It can only draw in passive energies, with no effect on hostile energies (such as those from spells cast by others). It can also discharge portions of the energy it has captured as bolts, which is seen to be his sole means of attack aside from using his other devices.
Its true function is that of a regulator for the rest of his creations, as the energy it captures can be utilized to foster his "Evolving Technology"
Evolving Technology - 15 second cooldown per usage
Unlike on the Fields of Justice, Viktor is able to make extensive use of his self-termed "Evolving Technology" by directing the energies passively captured by his Hex Core to flow into any device he is in possession of. This comes in the form of his many "Augments", which evolve the potential of each and every hextech instrument he decides to use.

Power Transfer Gear - No cooldown, requires at least five seconds to finish its flight
A projectile comprised of a gear with three curling prongs, these are able to hold an indefinite amount of energy within them either directly from Viktor himself (to deal magical damage) or from those it hits. As the device hurtles through the air, it rotates, enabling it to hold itself aloft along its trajectory until the end of it path. If it hits a target, it will return to Viktor at double the original flying speed, though it if meets no resistance it will merely re-direct itself in reverse back to Viktor.
Gravity Field - No cooldown, requires at least five seconds to complete its unfolding
A containment device comprised of six different frames each containing a rod which unfold, all connected at the center, outward. The device's ends each generate gravitons which meld into suppression field in which any hostile target is forced into inactivity, hindering their motion until causing them to be completely halted in their tracks for the duration of the device's activity. Although Viktor is unable to simply call these into existence and must prepare each individual one in advance, each device is capable of functioning for three minutes at a time not including enhancements.
Death Ray - Requires a three second charge period, cooldown ranges from five seconds (short, quick shot) to a full minute (long, prolonged line
Upon Viktor's right shoulder rests a unique device, a pauldron installed with a semi-autonomous arm. This mechanical ligament is outfitted with a chaotic energy projector situated in the center of its palm, which is capable of firing either many rapid beams (usually used for attacking hostiles) or a single lasting beam (usually used for welding). Due to the unique mental connection he shares with this device, Viktor can aim and fire the beam as he pleases, not just limited to firing in a line at the ground.
Chaos Storm - Once per day, requires 24 hours to reset
Viktor can overload all of his hextech parts to generate a dangerous arcane anomaly which can inflict serious pain and deal moderate magical damage for its duration. The storm grows more chaotic as it churns, becoming stronger over time but losing momentum the further from Viktor it is. It is able to disable any techmaturgical device within its vicinity and its initial emergence can even disrupt the abilities of any who are standing in its point of origin for one minute.
Relationships:
Professor Stanwick Pididly - Viktor's life was completely and utterly ruined by this man, whom he had once trusted and was tragically betrayed by. The prevailing scholar of Zaun has earned Viktor's deepest and most intense hatred, as the now-Champion can never bring himself to forgive his former mentor
Jayce - Viktor sees Jayce as a most unwelcome and incessant nuisance, as the Defender of Tomorrow has proven himself to be an obstacle in the augmented Zaunite's path to bringing about the Glorious Evolution and cemented their deep and symbolic rivalry. As of June 30, 23 CLE, Viktor has settled his differences with the Defender of Tomorrow.
Blitzcrank - Having been the primary designer of the Great Steam Golem, Viktor sees Blitzcrank as his first greatest creation whom he both holds in great respect and high regards. Viktor sees Blitzcrank as a shining example of what techmaturgy is truly capable of, and but one piece of proof of his own brilliance.
Dr. Mundo - The Madman of Zaun is Viktor's direct opposite, whereas Viktor holds firm to the potential of technology (especially that which is integrated to one's form) Mundo is a medical expert who is obsessed with biological capabilities. Though Viktor respects the doctor to a degree, he is wary of the Madman's eccentricity.
Singed - A partner and contract as far as Viktor is concerned, whom he bears no real connection or attachment to otherwise. The Mad Chemist is a means to an end as Viktor continues to advance his Glorious Evolution, even if that means is to give funding for designing weapons for the Chemist's none too pleasant intents.
Caitlyn - The Sheriff of Piltover couldn't be further down Viktor's list of what he might consider friends or colleagues, due to his past with Jayce and the uncouth attack he long ago. Viktor knows that if he were to set foot in Piltover once again she would not hesitate to either shoot him on sight or bring him to justice.
