((Hey, who's the law here? Also, we don't know what Vi did ICly.))
"Stay quiet, Outlaw. You still have 49 years and 9 months to go through." Caitlyn told Graves sternly. She then turned back to Vi and sighed. "Vi..." Her voice broke, she shook her head and slammed on the bars. "You already had your second chance." Caitlyn said, hurt. "And I don't know what to do with you now."

Vi crossed her arms and looked away from Caitlyn. "...look, don't do it because I deserve a third chance. Do it because it's the best way. I've--" She caught herself for a moment, nearly getting herself certainly put on death row or worse. "...I've allegedly killed a man. But Te--Jinx. Jinx has certainly killed hundreds. Lesser of two evils, Caitlyn. I've got nothing else to say." She just sat there, waiting for her reply.

Garth nodded once Andrei reluctantly agreed to help him, now they were finally getting somewhere. First he had to establish who he was talking to. "First of all, I need your name and profession." Asking this will help him get a feel for what kind of person he was dealing with, allowing him to cherry pick his approach for questioning. Once Andrei had answered those questions the young detective in training would move on to more relevant questions. "First of all, how are you associated with Vi? Was she an acquaintance? A coworker? A friend?" He would question the captive , hoping that this would open the door to what Vi was doing in Zaun. Eventually, he would bring it back to her motive for being back in Piltover. Granted, he doubted she wanted to do harm to Piltover, but the same could not be said about the man before. So in reality he was getting twice the amount of information from questions about one person.
....perhaps Jinx's attacks had more effect on him than he thought.

Andrei smirked, he could lie as much as he wanted. But that was not why he was here. "Andrei Tosya, Private in the Zaunite Army. Mercenary and Anti-Assasin." He replied and waited for the next question.
"Vi? I met her in the Military, joined after her. We are in the same Private Military Company too, where we worked to eliminate any and all crime we came across. By eliminate I mean putting in jail, except for Assassins." He answered.
"It takes an Assassin to kill an Assassin, you know." He finished with a smirk.

"The lesser of two evils... The law doesn't act like that Vi. There is no good or evil in my city. There is the lawful and the unlawful. The act you committed was unlawful in case you don't realize it... This is very hard for me, you have to understand."
Caitlyn was at a loss of words. She took a few more deep breaths and gave it another thought. "If you want to help, I'm afraid it's out of my control now. The first time, I can work it out myself but the second offense, one as serious as murder, you'll have to convince a judge. If it was up to me you'd be back in action, stopping Jinx but... I just can't do anything here. I'm sorry Vi."
Caitlyn said and she left Vi alone, unable to approach her anymore. She moved on to Graves's cell and gave him the angriest look she could give, holding back tears because of Vi. "Pack your bags convict, you're being moved to the PARC. Apparently the high-ups consider you a "minor threat" in your current state. And don't worry, your mechanics have been taken care of. You'll find them dismantled in the scrapyard. What did you call that shotgun? 'Destiny'? You doomed that weapon's destiny to be scattered as bolts." Caitlyn said, referring to both the arm and obviously Graves's beloved shotgun. The act was performed because he deemed too dangerous with either still in working shape.
She moved on down the hallway where the shouting man was and caught sight of Garth. "Garth, I'm going back to the office... I need some rest. When you finish gathering intel come see me."
With that, Caitlyn left the SHAPCA.

Vi sighed as Caitlyn stated her points and went back to laying down on her bed. "Fine. You know...I'm still going to wish you the best. If you need any help, you know where to find me." She stretched a bit and propped her head up on her arms. "And do me a favor! Don't make Andrei too miserable. Just a bit miserable is ok, but he's honestly a good kid. Now go on, do your sheriff-y thing." With that, she closed her eyes and tried to rest, waiting patiently.

Garth nodded and took notes of what Andrei was saying word for word. After all words could be the key to a great many clues and could often tell what kind of person one was dealing with. Thus far the man before him seemed to be very matter of fact, confident, and easily angered. He finished writing notes when Caitlyn passed him, and told him to meet with her later. He would nod at her, but first he had a few more questions. He would look up from the note pad, and ask his next couple of questions, "And did you ever go on any missions with Vi? If so what was her behavior like on the mission? Did she ever have a hand in killing assassins or was that your job specifically? If she did have a hand then how was her attitude on those missions specifically? Finally, when did Vi announce her return to Piltover to you or others? What was her main reason for coming back? Why did you join her on her personal mission? Don't leave anything out, the more information I have, the more I can help you, and maybe help Vi. Of course avoid lying because that won't help either of you.""
With that warning he would wait for Andrei to respond to hi, and begin jotting down notes once again. Hopefully this would be enough this way he could see Caitlyn and figure out what she wanted. He was not quite sure how she was after seeing Vi in jail...she seemed somewhere between happy, sad, and outright furious. Maybe...what he would learn from Andrei would help her mood or maybe she just needed to scream at someone....which Garth would be less thrilled about. Caitlyn had proven to be very scary when she was mad.....that anger could be the stuff of nightmare if he did not work with her all the time.

