Kennen walked through the bustling streets of Bandle City. Everywhere he looked, a smiling face greeted him. High voices chittered away in the noontime sun. Surrounded by his own kind, he felt somehow calm and relaxed, against his usual hyperactive nature. He was here on important business though, so he had no time to stop and chat.
Kennen's destination, the city hall, could be seen from almost anywhere in the town. He quickly made his way up the steps and through the front door, marveling at how lavish everything inside was. Golden patterns lined the walls, and busts of previous mayors were set up on pillars throughout the building.
He was stopped at the receptionist's window. "Ah, Mr. Reiter!" she said, smiling. "The mayor's been awaiting your visit. His office is just down the hallway."
"Thank you" he said, before strolling down the hall. At the end was a large door with the word "MAYOR" written across it. Kennen took a deep breath before turning the knob and cracking the door.
"Er... Mr. Mayor?" he utterred rather quietly. "I'm here to discuss the alliance."

Mr. Jadefellow was in the middle of filling out some recruitment forms when Kennen made his appearance. It takes him a moment, but he registers the voice as the ninja's and immediately sets down the papers.
"Ah... would that be young Kennen speaking through my doorway? Well, come in boy! We have much to discuss. Though... you're much more a grown yordle than you were the last time I saw you in person, I bet."

"Yes, sir," Kennen said, smiling, "it's been quite a long time since we've met." He normally didn't address people with "sir" or "m'am", but this was someting different. Respect was absolute key here.
"I'd like to start off by saying that we, the Kinkou, thank you for considering our offer." Kennen's pacing was slow and businesslike, which made himself antsy. He kept control, though, and sat at the chair in front of the desk. "The balance is being threatened through the actions of Noxus. They have aligned themselves with Zed, as you probably know. A deplorable act that has tipped the balance against us. I am here to help set it back upright by forging an alliance with your good city."

The mayor calmly lays back in his seat to listen to Kennen's proposal. He notices a slight jerk in the ninja's movements, reminding the old yordle of when young Kennen would try to control his energy. It's funny how some habits never grow old. Dennisson clears his throat and sits up again, smiling to the other yordle yet still keeping a very professional air about him.
"Ah, yes, I actually received word of that quite recently. We've been attempting to keep tabs on Noxus for a little while now. I sent a courier off to Demacia to inform Poppy on this, and am hoping she will know who to pass the information onto. I'm not sure how well they're doing down there, but I wanted to make sure they know what's going on. As for your proposal... I have been feeling, for some time now, that Bandle is in dire need of more allies. I will... accept your offer, on one condition.
The Scouts are on the hunt for a Noxian assassin. He's the last survivor of those who murdered Poppy's father, Blomgrun. It is suspected that he is in hiding, and based on clues our scouts have picked up through the information we have on him, they've stated that the most likely location he is hiding in is somewhere in the southern forests of Ionia. I wish to send a team of scouts back with you so that they may keep an eye on the area and gather more clues. These scouts will also be at your disposal, so if you have any need of them just speak to Teemo and he will filter the orders through his ranks.

Kennen grinned. "Absolutely. Murder must be brought to justice, and if you believe the murderer to be in Ionia, then by all means send the scouts."
His smile faded, and his tone calmed. "We have a condition of our own, however." He slowly looked down, then back up. "In keeping with our teachings of balance, we will only come to your aid if your enemies outnumber you. If you are equal to or greater than them, expect no help from us."

Mayor Jadefellow smiles again, nodding to Kennen once.
"As those are your customs, I cannot deny you to abide by them. Besides, if ever our own forces are not outnumbered, then I am certain we can hold our own. Ionia is still a... friend in need, if you will, and it's about time Bandle started to give aid to its friends."
He opens the top drawer of his desk and sifts through some papers before pulling a single starchy sheet out. Quickly the mayor scribbles down some information before turning it around for Kennen to read, holding out the quill for him.
"This, here, will be our binding agreement. I've noted the requirements of both parties, as you can see, and all I require is a signature. It's really only a... formality, but is necessary just the same."

"Well," he began, mentally thinking out his words, "it's tough, you know? Not being able to see anyone from my childhood, Zed breathing down our necks, Shen being strange as usual..." he sighed. "Sometimes I wish I could come back here." a small smile crept across his face, and he slowly gazed up. "But then I remember that I'm needed. I have a duty. I have so much to do..."
Suddenly, his eyes widened to the size of plates, and he leaned forward. "Listen carefully, Mr. Mayor," he said quietly, "If what I am about to tell you gets out, you will personally pay for it. The broadcast separation of Akali from the triumvirate was a hoax to fake Zed out. She's hiding in the forest, performing spy ops as we speak. I have to be her constant aid. I have to get back to Ionia A.S.A.P., okay? We should finish here and get your scout platoon ready."
He quickly looked around before sitting back in his chair.

The mayor remains calm throughout all the talking, nodding when he's told never to speak of this. He's just happy to see Kennen again, doing well, even if he can't stay for long.
"Very well then. I'll have the scouts rounded up immediately. And... the secret is safe with me, Kennen."
Dennison reaches over to a series of buttons on a microphone base and presses down on one, leaning into the mic.
"Delphine, could you round up Captain Teemo and eight of our best scouts for me? Immediately? If Captain Titus is still under wing of Captain Teemo, then be sure he comes along too. Tell them they're going on a long trip to Ionia and should prepare accordingly. I'll fill them in on the details later."
Jadefellow smiles, folding his hands and looking back up at the ninja.
