lined with bookshelves, with each shelf being filled to capacity with books on everything regarding Piltovian Politics, from the history to the laws, to famous - or infamous - rulings and decisions made throughout the history of Piltover's existence.
The back wall isn't really a wall, as much as it is a gigantic series of windows; they provide a great view of the city of Piltover, and its harbor as well. The sun also passes through during the afternoon, offering a comforting warmth at times during the afternoon.
In the center of the room is the desk at which the Prime Statesman usually sits: the desk has most of its space taken up with all sorts of materials, with a hextech lamp and typewritter, and several stacks of papers; only a mat in front of the chair - sitting on it the Prime Statesman himself - is clear of anything on the table.
Today, it just so happens that the Prime Statesman, Quentin Allen, is in his office today, reading a report on the latest economic news across Valoran - specifically, the ones concerning Piltover, naturally. He appears to be intently reading, but there is no major works for him to do today, and so if someone wanted to come in, they could ask the receptionist in the front of the Parliament for a meeting with the Prime Statesman himself, though he would need to agree to it first...
March 25th, 23 CLE Parliamentary Building, Piltover
"Hmm...do you think that the Prime Statesman is busy today?"
General Gaius Flaminius ponders as he looks at the seemingly giant double oak doors in front of him.
Admiral Titus Flavius and General Gaius Flaminius traveled from Bandle City to Piltover for different reasons. For Flaminius, his mother is diagnosed with a terminal disease and he needs to be there at her side. For Titus, he needed to strengthen the Bandle City Expeditionary Force, which was the air force for the Yordle Land.
He made sure that the Prime Statesman know of the upcoming meeting. He created a letter weeks before for the Prime Statesman and has Teemo sent it to Piltover. He has never met the Piltover leader and Titus is slightly nervous but his face is as steeled and professional as ever.
Titus Flavius turns his face to his military companion with a slight smile of certainty.
"He is there. I'll get the planes both of us need and Bandle City can stay safe. Rumble's working on early warning systems, Teemo and Tristana are training vigorously, Poppy is...well doing her job, and Veigar has become...more or less an ally. I hope that this meeting is decisive. And..."
He places his hand on Gaius' shoulders and nods slightly to him.
"...I hope your mother's okay."
"Thanks Titus. That means a lot."
Gaius Flaminius replies with a slight side of relief. Hope is what he needs right now at the moment. He looks at the double doors that mark the Prime Statesman's office and back to Titus again. A hint of doubt momentarily crosses in his mind. Titus is a young admiral, he shouldn't be doing this. Why did he let the son of Admiral Vespacian Flavius become admiral, he doesn't know. However, he puts his faith in Titus that he will do fantastic.
"Well, good luck Titus. Let's see if we get those planes. I'll be in the Piltover Hospital when you're finished. See you then."
Gaius Flaminius exits the Parliamentary Building, leaving Titus to the negotiation mission. After the doors that lead to the outside close, Titus walks over to the receptionist. Maybe he cannot reach the desk so that the receptionist can see him. He knocks on the desk three times and presents himself.
"Hello. My name is Titus Flavius. I sent a letter to the Prime Statesman asking for a meeting on this day. Is he present right now?"
((Ohhh kay! Let me see if I can do serious Titus Flavius correctly! He's a bit more serious and dedicated to his work...but not as workaholic as Poppy.))
Titus nods to the receptionist and heads to the double doors where the Prime Statesman resides. He opens the door and closes behind him. In front of him, the Prime Statesman reads his newspaper intently. Titus could see lines of books at the side of the walls, a grand site to behold.
But while he could read all the books Titus wanted to, he still had a very important matter to get. If he wants to increase Bandle City's air power, he has to make sure to get Piltover's trust. The airships and ROFLcopters serve not only as the spear but also the spear and the artillery in the possible future wars against powerful enemies. But Titus cannot just simply gain those for free; he has to win the Statesman's trust. He knows he cannot get the units in one day. Diplomacy can be gradual and slow but the rewards are bountiful.
His mind is set and straightforward and his posture is diplomatic. He formally walks into the middle of the room and introduces himself in front of the leader of Piltover to grab is attention.
"I guess by my short stature and my human child voice, you would never take me seriously. I am Admiral Titus Flavius from Bandle City."

Caitlyn entered the Parliament building. Even though she was here many times before she still found herself holding her breath in amazement because of the beautiful and massive building.
She heard various complains from the cityfolk and visitors alike about the fact that Piltover is missing a visitor center. Since today had no real action she decided to leave her work for her fellow police members and have a meeting with the Prime Stateman about the deal. She strode with her head high and her rifle slung on her shoulder, she never went without it. The guards at the entrance gave her no bother, she was their superior in all manner of security.
Caitlyn advanced towards the receptionist, eyeing her and her actions. When she got close to the table she presented herself. "Hello Miss. My name is Caitlyn and I was wondering if the Prime Stateman was available for a meeting." She asked in a polite and formal voice. Her question was clear enough, not use to rattle over her need to be here to the secretaries.
Those that cause crime in Piltover, beware. I shall hunt you down and end you, one way or another. You can come with me to the station, or you can have a bullet between your eyes.

Allen heard the door open and close, and it was then that he folded and put down the newspaper... to not see anyone. Initially confused, he was going so call out if anyone was there, but the response told him enough.
He got off his chair, stood up, and looked over his desk, to see the Yordle Admiral from Bandle City.
"Ah, Admiral Flavius! A, pleasure to meet you," he replied warmly in return, walking around his desk to approach him; it was slightly awkward, considering the significant size difference between the two.
Allen was a bit surprised that it was not Bandle's Mayor Jadefellow who came, seeing how often the two had met throughout the more recent years, but he didn't put much thought into it as he now met with one of Bandle's military leaders.
"So... what brings you to Piltover today?"

