Demacia lay quiet, her whitestone walls agleam in the multicolored March sunrise. It was only dawn, but the sprawling city already bustled with cheerful diligence. Stall owners set up shop in those square below. Servants busied themselves with the day's shopping. Noble carriages trundled along the pristine cobbled streets. And all the while, King Jarvan III looked out over his kingdom from the meeting tower balcony, his brows furrowed despite the twinkle of fondness in his eyes.
He had always imagined that Valoran's peace would hold through his entire reign. Twenty three years ago, when the prince was but a boy, the League's foundation seemed to usher in a greater age: one of order and justice, one that suited Demacia's ideals. Now, that foundation slowly crumbled away beneath the king's very feet. What could it mean that the Void had fallen over Freljord? That Noxus had abandoned the pact of nations? That The Institute had closed the Fields of Justice in order to tend to matters more dire?
These things, among others, King Jarvan III had called upon some of the most trusted members of his cabinet to discuss. Xin Zhao, the Seneschal; Garen Crownguard of The Dauntless Vangard; Ambassador Poppy of Bandle City; General Tahlem Starr; Cordelia Spiritmight of the Silver Sentinels--and Prince Jarvan IV himself, along with whomever he thought necessary in attendance. All these would arrive at any moment to offer their insight and council. King Jarvan III could not shake the feeling that the worst was yet to come.
"In our eternal forward march, we must stomp out evil all across Valoran wherever it may grow. Leave no stone unturned: the roots of one ignored weed will inevitably corrupt the whole of the garden.”
Prince Jarvan IV was the first member to arrive. Partly because he lives in the palace, and partly he felt it was his duty to his nation and his father to be early. He was clad in his usual golden armor, his black hair neatly combed back and out of the way. It was no question that this man was the son of King Jarvan III for he was the spitting image of the king in his younger days. The same dark hair, the same green-gold eyes, and most importantly they had the same look of determination.
He quietly and swiftly opens the door and enters the meeting tower. "Father, I have arrived." He closes the doors behind him and looks around in search of the king. The prince spots him sitting at the balcony, observing what is below him. He approaches his father and places a hand on his shoulder. "Father, I am here."

"My son," the king said, turning from the glorious sight of his city at dawn to face his only son. Pride swelled in him, steeled him. Surely, Demacia would be safe under the Lightshield reign with such a paragon as Prince Jarvan IV at its helm--even after the king himself had passed. "I trust the Seneschal is close behind you? And Garen?"
He heaved a sigh and began to stride back towards the meeting room, bidding the prince follow him. His boots squeaked on the perfectly polished marble floor. "There's so much to discuss. Plans to make." Kind eyes turned upon the silhouette of Jarvan IV in his armor; the king could not help himself a half-smile. "We'll manage." A reassurance more to himself than his son. "Justice will prevail."

Jarvan IV shakes his head when his father asks of the others. "No Father I came alone. I am a little early though, so I am sure that they will be arriving shortly." He follows the king back into the meeting room. "I assume these things you are talking about are the current threats that face the nation? Our allies seem to be shrinking daily. If we were to be attacked Freljord would be unable to send aid for they are dealing with their own invasion."
When his father states that they will manage he can't help but flash his princely grin and puts a fist over his chest. "Not only will we manage, but we will come out on top! As long as a Lightshield has the throne justice will always prevail."

The door to the meeting tower opens quietly, not announcing Tahlems entrance. Shortly behind him would be Shyvana, The Half-Dragon. He wore his heavy Armour and cape without the helmet and a small short-sword strapped to his belt. His hair was tied in the back to keep it neat. This meeting would be good for Demacia, they can not just stand idle with all that his happening. One thing is for sure, Justice will prevail. He silently gazed around and spotted the King and his son by the balcony. Tahlem approached the pair and stood in the doorway. "My lords, i have arrived." If they turned to him he would give a respectful bow. Was at Icathia with you i believe, my Prince."
" I have sent invitation to Ambassador Poppy and a Piltover Representative, Jon the CMO."

