After spending about a month in Bandle City recovering from her whole arm being broken, Poppy had finally been able to take off the cast. Her arm was back in one piece, and she was able to move it. But, it's strength had waned during the month. She would have to work on that arm for a while, but it would be a mere inconvenience to someone used to hard labor for her whole life.
Instead, now she was on a search for something she had searched for many years. Clues to finally finding those men who took her father all those years ago. The dossier she was given by the Grand General of Noxus did give her the information of the last surviving assassin, but it held nearly no clues to his current whereabouts. So, she heads to the one place she wishes to hold clues, or at least help.
The Scouts of the Mothership.
Wearing a mere casual outfit and carrying Whomper in her left hand to train it, she walks to the gates of the Scouts base of operations in Bandle City and looks at the guards, her expression as grim as always.
"I need to speak with someone higher up... it is rather important. May I come inside?"

When the two guards see ambassador Poppy approaching, they both immediately stand at attention. They both give her a quick "Yes ma'am!" when she requests entrance, and the first goes to open the gate while the other escorts her inside towards the main building. Two more scouts immediately fill in the empty spaces.
The one guard opens the door to the office building, politely allowing Poppy to enter first. He closes the door behind her, leaving her to wait by the front desk as he moves into the back room. Shortly after a female yordle steps out, in the process of putting her long bangs up with a new hair pin. She takes a moment to pause when she notices who has come to visit, smiling and stepping close.
"Well, if it isn't the ambassador. What can I do for you today, Poppy?"

Poppy looks at the woman addressing her, her face steeled as ever.
"I am attempting to find someone who is in hiding, and the Scouts are the best, and most trustworthy place I can look at. Demacia does not exactly have the covert operations troops like the Scouts."
She hands a dossier over to the official, the information inside being a rather accurate list of deeds and proof of those deeds of a man named Vincent Zeldorin. The information is obviously Noxian, as is the dossier itself.
"This is the last assassin that has lived all these years that took part in my father's murder. I trust you understand why I am trying to find him."

Delphine's smile fades as she listens to Poppy's request. Pulling a Noxian assassin out of hiding is easier said than done. However, with the opportunity to find the murderer of the great Blomgrun and allow Poppy to confront him, how could they refuse? She takes the dossier, but before opening it wants to clarify some things.
"A Noxian assassin, huh? I'll have to bring in my best boys for the job. But if we do manage to find the man, what is it you'd like us to do with him? Apprehension? Execution? Excruciation?"
As she waits for Poppy to respond, the Bandle official flicks open the large envelope and goes through its contents thoroughly. It was quickly becoming apparent why the Noxians would have had no trouble lending this information to the Iron Ambassador.

Poppy looks down for a moment, going through her memories before answering.
"Apprehension. I will want a moment with the man personally... "
The slightest indication of a smile appears on the Ambassador's face as she thinks of getting her hands on the assassin.
"And no doubt Demacia would be more than glad to exercise their famous Demacian Justice upon someone like him, especially considering who's life he has taken before.
It would be fitting that Demacia takes his life, as he took the life of someone delivering a helmet to Demacia."

Delphine nods, scribbling something down on the notepad next to her. Being quite the observant one, she notices the slight upturn in Poppy's expression and can't help but smile a little as well.
"Very well then. Is there any place in particular you'd have my boys look? It's hard to believe he'd still be in Noxus after some of these crimes, and with the state that Demacia and the Freljord are in, I'd rule those two out as well.
As Poppy thinks for a moment, the official leans down to a mic and presses the button at the base.
"Hello, this is officer Delphine. Would you be so kind as to find Scout Captain Teemo and send him down to the headquarters?
Shortly after a grainy reply comes in from the overhead speaker acknowledging the request.

Poppy thinks for a moment, leaning against Whomper in a somewhat casual manner.
"Considering both that Demacia highly dislikes assassins and the state as you mentioned it in, and that Freljord indeed has been assaulted well...
I'd say some sort of desolate location, or a place one would not look for him. Perhaps Ionian countryside or somewhere south of the Great Barrier? Perhaps even Bilgewater."
She thinks to herself for a moment. Captain Teemo? Perhaps he would have a better idea than she has, considering she is merely a diplomat and smith, and he is a covert operations specialist.
"Perhaps the Scout Captain will have some ideas as well."