The receptionist looked up at the Sheriff, and nodded.
"Very well, Sheriff, one second," the receptionist replied, before pressing a button again to talk to the Prime Statesman; Allen told the receptionist that he was currently available, and to let Caitlyn in, upon which the receptionist turned back to her.
"Statesman Allen is available at this time. You may enter now," She told Caitlyn, motioning her to the familiar double doors that led to Allen's office.

Caitlyn waited patiently as the secretary conversed briefly with her superior, the Prime Statesman. When she was done and told her that Statesman Allen was available she smiled at her and spoke in a more friendly tone. "Good. Have a nice day."
Caitlyn strode into the familiar office of Prime Statesman Allen. She greeted him kindly. "Good afternoon Prime Statesman Allen. I was hoping that you will have some time for a conversation. I have a... Suggestion in mind." Caitlyn approached the middle of the room, waiting for the Statesman afterward to recognize her appearance.

Allen was busy looking over a proposed law that was to be debated in Parliament at the end of the week when he heard the doors open. Looking up to see the Sheriff, a smile came across his face as he got up from his chair and walked over, proffering his hand out in an offered greeting.
"'Allo, miss! Always a pleasure to have you in my office! Make yourself comfortable... and a conversation? Of course, my dear!... what suggestion do you have for me?" Allen replied.

"I sent you the letter, Prime Statesman. Plus the Mayor basically told me months ago to handle it myself, so I came to Piltover."
He walks closer to Allen's desk and climbs up to sit down in a chair. Titus maintains his formal face in front of the mayor, but inside Titus is slightly disappointing that he has to do this all alone. Gaius Flaminius and a few other high commanding officers support Titus' idea of a strong air force but some others don't see Titus' viewpoint.
"Basically we need to discuss Piltover and Bandle City's joint military exercises and the need for my city-state to have more ROFLcopters. Also, I want to discuss about the airships."
Then he remembers that it's not an official diplomatic meeting. He's an admiral, not an ambassador. If the mayor finds out that Titus did something without his consent, he would be in big trouble.
"It's more of a...concept you can say. I haven't talked to the mayor yet in months about the letter and this but after the meeting, I'm heading back to Bandle to talk to him."

Allen listens to Titus's explanation, and then nods. He moves to his own desk, taking from it a small sheet of paper. On it is labeled 'Military agreement between Piltover and Bandle City.
"So, military affairs you wish to discuss? Very well... have a seat, please," Allen replied, motioning over to two comfortable chairs over by the fireplace. He himself walked over and took a seat in one of them.
He waited until Titus had seated himself, before speaking.
"Very well... what matters about our agreement do you wish to discuss?"

Caitlyn did not feel very comfortable by standing around, especially after her long day of scouting Piltover like she usually did and working through paperwork. It was evening soon and she was tired on her feet lucky that her regular nightly stroll was taken today by another officer. She shook the Prime Statesman's hand.
"Its truly is, Prime Statesman Allen. Do you mind that we will take a seat? I have been working all day long and my feet are tired. I have a rough week chasing shadows while securing the rest of the city." Caitlyn smiled at Allen even though her request was selfish and impolite. "I've had some recent requests from the town members for a new... Establishment that was needed. My fellows of Piltover agree with me that it may increase the population and the tourist rates of our beloved city.
Those that cause crime in Piltover, beware. I shall hunt you down and end you, one way or another. You can come with me to the station, or you can have a bullet between your eyes.

Allen listened to Caitlyn, replying with his famous warm, hearty tone when necessary.
"Oh, why of course! Of course... let's sit down, shall we? Over here..." Allen replied, gesturing over to the two seats nearby the fireplace. He himself walked over and took a seat in one of them. Once Caitlyn had done the same, he answered her second question.
"...hm. A tourist attraction, you say? Well, certainly it would make the city of Piltover more diverse, and cultural diversity is something we can all appreciate nowadays, eh? /He/ /he/... however, there is a slight problem here, and - no surprise - it happens to be getting a law passed to designate the land for such a placement."
"You see, Piltover's boundaries have left us somewhat limited; in fact, it's why our main structure was built vertically as opposed to horizontally! And as such, land is seen as highly prized in this city-state economically speaking, which Parliament as of late has been divided over... so divided, in fact, that we haven't gotten a single ruling passed regarding the issue in the past year."
"So... if this idea were to come to fruition, Parliament would need to approve of it first, which in it's current state I am almost certain it will not... and the only way Parliament will get the necessary majority ruling in favor of it will be through popular support," Allen concluded, his tone turning slightly down.

Titus moves and sits down on the chair next to the fireplace. It feels warm and toasty and Titus mentally relaxes himself. He looks at the fire momentarily before looking back at Allen, his mind concentrated at the important matters.
"Well several things actually. You do know that Zaun is militarizing, right?"

"Well, yes, he are keeping a very close eye on the recent events developing between Zaun and Noxus currently. While they are now closing together their military forces, Piltover currently enjoys League support, and with the various small groups and champions Piltover currently employs."
"However, Piltover will be closely monitoring the situation, and will ensure that all options stay available for any future developments."
Allen waits for Titus to sit, and then listens to his question, before giving a response.
"Well, yes, he are keeping a very close eye on the recent events developing between Zaun and Noxus currently. While they are now closing together their military forces, Piltover currently enjoys League support, and with the various small groups and champions Piltover currently employs."
"However, Piltover will be closely monitoring the situation, and will ensure that all options stay available for any future developments."
"Well it's about that. We should be doing the same as they're doing right now. And since Bandle City and Piltover are the only two that have an actual air force, we should concentrate our efforts on aerial power."
Titus knows that air supremacy can do many wonders to the force that wields them. And he knows that the airships is what he needs to make it happen.