Quickly after, Xin Zhao entered the meeting tower. He looked around, and saw King Jarvan III and the Prince at the balcony. He approached them, standing beside Tahlem, before standing to attention, to address the King of his presence. His spear was held upright to his right side.
"Pardon me for being late, my liege. I had some businesses I had to attend to."
He then stands normally once more, awaiting the King's orders on what to do next.

Walking in a moment after the Seneschal, Poppy enters mostly unnoticed. She wasn't surprised, humans rarely did look down even when her kind was around. As always, she is in her armor that is a mix of chainmail and solid plates for mobility and protection at the same time.
As she closes one the group she is there to meet, she nods at everyone and slowly bows at King Jarvan and Prince Jarvan.
"Greetings King Lightshield, Prince Jarvan. My presence here was requested, correct?"

"Not at all, Seneschal. In fact," the king glanced over his shoulder at the rising sun before offering a benevolent smile to the gathered party. "We're all a bit early. Thank you for gathering the important figures, General. And Ambassador, welcome." Jarvan III nodded to Tahlem and Poppy, then motioned to the meeting table.
"Let's be seated while we wait for the chief medic to arrive."

It was rather convenient that the same day he had come to pay a visit, the government of the city-state itself had called for a cabinet meeting; he did not expect the coincidence to be so great, but it was good for him.
Being new to the city-state, however, has left him somewhat slow in terms of getting to places, and so as one of the last people requested to arrive, Jon makes his way into the cabinet room, taking off his helmet, and seeing everyone else in the room, nodded to everyone except the King, to which he simply stood at attention and saluted.
"Hello, your majesty... I believe my presence was requested here?"
"There's only one thing that I know for sure is true: 'Truth is relative.'" -Jon
"What side you're on isn't of concern to me. What is of concern is that you're hurt, and I need to treat you for it." -Jon
"Contrary to what some believe, violence does not solve everything. In fact, it solves nothing." -Jon
The prince looked around the room, inspecting and counting all of the members who have arrived. "I knew they would be arriving shortly Father." Jarvan IV sat at the seat next to the head of the table, where his father would be sitting. "Welcome everyone. Let us take our seats, we will be beginning the meeting shortly. We have a lot of important information to get through."

Tahlem took his seat on the side directly across from Jarvan, next to the king. Tahlem folded his hands on the table and gave Jon a swift nod, keeping his composure as serious as possible.
He waited for the others to take their seats now.

Poppy simply nods and heads for the seat saved for her. It was quite obvious it was for her, since it was doubtful anyone else would sit in a yordle-sized chair in this meeting.
After sitting down, Poppy pulls Whomper from her back and lays it on her lap to make sitting more comfortable as she waits for the meeting to properly begin.

As the others began to take their seats, Jon merely did the same, returning the nod to Tahlem before doing so. He motioned his Options to move to a corner in the room, so as to not have them be a distraction.
There was, indeed, much to talk about... what might be it's outcome was anyone's guess, though.

Garen stood nearby the exit. It was never really his place to speak at this sort of meeting; Jarvan usually did all the talking that needed to be done.
A great shadow loomed over Demacia. Several excessively powerful champions had escaped from the league, sewing chaos and destruction across the land before mysteriously disappearing.
Danger crept in from every angle. The shadow isles, Noxus, Zaun, even the league itself wasn't to be trusted; not only was the City of Demacia at risk, the lives and immortal souls of every citizen within it's stalwart walls were as well.
Troubling to say the least.
And yet the option to DO something about it, to preemptively strike before harm could befall Demacia simply wasn't there; Noxus and Zaun sat comfortably behind their shield of red tape, and the shadow isles were impossible to locate; while the league itself was simply incontestable in the realm of power.
And so he stood, outwardly as valiant as ever, but frustrated internally.
