Titus is throw into the air by Teemo but he doesn't scream or peeps out any sound at all. He lands on the ground face first. It would have hurt...if he wasn't extremely drunk. Slowly and wobbly, he gets up to crawling position. His eyes are deep red as if Titus never slept at all.
Titus then turns to Rumble. In normal view, it would just be the everyday Rumble but in Titus' red eyes, Rumble is now the hot and sexy Iron Ambassador of Demacia who somehow came back to Bandle very fast after her work. He shakily points to the "Iron Ambassador" with a mohawk. That's a pretty new look for "Poppy".
"Poo...*hic*...py? How ye...*hic*...got maw-hawk?"
((When you're drunk, you see things in a different light.))
Meanwhile not far from Teemo and in the same vicinity, the four yordles, Mehpoleon, Gebhardo, Arty, and Mike, which recovered months ago from Fizz's last prank, approach one of Bandle City's water fountains. The four yordles line up with Mike in the front. He presses the button that would open up Bandle City's water system so he could drink it. However no water comes out. Mike presses again and again with nothing coming out of the water fountain.
Mike shows Mehpoleon that the water fountain is broken. When Mehpoleon presses it, water gushes out...with a different smell. When Mehpoleon and the others sense the weird stench from the water, the four back off from the water fountain. Now the four has lost the need for water. Maybe they should drink apple juice or something...
For the other yordles, some do not mind the smell and starts drinking the inebriated water fountain...
Still in pain, both from the jarring headache and his failure to try and get Rumble drunk, Gragas groggily sits up. "I'm sorry, Teemo...I got drunk, and it was a mistake, I shouldn't have come here..." Gragas, feigning the best apology he can come up with, glances over at Titus when Teemo mentions him.
And he is clearly drunk.
Gragas chuckles a bit, but quickly disguises it into a cough. "As for your admiral friend...we were probably drinking my brew. Not together, of course...uh...my work does get around, doesn't it?"

Teemo is unimpressed by the apology, glancing over at Titus again before returning his glare to Gragas.
"I understand that you were drunk, Gragas. What is astonishing is the fact that you got so drunk that you charged Rumble, and then soon after lost consciousness. It's funny how a man with such a high resistance to his own brews could hit the floor like that. It's also funny how Titus here, who I've never personally known to be a drinker, found himself just as drunk moments later with a similar fragrance pouring out of his mouth like you had, going on about water nonetheless. You also happened to mention something about Fizz in your drunken state, though there'd been no sign of him until a little later. Besides, even if you were drunk, I don't see any reason why you'd randomly arrive in our town today, especially with the Void threat approaching. So I ask again... what's the reason you're here today? The real reason, if you will."
Something fishy was going on here in Bandle, whether or not it had anything to do with Fizz. Narrowing his eyes, Teemo steps closer to the fat man and folds his arms. He was going to get to the bottom of this.

Seeing that Teemo was questioning Gragas, Fizz frowns. Now that'd not do, but there was nothing he could do to help his drunken accomplice.
So, to keep safe while hoping that Gragas wouldn't spill the whole plot, he hops on over back to the main square of Bandle City and starts watching as more yordles drink from the water supply and start to get inebriated. There was nothing Teemo could do to stop the prank from being successful anymore, and it made a grin return to Fizz's face as he laughs to his heart's content on his vantage point on the edge of a roof.
"Doooh..." Teemo was beginning to get to Gragas's head. He was very cunning, and knew exactly what to ask for. A story, anecdote, excuse, and a mixture of all of those instantly popped into the man's head.
"Alright...I didn't want to go around tellin this, but ya leave me no choice. I was sent here on Institute Business. However, they didn't send me any sort of stamp or approval of any kind, so I don't have proof that I am here for that reason."
Gragas was interrupted by a massive hiccup. He paused to clear his throat, then continued. "They never told me why, but they requested summons of Fizz. In fact, the lazy flea bags could've just fetched him themselves, but they sent me instead...I am gettin off topic! Anyway, before I arrived here, I was pulled into a drinking game at a local pub. One thing led to another, and, well, I'm pretty sure that's why I came here in a drunken rage."
"Again, I apologize for my intrusiveness, especially during troubling times. It won't happen again, Teemo. I swear."

Teemo narrows his eyes at Gragas, seeming very doubtful. The Institute sending Gragas of all people to go and look for Fizz? And there were no pubs around that'd be able to get a man like the Rabble Rouser drunk enough to not be in a rage and end up unconscious in the end.
"Your story seems about as likely as a-"
He's cut off by the voice of an approaching scout, who's carrying something peculiar: An empty cask, the one used by Fizz that had been left near the opening to the water supply.
"Captain, we've found something! Found it when we sent out the search parties to check for Fizz's pranks. Any idea why it's here?"
Gragas was about to interrupt Teemo when the yordle entered the area with Gragas's empty cask. His face changed from sheepish to dismayed, then quickly towards anxious. After a few seconds, Grqgas couldn't wait any longer.
"We'll, that's my cue to get outta here! Twas a pleasure, Teemo!" With that, Gragas instantly barreled towards the exits to the city, not looking back.