So many questions, would the kid never shut up? Andrei sighed and turned around in his cell, taking a few steps before returning.
"Vi did never touch an Assassin, I do not know why she didn't. But all I can tell you is that she refrained from killing, in fact. I have never seen her take another human's life. Rat's on the other hand, those small annoying fuckers...
Anyway, Vi did never kill anyone in Zaun. Vi and I did almost every mission together, along with the blob Zac and a girl called Adalwolfa. I did all the killing, as from what I could tell by looking at her, she doesn't have the guts to kill someone.
Now, I ain't stupid. But I think the reason that you are asking if she killed someone in Zaun, is because she killed someone here. Now, Zaunites are easier to kill than other people. Some in Zaun will pay you to kill their sister. And Vi, would never kill anyone. If she did, well then it must have been an accident.
Vi announced her return to Piltover... maybe fifteen minutes before we left? She said it was about some chick destroying Piltover, so I decided to tag along as long as she promised to come back to Zaun when the bitch was dead."

Garth nodded as he took the notes, and did not say anything in response to Andrei's question. He was being antagonized by the detainee no doubt, hence the made the assumption as to what the information would be used for. However the details of the information could cut both ways, if Vi didn't kill anyone then there may not have been intent in the crime here. Granted, such evidence could be dismissed in a court room if the proper objections are made and the judge agrees with the person who has objected. Garth however was not expert in what goes on in the courtroom, and so he took the final note over what Andrei said. "Yes, it's part of my job after all, and I was taught by the best. I'll see what we can do about your living conditions in exchange for your cooperation, but I'd open up to future questioning later. Because chances are that next time, I won't be the one asking them." He would warn Andrei before closing the notepad and making his way out of the prison and back to Caitlyn's office. He had to see what the Sheriff wanted after all.

August 1st, 23 CLE
It hadn't been easy getting their transfer requests approved, but there they were, signed and officiated. Caitlyn placed them neatly in her briefcase before heading down to the prison gate. It was like being swallowed whole, passing through the numerous blast doors and security checkpoints of the SHAPCA. Many of the inmates were people the Sheriff remembered cuffing herself, if they could be called people. Serial killers, gang members, and political terrorists made up the laundry list of offenders she'd sent here. Whatever VI was, she didn't belong in this place.
She handed the release papers over to the wardens office workers, making sure that the transport was prepared for their scheduled departure. The truck readied and waiting in the garage was one of three that would be leaving at the same time, disguised as delivery trucks. The plain armored car would just be driving a wide loop back to the SHAPCA. Hopefully it was all an elaborate waste of time.
A double check of her ammunition was all she needed before she gave the all clear to the guard who opened the cell block door. There was no immediate clamoring from the surrounding holding cells as she entered. Everyone was right where she left them, a brilliant advantage of rising before the sun. She flipped the lights on.
The harsh electric lighting and the butt of her rifle banging against the bars brought Graves out of slumber.
"Morning sunshine. It's transfer day and though you've been judged lacking the requisite qualities of a SHAPCA inmate, your escape artist history means you don't have to stay up for long." Caitlyn took casual aim at Graves through the cell bars, and fired once before the man could protest.
Vi received no morning greeting but a sigh of frustration before Caitlyn aimed and fired, trying to ignore anything the woman might say.
There's no time for conversations. You can hear all about it once you're safely sitting in the PARC. Blast that bloody acronym.
"Secure them" she said to the orderlies who followed behind metal wheelchairs. The Sheriff of Piltover checked her watched with an annoyed tapping of her feet. "Don't just stand there, we have a schedule to keep."
The bang against his cell bars resonated throughout the cell block, abruptly waking the Outlaw from his slumber. He saw a silhouette of someone just outside his cell. The individual said something he didn't bother to understand as he squinted at the figure with one eye closed still not really awake as he prepared to roll over. He heard a muffled gun fire and shot up from his cot immediately after feeling a sharp sting in his leg. The surprise of the sensation was like someone splashing cold water over his head and effectively shocked him completely awake as he watched Caitlyn nonchalantly walk away ignoring him.
Secure them
Those were the only words he heard clearly from the Sheriff's mouth before he watched several guards storm into the cell block. Secure him? Like hell he'd let them do that he thought to himself as he tore the dart from his leg snarling. This was now the second time she had shot him in the leg. Just as his cell door swung open two guards went to grab him and the Outlaw had absolutely no intentions of going quietly.
"Secure this!" he roared as he completely leveled one of the officers with a right hook and stabbed another with the tranquilizer dart he still held in the same hand before he was swarmed by several others that restrained him until the tranquilizer kicked in and he could no longer resist.

"Next time wait until the prisoner is unconscious." In a few minutes they had moved the now sleeping guard onto the cell bed, and sent the handcuffed Graves rolling towards the transport. Caitlyn helped lift Vi into her wheelchair, cuffing her to the handrails before guiding the whole procession out through security. In a few hours they'd be safely locked up again, and Caitlyn would have time to figure everything out.
Vi's head lolled to one side, and Caitlyn gently propped her back up.

Vi didn't bother to resist, and barely had time to make a snarky comment before Caitlyn had shot her with a tranquilizer and walked away. As she fell asleep, she had a vague image of Caitlyn propping her head up as she was carted away, but past that, she didn't really bother to remember anything. The less time she remembered in the prison, the better.