Andrei Tosya - An acolyte who came to Viktor for something new in his life, volunteering his service to the Machine Herald and the Glorious Evolution in addition to acting as Viktor blade to end those who oppose the future he envisions should it be deemed necessary. As of July 11th, 23 CLE, Andrei has become a member of the Hexmachina Brotherhood.
Alex Tosya - Andrei's brother, who became an acolyte some time before him and quickly rose to the ranks to become a member of Viktor's Hexmachina Brotherhood. Viktor sees him as a valuable companion, an equal to him as an individual, and confides in him as any other elite.
Ozzy - Viktor views Ozzy as an equal, a man who has had nothing but wanted everything in the same way that he himself did. Ozzy is Viktor's right hand man and his vigilant watcher, never found too far from the Machine Herald's side. He quickly became a member of Viktor's Hexmachina Brotherhood due to this.
Razie Tynerson - Although they have interacted very little, the sole conversation that Viktor shared with this promising techmaturgist resulted in a mutual respect between them. Viktor sees Razie as a decent inventor in his own right, thinking his ideas are interesting, and hopes that one day the Piltovian might one day join the Glorious Evolution to make an impact upon the world.

Early in life, Viktor discovered his passion for science and invention, particularly in the field of mechanical automation. He attended Zaun’s prestigious College of Techmaturgy and led the team that constructed Blitzcrank – a scientific breakthrough that he expected to vault him to the top of his profession. Unfortunately his triumph was usurped by Professor Stanwick, who stole credit for developing Blitzcrank’s sentience and later used Viktor’s research to revive Urgot. Viktor’s appeals for justice fell on deaf ears, and he sank into a deep depression. He withdrew from the College and barricaded himself in his private laboratory, cutting all human ties. There, in secret, he conceived a project for which nobody else could claim credit. Desiring both to revolutionize his field and to eliminate the jealous human emotions which festered inside him, he engineered parts to replace and improve his own body.
When Viktor re-emerged, almost no trace of the original man remained. Not only had he supplanted the majority of his anatomy, but his personality had changed. His previous hope to better society was replaced by an obsession with what he called ‘’the glorious evolution.’’ He saw himself as the patron and pioneer of Valoran’s future – a future in which man would renounce his flesh in favor of superior hextech augmentations. Though Viktor’s initial appeals were met with heavy skepticism, scientists were confounded by the sophistication of his machinery. By integrating his mind with techmaturgical devices, he had been able to drastically accelerate the progress of his research. His transformation had stripped him of what he perceived as his emotional weaknesses, but there was some lingering residue of resentment against the Professor. Viktor joined the League of Legends to pit his inventions against the greatest opponents Valoran could offer, and to correct any weaknesses or inefficiencies that remained.

Observation
A man covered head to toe in various garbs and what appeared to be armor entered the observation chamber, a metal staff whose head crackled with arcane energy which seemed to be incapable of deciding its exact coloration - from red, to blue, to yellow, and back again - gripped firmly in his right hand. He called it the Hex Core, a unique device of his own creation which was designed to absorb ambient energies which it then redistributed to the rest of his equipment. His face was adorned with a cover of steel, its cold visage set with no expression whatsoever. He had come all the way from his native Zaun in order to join the League, that he might make a name for himself and pit his creations against the best that Valoran had to offer.
He looked around at his surroundings, his eyes peering through the film of his metal face's eye sockets that gleamed with a dull golden luminescence. He attempted to take notes of everything he saw, as was his nature to observe and analyze. He found nothing of particular interest to him, so instead focused upon the marble doors that awaited him directly before him. He saw a single sentence engraved upon them, "The true enemy lies within." He spoke the words with a rather skeptical tone, his voice, though naturally deep and raspy, inflected by an echo that could only be attributed to some manner of hextech.
Taking the words he had read with a grain of salt, he stepped towards the doors as they slowly parted and gave way for him to enter. He stepped through without another thought, intending to get this silly test of will over with so that he could get to what mattered most to him...
Reflection
"Viktor, to what do I owe the pleasure of this visit...?" The voice was familiar to him, as he recognized the man who now sat before him. He recognized the place he now found himself in, the classroom where he had spent many days slumbering away as the revered scholar of Zaun known as Stanwick Pididly filled aspiring techmaturgist's minds with the knowledge they would need to pursue their ambitions.