((Sorry I haven't been posting lately, APs and a bunch of other homework has kinda lowered my motivation this week. x.x))
Rumble was about to make another remark until Gragas suddenly rushed for the city exits. Gragas nearly knocked Rumble towards the ground, and Rumble instantly started bolting after the man.
"HEY! HEY! GET BACK HERE, I AIN'T DONE WITH YOU YET!" he bellowed. Rumble was angry, not only because he still had questions to ask Gragas, but also because Gragas nearly made him fall down. The yordle chased after Gragas, though the mechanic didn't actually have any means of stopping the man if he actually caught up to Gragas.

Teemo looks at the cask with curiosity, though his suspicions are shot through the roof when Gragas attempts to escape. Immediately the scout grabs the cask and chases after the large man, whistling to signal other scouts in the area to pursue. They all have ropes and are ready if they spot him. The signal continues until it reaches the main gates, where the guards posted there quickly begin to close them. There would be no escape for wrongdoers.

More yordles, inebriated after drinking the spiked water from the main water supply, start to appear on the scene. It would seem that everything had gone as planned. Even though the scouts had found the cask, they hadn't been able to stop people from getting drunk from the spiked water.
A few drunk yordles make their way to where Teemo is and start to slur and laugh in the Scout's face, all of them sharing the scent of brew in their breath that Gragas also has. Fizz's laughter can be heard echoing from the rooftop he's at.
Fizz walks on over to the edge of the rooftop, looking over at the scene. Teemo coordinating the scouts, Rumble chasing after Gragas who is comically enough rushing towards the gates. Would the gates be able to hold back Gragas, who slams through walls daily in the Fields of Justice? This would be amusing.
"Now this, is what I'm talkin' about! Finally this city is waking up and getting amusin'! Why couldn't ya be like this Teemo? Ha ha ha ha ha!"
Gragas sprints for the gate, only to be thwarted once more. More scouts close in around Gragas, as sweat begins to run down his chubby cheeks. Halting for a second, he analyzes the situation as best as his half sober mind can.
Without thinking it through, Gragas takes a deep breath, and charges for the gates, bracing himself. "YAAAAAAAAAH!" Gragas attempts to use Body Slam on the gates, not noticing the other present yordles.

Though Gragas continued to flee, Rumble kept sprinting and panting to catch up, which actually looked really hilarious, considering that Rumble's short stubby legs obviously weren't enough to catch up to the Rabble Rouser. Of course, Rumble was to stubborn to actually realize this until after Gragas used his Body Slam to crash through the gates.
Angered by the fact that Gragas suddenly destroyed another piece of property, Rumble stopped and searched his shirt pockets to find anything that he could use to shoot at Gragas. To his dismay, he discovered that he wasn't carrying any weapons at this moment, so Rumble grabbed the closest thing to him - which happened to be a frying pan on a tempura stand - and threw it at Gragas as a last resort effort.
Now, if there was one unlikely skill that Rumble developed in his years of laboring at the workshop, it was his ability to throw things really really accurately at any target, mostly because Rumble threw things to drive out the fans and annoyances that swamped his beloved workshop the month he became champion. Rumble was certainly no Ziggs when it came to throwing items over a long distance, but the mechanic hoped that the pan would fly far enough to at least clobber Gragas on the head.

All of the scouts continue to converge on Gragas' location, though when they notice him begin to charge several duck out of the way. The gate wouldn't hold such an attack, though the thick, heavy wood of the gates would certainly leave a nasty wound wherever the large man collided with them.
However, one scout stops when Fizz's taunting voice pierces through the chaos. Teemo turns back to see the fish-boy enjoying himself from the rooftops. Even if he had nothing to do with the incident, Fizz was going to have to pray to the gods if he ever wanted to pull off another prank again. Strategically keeping with the group, Teemo blends in with the crowd of other scouts before turning a corner when Fizz wouldn't notice. He follows close to the buildings and makes sure that he stays out of the trickster's vision. It takes him a bit longer than it would the direct route, but he is still quickly, silently getting closer to the Atlantean.
"Oof!" Gragas grunts, colliding with the gate and smashing it to pieces effortlessly. He glances over his shoulder, most of the scouts are too shocked to give chase. However, some are still in pursuit. Regardless, Gragas had gained a lot of ground, and he is essentially home free.
"Yahooooo!" Gragas cheers, when a loud "Thonk!" Sound is heard. Gragas halts, wondering where the noise came from. He rubs his skull, feeling a huge knot beginning to rise in the back of his head. "Ohhhh....."
For the third time, Gragas's limp body hits the ground. His head lands on the very pan that knocked him out. Rest assured for the yordles, Gragas would be out cold for a long time. The combination of the hangover, the alcohol still in his system, and the blow to the head result in Gragas losing consciousness instantly.

Fizz looks at the scouts making their way to the gate before turning around to see the city and the increasing amount of drunken yordles. Some that hadn't drunk the water were starting to realize something was up, since they knew the others to never really drink alcohol.
Fizz continues walking around the rooftop for a moment before taking a sprint and leaping to another roof. He makes his way from roof to roof, unknowingly constantly being in Teemo's sight, before stopping on the other side of the fountain square, continuing to look at the scene.
Meanwhile, a few drunk yordles notice Teemo and make their way to him, laughing uncontrollably and leaning from side to side. Their breath would have the familiar scent of the brew that Gragas and Titus also had in their breaths.
"Hi there sshcouty! Whaaat're you up to? All shneaky like that."
