There were some pretty good ideas in the Maelstrom Official Skype group and villains don't have to be people either. Any ideas are welcome and again, discussion on the matter is highly encouraged. (:

Antagonists: Whenever we get to the subject of Demacia during council meetings I always think 'how cool would it be to have that one Demacian that's like, 900% Demacian?' basically I'd like to see an extremist kind of Demacian antagonist, kind of like Vayne but they hate everything that opposes Demacian rather than what killed their parents. I think it'd be cool to see how the city would attempt to manage it's image knowing there's someone out there who goes TOO far to maintain their ideals.
Then there's always the classic 'mad scientist' that's doing everything in the grey area for Progress in Piltover (Razie was going to be this then I kinda lost sight of how he would've progressed with it). It's not exactly original but hey, it's completely plausible.
VILLAINS:
My first and only choice for a true 'villain' champion-wise will always be Aatrox, the guys lore makes him a PERFECT setup for getting the wheels moving. Unfortunately he's been revealed to a few individuals and that could potentially ruin his theme, I think if we started him fresh and the RP'er knew how to stay out of the eyes of any and everyone we could have a character that really moves plots without feeling like a 'active meddler'.
Shadow Isles. I know we had the invasion and that was really cool, but personally I think it was too soon (even though it took who knows how long to start and *finish*). What I loved about RP'ing a Shadow Isles character before the invasion was the fact I could go to city-states and not be killed on sight, I can still do it now yes but Hecarims been somewhat sneaky with his approaches. Not sure exactly what we can do to make them feel villain-y without just throwing invasion after invasion.
I'm probably missing something so I'll post again later when I think of more.

OC Villains, eh? Well, I don't know if anyone recalls but I've pointed out several times in the Piltovian Skype chat that I want to bomb something, but at the time when he had a Caitlyn (Ron), I was always shut down by said person. Terrorism was something I had in mind when I created Andrei.

A Dragon would be a solid enemy in this universe, given their power and ability to force characters to work together.
I wouldn't attack Demacia, Noxus, Piltover or Zaun though. I'd go for Ionia, Bilgewater, or Freljord as they are less populated or fractured politically. Attack Demacia and you already have five champs jumping to the plate without any sort of personality clashes. Attack Bilgewater and Miss Fortune and Gangplank actually have to work together, but both of them are watching their backs.
Reason for assault could be as simple as a rune artifact being abused or stolen from his lair. Or it could be this dragon feels humanity has fucked up enough as is and is on a purging rampage.

Victus actually has a pretty good idea. A Dragon attacking villages in the northern Freljord would not only fit with canon lore, but would be something that would take multiple characters to bring down. Dragons are intelligent, and a drawn out battle with one (or even skirmishes) could prove a good challenge for some good storytelling.
Dragons are apparently quite popular as an idea for an antagonist so we'll definitely consider this along with reworking the race's canon for Maelstrom.
For city state villains, we would need to find dedicated writers who are able to push these plots along (not unlike the board leaders). We already have some general idea with the Champions Riot has given some city states as general 'antagonists'.
Example from Razie:
Lissandra in Freljord Zed/Syndra in Ionia *insert OC antagonist here* in Demacia Swain for Noxus Viktor for Zaun Jinx(?) for Piltover
I'm not sure if people are wanting both or just one at a time. Though we can certainly have Lissandra wreaking havoc, it's more so the idea that we will not have (again) active writers. If anyone is interested in holding these positions, please message me.

Going off of the dragon theme, there is actually a lore dragon in game, the only named dragon, Ebonmaw. In game, he was titled, "The Terror of Zaun." implying he attacked/harassed the city in some way. With dragon lore being reworked, it may be possible for him to be an active antagonist for humans as a whole.
The ideas spin around and around. There's definitely some interesting stuff here, and you guys are close to the mark with the dragons: they were first introduced with the intention of eventually playing an antagonistic role in the story, though whether or not they are the true "villains" remains to be seen.
One thing I'd note is that Swain and Viktor really aren't villains. In both cases, they epitomize the ideals of their respective city states, in Swain's case, commanding it at the highest level. If the intention is to make these characters plot-wide antagonists, it becomes necessary to somehow split them from the mainstream of their respective people, or pit that entire population against the world (a task that our previous Swain met too much resistance to make a story out of). The concept of an eco-terrorist (or ecological terror) in Zaun seems closer to a danger that Zaun should have to face.
I've been playing with the idea of creating a Skype room explicitly for the purpose of brainstorming bringing people together to write each other's antagonists. I intend to be somewhat draconian with the enforcement of staying on topic (we have plenty of chats for goofing off), but I think it would be a good way to actually get some of these ideas off the ground while I continue to pound out the lore.
