Yes, you are correct, this is a roleplaying forum. Yes again, you can be any champion you want as long as that champion is not occupied. For instance, you can not roleplay Shyvana as I roleplay her.
Maelstrom is a very lore focused world and it's lore differs a bit from the Riot Lore, but we do stay true to some aspects. Now, I do recommend that you check out the Forum Timeline to give you a hum on what's going on.
Now, if you do pick up a champion there is an Application Form that you have to fill and be approved with, there is also a minimum post count of one ( 1 ) per month. If you do not post at least once per month without telling the admins: Ashe, Anivia or Swain they have the right to relinquish your role as a champion. Now, I recommend you check out the two links above, both the Forum Timeline and the Application Form to understand what is going on.

To add to what Shyvana said, if you ever need help, feel free to send a PM to any of the Board Leaders, Moderators or Administrators. Board Leaders, such as myself, are the "guides" of the specifics areas of Maelstrom, and moderators of our own area, my one being Bilgewater.
You can recognize the Admins by their names shown as blue, Moderators by the purple names, and Board Leaders the same greenish hue that mine has. When we Board Leaders are around, we'll be happy to help and guide you in whatever way we can, and if we personally can't help, guide to to the Birdmins (Swain, Ashe and Anivia) so that they can help in ways that are not accessible to us Board Leaders.
Also, even though you are obviously intrigued by the Champion roles based on your request, I do suggest you take a look at the Original Character boards as well. You are free to create your own character within the limitations of the world that Riot has given us, and the administrators and our Original Character Council will be there to let you know if there's anything to tweak or fix due to not fitting in with our world or being too strong in comparison to the general level of power.
And as a story-driven forum, the admins and moderation team highly suggests that you think further with your actions than your current idea. In my own case, as Fizz, if I wander to Demacia, I must consider the consequences. A Champion related to a pirate state, while tolerated, will not be taken to kindly. Actions will always have consequences, and story often becomes better when it causes some sort of change or trouble for your character.
Cool! I already sent an original template for my own character ! But i would really love to role play as Thresh guess you two will be my first buddies :3
Shyvana and Fizz already covered up everything that non-admin/council members can comment on but if you find yourself in need of help, feel free to ping me too and I'll respond when I have time.
I also recommend that if you do make an OC, you will take a look at previous OCs to have the idea of what's in and what's out (Referring here to OCs that were added in the last 4-6 months).
