10th of June, 23 CLE
After a week of travel through the clear ocean, stopping to hunt for food twice a day with Chomper, Fizz reaches the harbor of Bandle City. He usually came around for some sort of prank, but this time he had a different reason. It was getting somewhat annoying how they seemed to believe him to be somewhat of a menace, a threat to the common folk, something like that.
So, this time, he had other plans. As usual with places with piers and harbors, Chomper gives him a hand, sort of. The shark launches the Trickster up into the air, and with a couple of flips, he lands on the pier with a chuckle. With a grin, he bows at the crowd who look surprised to see him, and walks towards the gate of the harbor.
Once there, he leans against the gate and looks at a guard, having nothing but his trident with him this time as he says.
'Ey there buddy, I think Mr. Scout will like to see me. I'll be waitin' riiiiight here while you go and get him 'kay?

The guards stagger backwards from the sudden entrance of the Trickster. Some of the crowd back away, a few even running into town, and some even grumble and glare at Fizz. The guard nearest the Atlantean happens to be one of the latter, and motions for two more guards to come and hold Fizz's wrists.
"Just so there's no funny business, my boys here are gonna hold ya while I get captain Teemo. Any sudden moves, and you'll be feelin' the force of the Bandle City ground patrol. Capiche?"
The angry white yordle snarls and scampers off to the nearest guard tower, phoning in for Teemo's arrival. Luckily the scout was out on his daily patrol around the perimeter and it only took him a few minutes to arrive.
He marches through the thinning crowd of yordles, staring sternly at Fizz. When he gets within spitting distance, the scout captain signals for the guards to release the outsider and step aside. Teemo folds his arms expectantly, addressing Fizz in a mildly irritated tone.
"Well, well... mind explaining why you've called for me, Fizz? Or maybe you'd care to explain your previous visit."

Fizz merely laughs at the guard's efforts to hold him still, his slippery skin and nimble muscles making it hard to keep a hold on him even when he's not trying to slip away.
Look fellas, I could you know just... get out if I wanted to. Gee, I come here peacefully and y'all act like I'm some villain here to take yer children... reeeeally need to work on that reputation of yer city again.
When the scout arrives and the guards let go of him, Fizz let's out another chuckle and faces the captain with a grin, giving him a rather mocking salute and then leans against his trident.
Well hello cap'n, now I thought you guys would be a little less blunt, I mean I'd expect this kinda welcome from Noxus, not this place.
Aaanyhow I came here to try clear some things up. Y'all act like I'm some sort of criminal that is threat to yer town... so here I am, to try an' clear my good name.
But I'm sayin' this once. You got nothin' you can hold me on, no proof, nothin'. If you try anythin' to take me in as a prisoner or somethin' Teems, I'm out, and it'll take more than a couple o' guards to keep me around. I'm more slippery than you even know.
The trickster merely continues to grin, showing the rather shark-like teeth he has. He then pulls the trident from the pier and leans it against his shoulder.
I'm here, in peace. An' for future reference, I may be a prankster, but I never aim to hurt anyone, it's all just to have some good old-fashioned fun, understood?

Teemo snarls at Fizz shortly, eyes never leaving the Atlanteans.
"First of all, we do have evidence of your involvement in a few incidents around the city. Quite frankly some of your particular 'funny events', the one contaminating our city's entire water supply in particular, are more threatening than you might think. Over half of Bandle was inebriated that day. Imagine the situation we could have had if an enemy decided to attack. Would you like to have been responsible for hundreds of innocent lives?"
He pauses to let the Trickster process the information, taking a deep breath and losing much of the aggression in his tone.
"But you're right. We don't exactly have something capable of holding you short of an army, and I don't want to waste so many units on you. And I don't believe you ever intend to hurt anyone, physically at least. There were a few accidents that day, but luckily nothing serious. Some yordles are still very upset with you and Gragas. So, if you'd like to try and get the citizens to stop fearing you, go ahead. You can start by at least admitting your involvement with the inebriation incident, if you won't apologize to some for it."

