Name:
Arren Kelvess (pronounced ARE-EN KELL-VESS))
Alias:
'Bolt', after the heavy bolt-action rifle that is his weapon of choice.
Class:
Marksman
Race:
Human
Age:
27, Birthday is September 21st.
Occupation:
Guard and sharpshooter for the Piltover Patrol, security guard when not working with the PP.
Residence:
Piltover
Alignment:
Neutral Good
Abilities:(if needed)
Sharpshooting: Due to the kick of the rifle, Arren can fire an aimed shot about every four or five seconds, depending on the stress of the situation. He is accurate up to five hundred meters away, able to hit the torso of a human-sized target about fifty percent of the time at this range, though when firing at long distances such as this his rate of fire is decreased significantly, down to about one shot every nine or ten seconds. He can reload his rifle in five seconds.
When using his pistol, he is only effective at ten meters, but can fire a shot every four seconds accurately. He can reload his pistol in ten seconds.
Education: After attending an average elementary and middle school, Arren was accepted into the Jorvik Academy, a small private school that specialized in training security personnel. The program lasted six years and covered the basic tenets of education, such as mathematics, writing, reading, and history, but focused on training the students in martial arts and marksmanship for the security sector. Marksmanship focused on rifle and pistol use, while martial arts focused on Aikido, a brand of self defense intended to both protect yourself and disable your attacker, but with minimal damage done to the attacker. Arren was the best in his class when it came to marksmanship with a rifle, able to consistently hit targets at five hundred meters away, while most of the other students could only manage targets at four hundred or four hundred and fifty meters. In addition, the school taught basic tactics to the students, teaching them the importance of using your terrain and knowing your surroundings.
Equipment:
.303 caliber Armis 7 rifle (based heavily on the British Lee Enfield rifle). Uses .303 caliber soft point rounds, dealing medium damage to soft targets and slightly reduced damage to armored targets. Also capable of using .303 caliber full metal jacket rounds that deal reduced damage to soft targets, but are capable of penetrating armor much better than the soft point rounds.
.38 caliber Bernne Special revolver (based heavily on the Enfield No. 2 Mk I revolver). Uses .38-200 soft point rounds, dealing heavy damage to soft targets at short range. Ineffective against armor except at point blank range.
Ammunition: Arren carries forty rounds of spare soft point ammunition, plus the ten loaded in his rifle, and ten rounds of full metal jacket ammunition, due to the expense of the second type. All spare ammunition is carried in stripper clips. He also carries twelve spare rounds of soft point ammunition for his pistol, plus the six loaded in the revolver. Spare revolver ammunition is carried in small discs, but each bullet is loaded one by one.
Ammunition is provided by the Piltover Patrol Guard, but wasting ammunition is severely frowned upon and is penalized. Due to the expense of FMJ ammunition, it is always used as an absolute last resort, mostly being reserved for wildlife with high resistance to soft-point ammunition.
Arcus Hextech Personal Defense Weapon (The 'Arc' for short). The Arc is a small weapon used for non-lethal defense against anyone who moves within close-combat range. It looks like a combat knife, but where the blade would be there is instead four short spikes arranged in a diamond, with each spike being 1.5 inches long. Fixed to the hilt of the blade is a crystal battery the powers the weapon's special function: a electric shock capable of stunning human-sized targets for three seconds. It takes the weapon thirty seconds to recharge in between shocks, and a maximum of five shocks can be delivered from a single crystal battery. Replacing the battery in combat is practically impossible, as it requires small tools to prime the battery for use. The shock is primed by the use of a button on the handle of the weapon. Importantly, the shock is non lethal, and is physically incapable of permanently damaging anything larger than a house cat. As it is intended for use on human sized targets, the stun is not as effective against larger creatures.
Off duty, Arren carries his pistol loaded, plus six spare rounds of soft point ammunition. He also carries the Arc, due to the compact size of the weapon. His rifle is kept at his home, and he does not carry it unless he is either traveling to or from work, or unless he is on an assignment.
Relationships:
Arren maintains a few close friendships and a strong bond with his family, but does not pursue any romantic interests. He believes that he would put them in undue danger due to his line of work.
Mother: Ashlee Kelvess (prefers to be called Ash by friends and family). Soft spoken, gentle, kind hearted. Employed as a teacher, teaches the sixth grade. Often volunteers for non-profit organizations.
Father: Rylan Kelvess. Tall, strong, good humored. Works as a police sergeant, one of the best marksmen in his division of the police force. Taught Arren his skills as a marksmen when Arren was young.
Sister: Mia Kelvess. Tall, strong, and outgoing. Takes after her father's looks, but shares her mother's kind heart. Works in construction.
Close friend: Michael Marrisav. Pilot for the Piltover Patrol. Brilliant engineer, exceptional pilot. Often known for his good sense of humor and his good stories.