What's more, Viktor felt an all too familiar sensation as he confronted his former mentor. The heat spread through his body, a raging fire that threatened to destroy his entire being! He was heaving, his younger self's chest puffing inward and outward from exertion of running all this way to question the Professor he had foolishly trusted. The young but brilliant Zaunite's eyes glared daggers at his teacher all the same, their intensity such that it looked as though they might fire magic beams if provoked. "Why?! Why the hell did you lie and claim credit for creating him, Professor?!"
Stanwick, by this point seeing no point to attempting to further grade papers, released a long drawn out breath in exasperation. He looked to be rather agitated by the question, though he did not move from his desk but to swivel his chair around so he could face his young pupil. "Viktor, I have no doubt that you are a brilliant designer...But you are too young to understand. Honestly, why are you even confronting me on this matter? Blitzcrank is an amazing creation, one that should not be left in the hands of a child like yourself."
That answer seemed to do nothing but to set off the young inventor, the flames in his soul igniting even more than before as he tried desperately to refrain from doing something he would regret. "You....You BASTARD! You....YOU were the one who pushed me! The one who nurtured my ambition and challenged me to do something nobody else could! You promised to support me when I took on the project, to make sure that everything went well for my crew! But WE created him! WE made the sentient Steam Golem! WE did, not YOU! So why the HELL are they saying that YOU did, when it was OUR efforts that brought Blitzcrank to life?!!" Viktor's teeth ground as he seethed and tried to obliterate his mentor by thought alone, though to no avail.
Stanwick merely smiled back, smug in his self assured victory. "Viktor, my boy, you could tell them that all you like but in the end....Who do you think they'll believe? I, who cemented his reputation with the Liberal Council themselves and became a very respected member of the scientific community.....or some upstart brat who has had no prior experience with these things and is still just learning the basics? You fail to see that greatness is not something you can earn, but something you must take with your own hands irregardless of what happens to anyone else. The sooner you learn this, the sooner you'll reach your own acclaim." Upon hearing those words, something within Viktor snapped and compelled him to leave the premises at once to return to his private laboratory.
Before he knew it, Viktor found himself deep in his laboratory as he locked himself from the outside world. He proceeded to smash anything breakable he could get his hands on and wallowed in extreme sorrow and self-loathing for what seemed like hours on end. The words of his former mentor repeated in his head over and over, like a broken record, until he couldn't bear it any longer. The once hopeful young man who wanted to redeem his city-state turned against himself, upon his very nature. He decided to take things into his own hands, as Pididly had said, and found something to work towards. After months of work, of agony and unbearable pain as he replaced much of his former anatomy, Viktor found himself ready to face the world anew. A new man of machine dedicated to ushering Valoran into a glorious era where technology reigned supreme.
His vision blurred, then, as his surroundings shifted and swirled about as if melting. As his resolve and purpose set his mind back on the proper track, the self-made cyborg found himself face to face with a man in purple robes - a man he determined to be a Summoner, though perhaps not a very good one if the illusion that he had set gave way as it did. "My apologies, Summoner, but it seems that I have overcome your ephemeral grasp of my mind and past." It then became all too apparent that this was not supposed to happen, as the Summoner became nervous and uncertain as to what he should do.
"U-Umm....Erm....V-Viktor, why do y-y-you want to join the L-League?" the robed one inquired awkwardly, seeming to trip over his own words as they were spoken with less force than was probably the norm. Viktor, for his part, regarded the question with little more than a very subtle tilting of his head towards the Summoner before him.
"I wish to pit my inventions against the greatest warriors and mages that this world has to offer, and to show everyone the superiority of techmaturgical augmentation."
The Summoner let out a very small whine as he backed away from Viktor slightly, but since he still had a job to do he forced himself to utter the last words that were required of him. "H-How does it f-f-feel to expose your m-mind, M-M-Machine Herald?"
Viktor stood eerily motionless as he stared intensely at the robed man before him, until a full minute later he raised his left hand and closed it in a rather dignified manner before nodding his head in seeming approval. "Yes. That's right. I am the Machine Herald, the one who will pave the way for technology to usurp dominion from flesh." And with that, Valoran's very first cyborg stepped past the wary Summoner to enter the Institute proper, a Champion at last.