Fizz sighs, shaking his head. This might get annoying for him...
Ya know, you really don't know much about how I do things do ya? You seem to think that all I do is come aroun' and pull off a prank. It's mo' complex than that.
I gotta plan everythin', where to go, what to do, and all. I don't pull off somethin' unless I'm sure it won't have any truly dangerous aftermath. I'm not the fool ya think I am.
His grin then returns and his look turns sharp and observant.
But sure, if ya need to be such a lawful lil' lad as usual... yeah, I had a hand in that one. And I could do it again if I wanted to, you guys should really have people looking aroun' more sharply. Only one who ever spotted me during the actual set up, was a kid. Not any of yer "special forces" and trained troops, a little child.
Also, I'd like you to put this thing into that thick skull of yers.
Fizz moves close to Teemo and pokes him in the chest repeatedly with a finger as he says rather loudly.
I. AM. NOT. YOUR. ENEMY.
I represent Bilgewater as it is. A neutral town, a haven fo' all sailors, lawful or pirate. Even if I pull off a prank, it doesn't mean you have to treat me like I'm some bloody assassin.

Teemo doesn't even flinch, never showing a hint of a smile. Obviously Fishbreath wasn't getting the message.
"Whether or not you're an enemy, your actions were still dangerous. You put a lot of planning into your pranks, sure, but it seems like sometimes you don't plan on the worst case scenario for your targets. The little things I can handle, but when you render over half of the city's population incapable of doing any work, things really start to fall behind. I don't know if you've noticed, but Runeterra is much less safe than it used to be, and there's danger around ever corner. I intend to keep my people safe from that danger. At first my distaste for your pranks was just a personal thing. But after the trouble you caused for my people, it became much more."
The scout narrows his eyes slightly, though not threateningly, and his tone becomes calm again.
"Now... I know people make mistakes, some they hadn't intended. Maybe you didn't think your alcohol trick would be such a big deal. I just want to make sure you understand how careful you've gotta be about this stuff sometimes, okay? And if things start spiraling out of control, you can at least stick around to help clean up the mess. Really, we can't imprison you or take you in for something unless it becomes a major safety issue. Specifically something that would cost a lot of rubees to clean up.
And if you really want people to stop bein' afraid of you, then try doing something nice for them once in a while. Or at the very least take responsibility for your actions. Sound fair?"

Ya think I don't know a thing about danger? You can ask Nami if ya see her, what lies in the depths is mo' horrifyin' and dangerous than what ya find here above the waves. Y'all have it pretty easy aroun' here. Out o' her people, she's the only one who can survive outside the light o' their town.
And again, I think ya should try and get yer troops to be a bit mo' observant. You'd think they'd notice a shinin' blue trickster jumping on the rooftops in broad daylight, but they didn't.
Fizz chuckles heartily again and looks at Teemo.
Besides, that alcohol stuff wasn't fully my fault. Apparently, Graggy had accidentally made it a LOT stronger than he meant to, I mean you saw how even he was after drinkin' the stuff.
And ya have to forgive me for not bein' all nice all the time, livin' alone in the depths of the sea and in Bilgewater takes it's toll on ya, even if ya don't want it to.

Teemo nods, sighing again through his nose.
"Yeah, I guess that makes sense. The yordles here are so used to kindness by now that they're pretty sensitive to pranks, you could say. But if you really wanna get the people to stop being afraid of you or angry with you, then just be nice to them when you see 'em. And you probably shouldn't act like some famous hot-shot, either.
Anyway, if you promise to stay out of trouble, at least for a little while, I guess I can let you go this time. Just remember to be more careful, and we'll remember to keep a better eye out for your slimy tail."
He extends a hand to Fizz, though he's fully prepared in case there's any funny business. Hopefully fish-breath would learn a bit from this and finding a peaceful way to deal with him was the better solution for the city...