Close friend: Kaylee Sims. Classmate from the Jorvik Academy, was his only peer in marksmanship. Works with the police, shares Arren's passion for protecting people. The two of them will often meet for holidays and for days off, usually frequenting public parks.
Description:
Arren is 1.8 meters tall, weighing 70.3 kilos, most of his weight in muscle. His eyes are a dark green, and his hair jet black and short. Usually has a short, scruffy beard along his jawline, but he keeps it well groomed and trimmed. Ethnically, he appears Caucasian with some small Asian influences, mostly in the shape of his eyes. Arren is very physically fit, as his job demands as such.
Arren typically wears a dark colored shirt and brown cargo pants, with a green canvas jacket when the weather is colder.
Piltover Patrol:
As stated in the League Wiki, the Piltover Patrol are essentially a search-and-rescue group who care for individuals who go missing, most commonly explorers in the southern regions of Valoran. The focus of this group is on assisting Piltovian citizens, though there have been a few rare instances where Demacian officials have requested the aid of the Piltover Patrol for a dangerous rescue.
The Piltover Patrol Guard are security personnel who accompany the Patrol's missions, serving primarily as peacekeeping forces. They protect and assist with any rescue operation, with their focus on keeping potential threats to the rescue at bay, not on killing targets. The powerful weapons they carry are mostly a necessity due to the powerful, hostile wildlife found south of the Great Barrier.
Biography:
While the purpose of the Piltover Patrol is peaceful rescue of civilians and other people in need, that doesn't guarantee that the rescue itself will be calm. Oftentimes the Piltover Patrol must go into violent situations, and people like Arren Kelvess help make sure that everyone who flew in on the rescue returns home safe and sound. When working in hostile environments, the Piltover Patrol Guard work to keep hostile wildlife, soldiers, or anything else that threatens the safety of the rescuers and the rescued at bay until the extraction is complete.
Arren began as an average student with a love of firearms, often going with his father to a local firing range to practice his shooting. He didn't want to learn to kill things, but instead as a way to protect people, as guns were a powerful way to do so from range. To pursue his interests in protecting people, he applied and was accepted to the Jorvik Academy, a school specializing in training security guards and police officers. Jorvik Academy has teachers from Ionia who oversee the training in martial arts, while most of the trainers for marksmanship are from Piltover. Over the six years he spent there, he quickly rose to become the top marksmen of his class, graduating with honors and a letter of recommendation from the school's director, Michael Jorvik, who helped found the school many years ago.
Arren put his skills to use by applying to work for the Piltover Patrol Guard, a group of security guards that helped protect the members of the Piltover Patrol when they went on dangerous rescues. It takes great skill to work with the PPG, as their focus is always on the protection of their own people while having as few casualties as possible, including hostile wildlife or other entities. Arren has worked with the PPG for seven years now, and continues to enjoy the work he does in protecting the people of Piltover who find themselves in trouble.
Arren's life took a turn, however, on a rescue mission to Kumungu to investigate the disappearance of a team of explorers in the region. Upon their arrival, they found half of the team dead from wildlife attacks, and the remaining few running low on supplies and the will to carry on. They quickly loaded what research journals and artifacts they had found in the region aboard the aircraft, but as they took off, something attacked the aircraft with powerful magic, forcing the craft to crash land. Everyone aboard except for Arren, Sarah Veck (one of the explorers), and Michael Marrisav (the pilot) were killed in the impact, and the three that did survive were injured and knocked unconscious.
When the three came around, they found themselves in the wreck of their aircraft, still fastened to their seats. The craft had been stripped of supplies, and the research journals and recovered artifacts were stolen. The crash was no accident...there had been someone else, someone who had known about the artifacts, who had attacked the Piltover Patrol and had killed their friends. One day later, a second Piltover Patrol aircraft found the wreckage and the survivors, and brought them safely home to Piltover to receive medical care. As the flew home, though, Arren noticed something else; a faint wisp of smoke rising from what looked like an abandoned camp site. He swore that he would find the people responsible for the deaths of his friends, no matter how far he had to search.
Long Term Objective:
To find the group responsible for the theft of the Kumungu artifacts, and the deaths of his friends and co-workers.
To discover the purpose and power of the recovered artifacts so as to determine why the explorers and the Piltover Patrol were killed.

Piltover Patrol:
"With the goal of using their combined knowledge to give aid to others as quickly as possible, the city's officials created multiple search and rescue teams that can be mobilized across Valoran at a moment's notice. The teams, referred to collectively as the Piltover Patrol, serve to assist anyone in dire need. Each member is highly trained to handle different levels of emergencies. When searching for missing individuals the rescuers deploy the Piltover Rescue Bot, a recent prototype created by the famed inventor Heimerdinger, to hover over and scan large areas of land. Should an individual be found severely sick or injured, the rescue teams are capable of swiftly transporting them back to Piltover. The individual is then treated as a patient by the city-state's top medical staff and is cared for around the clock." Source: LoL Wiki Article