Notable Work:
- Viktor led the team that created the first sentient Steam Golem, though Stanwick Pididly ultimately stole credit for it and drove Viktor to withdraw from the College to wallow in his despair (Blitzcrank and all his functions were designed by Viktor)
- Although he didn't physically create or even build the technologies that now sustain the Headsman's forced life, they were heavily derived from designs Viktor had made after many painstaking hours of research which were stolen from him by Pididly (Hyper-Kinetic Position Reverser designed by Viktor based on Displacement Theory)
- Most notably, Viktor has designed every artificial part that now comprises his current body as well as the devices which he has become known for using on the Fields of Justice including: the Power Gear, the Gravity Field, the Death Ray. Stanwick, by this point seeing no point to attempting to further grade papers, released a long drawn out breath in exasperation. He looked to be rather agitated by the question, though he did not move from his desk but to swivel his chair around so he could face his young pupil. "Viktor, I have no doubt that you are a brilliant designer...But you are too young to understand. Honestly, why are you even confronting me on this matter? Blitzcrank is an amazing creation, one that should not be left in the hands of a child like yourself."
That answer seemed to do nothing but to set off the young inventor, the flames in his soul igniting even more than before as he tried desperately to refrain from doing something he would regret. "You....You BASTARD! You....YOU were the one who pushed me! The one who nurtured my ambition and challenged me to do something nobody else could! You promised to support me when I took on the project, to make sure that everything went well for my crew! But WE created him! WE made the sentient Steam Golem! WE did, not YOU! So why the HELL are they saying that YOU did, when it was OUR efforts that brought Blitzcrank to life?!!" Viktor's teeth ground as he seethed and tried to obliterate his mentor by thought alone, though to no avail.
Stanwick merely smiled back, smug in his self assured victory. "Viktor, my boy, you could tell them that all you like but in the end....Who do you think they'll believe? I, who cemented his reputation with the Liberal Council themselves and became a very respected member of the scientific community.....or some upstart brat who has had no prior experience with these things and is still just learning the basics? You fail to see that greatness is not something you can earn, but something you must take with your own hands irregardless of what happens to anyone else. The sooner you learn this, the sooner you'll reach your own acclaim." Upon hearing those words, something within Viktor snapped and compelled him to leave the premises at once to return to his private laboratory.
Before he knew it, Viktor found himself deep in his laboratory as he locked himself from the outside world. He proceeded to smash anything breakable he could get his hands on and wallowed in extreme sorrow and self-loathing for what seemed like hours on end. The words of his former mentor repeated in his head over and over, like a broken record, until he couldn't bear it any longer. The once hopeful young man who wanted to redeem his city-state turned against himself, upon his very nature. He decided to take things into his own hands, as Pididly had said, and found something to work towards. After months of work, of agony and unbearable pain as he replaced much of his former anatomy, Viktor found himself ready to face the world anew. A new man of machine dedicated to ushering Valoran into a glorious era where technology reigned supreme.
His vision blurred, then, as his surroundings shifted and swirled about as if melting. As his resolve and purpose set his mind back on the proper track, the self-made cyborg found himself face to face with a man in purple robes - a man he determined to be a Summoner, though perhaps not a very good one if the illusion that he had set gave way as it did. "My apologies, Summoner, but it seems that I have overcome your ephemeral grasp of my mind and past." It then became all too apparent that this was not supposed to happen, as the Summoner became nervous and uncertain as to what he should do.
"U-Umm....Erm....V-Viktor, why do y-y-you want to join the L-League?" the robed one inquired awkwardly, seeming to trip over his own words as they were spoken with less force than was probably the norm. Viktor, for his part, regarded the question with little more than a very subtle tilting of his head towards the Summoner before him.
"I wish to pit my inventions against the greatest warriors and mages that this world has to offer, and to show everyone the superiority of techmaturgical augmentation."
The Summoner let out a very small whine as he backed away from Viktor slightly, but since he still had a job to do he forced himself to utter the last words that were required of him. "H-How does it f-f-feel to expose your m-mind, M-M-Machine Herald?"
Viktor stood eerily motionless as he stared intensely at the robed man before him, until a full minute later he raised his left hand and closed it in a rather dignified manner before nodding his head in seeming approval. "Yes. That's right. I am the Machine Herald, the one who will pave the way for technology to usurp dominion from flesh." And with that, Valoran's very first cyborg stepped past the wary Summoner to enter the Institute proper, a Champion at last.