Fizz nods, giving Teemo's extended hand a shake even though it would be hard for Teemo to keep a grip on the slippery skin of the hand.
Kindness is a luxury that I can't afford most o' the time, bein' kind makes you often be a target o' ridicule amongst pirates and sailors. It also makes ya look weak, which would mean that I'd have to show 'em all again why I'm in the League and they're not. It's... tirin' work to say the least.
But sure, I'll try and help around, but I won't be around for too long probably, I got plans to meet up with Mr. Executioner over in Noxus. I can't stick aroun' in one side o' the world too much if I wanna keep seemin' neutral and all.
He then pulls the hand back and casually grabs hold of the metallic ring in one of his ears while leaning against his trident.
But yah, what I had planned, wasn't s'posed to be as... powerful as what actually happened last time. I dunno what Gragas added into that stuff, but it shouldn't have been strong enough to get 'im that level o' drunk.

Teemo folds his arms again and nods.
"Well, I'd suggest against doing that, but I already know you wouldn't listen. So... just be careful. Noxus is a very harsh place, and they won't be as forgiving as us yordles. Wouldn't want the only Atlantean we know to get caught and killed, now would we?"

Gee, no need to worry 'bout me Teemo, I've been there before. And ya haven't met Draven outside the fields have ya? Because last time I was there, I saw 'im in Morgie's bakery, and he was pretty nice of a guy. Oddly protective for an executioner. Haha.
Fizz laughs and shakes his head, leaning against the gate again.
So uhh, how's things going over here in ol' Bandle City these days?

Teemo rolls his eyes, scoffing at the notion of a kind Noxian. "Last I checked those guys hated our guts... they even sectioned off a portion of their slums for our kind to be treated like animals."
The scout takes a breath to get rid of his mild anger and turn to Fizz with a smirk. "As for Bandle, we've really started picking up. All of our units are finally back in the city, save a few located in Demacia to keep the embassy up and running. The people are calm and safe, as I see if. For now at least. But we're only getting better! Mayor Jadefellow thinks it's about time to start looking for new alliances, too. Piltover and Ionia, mainly, because of our connections to them. I'm honestly not very sure about Ionia, but since we've already got the YASP set up and all, Piltover is a good shot. That way, if Bandle does get attacked and we can't hold 'em off, then at least we'll be able to have a place for our people to go. Sending them all to Demacia would probably be an issue, especially with the state they're in."

Well I ain't one of yer kind, and I'm from Bilgewater. We got good relations with Noxus. Besides, I'm somewhat of a known figure, and I'll have the Glorious Executioner to keep me company. I doubt I'll have much problems 'round there.
Fizz chuckles and shakes his head, sticking the trident to the ground next to him.
An' I heard of what happened over in Demacia. Planky arrived in their port a few days afterwards and the news travel fast over to Bilgewater. And yes... the oh-so-great academy in Piltover. I visited around there a while back, and ran across the Afro's assistant. For once, I wasn't the one causin' issues.
Rammus, searchin' for a kid's birthday party he was invited to, managed to wreck the assistant's lab. Surprisingly, Cait thought I had a hand in it. Poor gal, that Rin. Had her glider broken defendin' herself with it from Mr. Two-Words.

The scout scratches his head, raising an eyebrow at the story.
"Rammus? In Piltover? That's odd... but then again, he showed up here as well when you and Gragas pulled the alcohol stunt. You don't think he's actually following you do ya? Can't say I know much about him, but if he's shown up anywhere else you've been then maybe you ought to give him a little chat."

Followin' me? Doubt it, he was at the hangar in Piltover before me, and he had an invite fo' that party he was supposed to be at. Probs just some sort o' coincidence.
Fizz shrugs, hanging on to the metallic ring on one of his ears.
The bastard dared try to an' blame it all on me, the damages to Rin's hangar. Fo' once, I was glad that the "hand o' the law", Caitlyn is good at 'er job. There's no way I could create the kind o' holes in the ground and walls as Ramm's spikes do.