Delphine smirks and nods, looking at the nearby hallway.
"Maybe. He'll be here any minute now, I bet. That one doesn't like to be late. You two can take the first room on the left down the hall there to talk, if you'd like a little privacy. I've got work to catch up on, though, so... if you don't mind."
She nods to Poppy, giving a quick salute before handing back the dossier and making her retreat to the back room once again.
Exactly thirty seconds later the captain marches in, pausing in slight surprise to see Poppy there. He salutes her and smiles, seeing that her arm has healed nicely.

Poppy nods at Teemo, lifting Whomper up to her left shoulder to let her arm rest for a bit and holding the dossier in her right hand now.
No need to be so formal today Captain. I have a need of the Scouts, and the official who called you here said that the Scouts would assist.

She hands the dossier to Teemo, looking as serious as always as she continues.
Vincent Zeldorin. Assassin.
Worked in Noxus during the era of Boram Darkwill, and took part in my father's assassination. He is the last living assassin of the particular event. Now, a traitor and considered dead to Noxus. I was given this dossier by Grand General Swain when I met with him in the Institute of War after he had said that Noxus was dedicated to peace with Ionia, and considering that Zeldorin is a traitor, I see no reason that the Master Tactician would have given me false information on the subject, and I did not see anything hinting towards dishonesty in his behaviour in the meeting either.
I have studied the contents of the dossier for months now, but have not come across any real clues to the man's whereabouts. So, I have come to the Scouts, knowing that you are perhaps my best and most trustworthy chance of locating him.
Do you have any ideas on where he might be hiding? Both Demacia and Freljord are ruled out due to their recent struggles and rebuilding, as well as the fact that an assassin would have troubles surviving in Demacia.
He's most likely in some place we would not look at, some desolate land where he is hard to find. Perhaps... even in the provinces of Ionia that Noxus had invaded in the past. What do you think captain?

Teemo takes the dossier, listening to Poppy closely as he peruses the contents in the folder. The documents are quite interesting, listing several crimes of various locations around Runterra. It's true, the captain is very perceptive of enemy movements, following data like a computer to trail a target. This time would hopefully be no different, though it would probably be a bit trickier to follow a Noxian assassin.
"Would you happen to know which of these documents is most recent Poppy? As in, were any of them created after the man was named a traitor? And if so, how many?"
He knows there will only be more questions to ask as the data rolls in, but at least he'll be able to toss several when the choices narrow down.

I cannot say. I do not know the specifics of when he was marked as a traitor, so it hard to say which documents are from after the events. However, from what I know, he was marked as a traitor after Darkwill's death, so perhaps that helps?
Poppy looks at Teemo. It would most likely take a long time for the Scouts to find the man, but it would still be faster than searching by herself.
Also, though I do not doubt you will be briefed in the specifics by your superiors later, remember that when found, the man is to be apprehended and delivered back. I want a moment with the man myself... let him know what he created that day.

Teemo smirks, nodding to Poppy.
"Whatever you say, Poppy. I'll have to go over these documents over the course of the next few days to see if I can truly link up the order of events, maybe find out some of the deeper details. From the looks of it now, though, I'd say your guess is as good as mine. I'll get back to you when we have more information, and I'll be sure to hold off any field investigations until you're ready to go. That is, assuming you'd like to come with us."

Considering that I am not exactly one for stealth and subterfuge, I think it will be better that I do not accompany you on the trip itself, as my presence in the area could cause him to attempt and escape.
Poppy shakes her head, chuckling a bit.
I will most likely return to Demacia while you search. If you find something, I'll be either at the smithy or at the Embassy over in the Golden City.
I need to get my now-healed arm back into shape as well. It is somewhat difficult to wield Whomper with the arm now that it has been un-usable for over a month.
