This is my edited version. Seeing as he's King of the dead and rather powerful.... Tell me if I go overboard, or if you think he needs to be stronger.

Abilities:Can summon either a scepter or blade to attack enemies, can cast spells without the use of a scepter, it's just easier to channel magic through it.
Passive: King of the Isles: Every time the king slays a minion, the minion is resurrected for 5 seconds as a zombie.

Wrath of the (Totally not lich)King:Blade – Swings his broadsword in a wide arc four times in quick succession sending out shock waves of black magic dealing heavy physical damage to those in the AoE
Scepter – Fires a quick but long thin beam of energy fueled by souls in order to damage the enemy, Low cool down, moderate damage.
W:
Soul infusion:Blade – Passive: %13 Life steal
Toggle: His sword becomes fueled by the souls of the dead allowing it to phase through armor and cursing slowing them. Drains %10 Current mana with each hit.
Scepter – Passive: 15 spell pen
Toggle: The scepter is fueled by the souls of the dead heavily empowering the damage of his Q and reducing the cool down on his E. Drains %8 current health with each spell cast.

Mortal Coil:Blade – Impales the target with his broadsword, stunning them for 2 seconds and causing massive bleeding damage over time.
Scepter – Rips the soul from the target fearing the target for 3 seconds

Tornado of Souls: [/b]
A vortex of souls envelops the Ruined King, slowing all those around him and reducing their resistances. He begins sapping the life from his enemies with heavy amounts of magic damage and taking it as his own.
Other notable abilities:Within his castle upon the Isles he can kill a living person simply by being near them.
Upon the isles, outside his castle, he is able to kill a human by simply holding onto them.
Ability to give the gift of various types of un-death to those he deems worthy.
Can curse those he kills with an inferior form of un-death binding them the Kings rule.
Can project his energy through an undead or a follower to act as a conduit for him to speak through.
Can control those who are undead, be they under his command or not. Unless they have extremely strong will power to resist him.
Able to raise multiple corpses at once.
Able to consume the souls he has gathered in order to reduce the time until he is at full power, this involves VERY powerful necromancy.
Powerful soul magic.
Because he is a being so close to death itself, when his blade cuts living flesh, the cut area instantly rots due the nature of the king.The rest of the flesh will slowly decay over time unless treated with powerful healing magic.
His presence upon living soil causes everything within a 5 meter radius to rot away, killing weaker animals instantly and draining the life force of stronger creatures and sentient beings. This also brings about a feeling of despair and a cold choking feeling of being completely and utterly alone in the world.
His gain strength from death, should he ever engage in a battle. Avoid him at all costs, he draws in the souls of those dying and becomes even stronger so long as death continues to happen around him. One way to stop this is to hit him fast and hard with light magic from a distance. Or powerful rune magics capable of stopping him from taking in souls.
Has various weaknesses, Namely;If his physical form steps upon living soil, his power is greatly reduced down to about a quarter of his true power.
As he has recently awoken, he is not at full power. It will take some time to regain his former power.
Light magic:such as Lux’s will weaken him more than other forms of magic. Only the strongest of these magics will cripple him to the point of retreat.
Soul Magic: Such as Morgana's, should someone find the two pieces of his soul, they can effectively control him if they have the magic capability. Or simply destroy it, killing him instantly. However, without his soul anchoring the isles to the living realm, the isles will fall into death's grasp completely.
Does NOT have a weakness to fire magic as he has no flesh to burn.
Has a weakness to Necromancy that is more powerful than his.
Relationships:The Black Rose: Once his advisers, the cause of his downfall and eventual death.
The Institute of War: Are an obstacle in his in his plan to gain his Kingdom back.
Demacia: Once apart of his kingdom.

Shadow Isle Champion relationships:Hecarim: A loyal commander, The Ruined King trusts him completely.
Thresh: Raised by TRK after a deal involving his home town. Details are still in development.
Yorick: Must raise a certain number of undead for TRK's army before he can rest.
Karthus: Sent to the Isles by Death to keep an eye on TRK should he ever awaken. Due to recent events, TRK now sees him as an enemy.

Description:He has three different forms, one is his current form where as the others are actually projections of either half of his soul.
His sword his made from various bones from powerful creatures, infusing it with their power.
King of the dead;
The form he is in since he passed away and was bound to the isles. The picture above shows this form. A crown of blue ethereal fire that is positioned like a halo.
The Once Proud King;
His armor is bright and golden, a royal crown instead of his crown of blue fire.
The Darkest Soul;
In this form he is completely shrouded in darkness that falls off his form like smoke, any who look upon it will feel as though they are looking at the angel of death itself. A choking cold loneliness envelops all those near it.
Biography:OOC Knowledge:
In life he was a kind ruler to his subjects, yet utterly ruthless and brutal to those who opposed him. His kingdom was vast, ruling from The Shadow Isles(The name of the kingdom long since lost) his kingdom stretched from the isles, Demacia, across to Noxus and reached into the fringes of Shurima. His power was absolute, any who opposed him were mercilessly crushed by his armies. Yet those who bowed to him were shown leniency and allowed to live peacefully within his realm. Until the Black Rose, his advisers, betrayed him. The betrayal ended in his death and his kingdom breaking into civil war. Noxus and Demacia soon formed and their bitter rivalries igniting instantly.
Yet as the King lay dying and death came to claim his soul he refused to be taken, summoning the great power he held, he ripped his own soul from his body. Tearing it in two, he defied Death itself, anchoring half his soul to the isles and the other half upon Valoran. Death was unable to claim what was no longer there, this broke the natural order of the world and as if in retaliation, death sought to claim his first kingdom. The souls of all those he loved and held dear were torn from the world, the kingdom fell into decay the living were taken one by one, daylight never shone again upon the isles as a thick black fog enveloped the now fallen kingdom as if to shroud it from the living. The Islands, his first kingdom, became known as the Shadow Isles.
As if to mock death he began using powerful necromancy to raise the dead, steal souls from deaths realm and began to raise an army in order to retake his kingdom.
The Ruined King is now in a constant struggle with death, refusing to be taken until he claims his kingdom once more and obliterates those who stand against him.
Recently established TRK lore:
Before he became king, he was in love with a noble woman. The two were said to be near inseparable. They loved each other to the point that many thought they would soon marry. However, a woman from a noble house, one that initially opposed the ruling family manipulated the situation, offering that a marriage between her oposing house, and the current ruling house could bring peace between them. The King at the time accepted, pulling the prince away from his love and into a marriage with a woman he did not love. That same woman, the one who was to be queen when the time came, betrayed them all and lead the kingdom to its fall.
Note: Only the most devoted historians and few members of The Black Rose would know TRK's past and the fall of his kingdom, as this all happened before the first recorded Rune War.

All anyone knows, other than those of the isles, he is simply a shadowy powerful figure capable of raising the dead. Those who were at the Demacian invasion wouldn't have seen him clearly, as he appeared within a tornado of black smoke with only his eyes and crown showing.
