Allen nodded at Titus's statement; his monocle glinted on the edge from the light of the fire, as if to show that the thought had made him think considerably about it. A few seconds later, he replied.
"Well, perhaps it would be a good idea to formalize our unofficial alliance in response... but shouldn't there be a formal meeting to make the official coalition? I would expect the Mayor himself to be the one that would want to ensure such an alliance is confirmed..."
"...as to an aerial force, the current agreement still holds, correct? Piltover has yet to lower it's production of the versatile ROFL-copter, though there are calls for a massive research program to perhaps improve it... what would you think?" Allen then asked Titus; as an explorer, he was always fascinated with airplanes, though he rarely had much technical knowledge of them.

Well there has to be an official meeting, yes. But because Titus couldn't do much in Bandle to help, he has to meet with Allen. The thought of getting into trouble with the Mayor without telling him is another problem for him. Right now, the airships and airplanes are in his mind.
"Well that's why I said that this agreement we might make is more of a concept. So that hopefully both city-states don't get in trouble for an agreement that no one knew, especially the Mayor.
And what about a research program? They're going to improve the ROFLcopter?"

But for now, the Admiral's interest in the 'research' that some of the other party members had been discussing had now come to Titus's mind, so he nodded and replied.
"Yes, a research program, though not just on the ROFL-copter: if it passes, it will be conducted on the field of aircraft as a whole, perhaps even including the potential successor to the ROFL-copter. However, I cannot reveal much about it, as it has yet to even be officially put to the Parliament floor for debate... that, and the fact that any details would remain secret for the time being. Not even I know terribly much about it as it is; the real people behind it are the statesmen currently drafting the bill."
"Of course, before they present it, the Prime Statesman is allowed to have a look at it, so once I am able to see, I can then keep the details amongst a more select circle... which happens to include the Mayor of Bandle City. Until then, however, I would not be able to say much beyond the outline, as, like I've said, even I know too little."

Allen gives a small sigh upon hearing the Admiral's question, raising his eye-glass back up to level with his nose.
"Well, there lies the problem: I don't know of any additional research, as those are left strictly to the Piltovian military board, and they refuse to allow anyone - even me - to be able to hear in on what they might be planning."
"Until they decide or are convinced of an idea that needs to be propagated, all of us have no idea what they'll do with the funds they have been provided for the defense."

Allen looked out the window behind him, and then turned back, his expression slightly hung.
"Well, this will certainly surprise you... Parliament currently has no requisitions to adopt the airship as part of the Piltovian air fleet. All of the airships out there are currently in the ownership of private hands..."
"...a shame, really. I would want to be able to make a push to have the air fleet augmented with airships, but current funding won't allow, I hear from the war board... what can we do."

A feeling of disappointment hovers over Titus. He was sure that Piltover has airships. Especially the rigid airships with armor plating sides. He's even more disappointed that Piltover's military doesn't have the funding for the airships.
If they had the money, they would work on it or have it flown by now. Maybe this can get him to the airships.
"Hmm..how about this? As a unofficial joint Bandle-Piltover alliance, both city-states increase economic trade with each other. We should also get agreements from companies and benefactors. Once we have the money, both city-states can work on the airship fleets. Because I see military advantage for the airships."
'Unofficial'. That will certainly get Mayor Jadefellow's attention, especially how he dismissed him forcing Titus to find airships on his own. If the Mayor screams at Titus for unofficially doing diplomacy, he will certainly slap Jadefellow for his very own reasons.
'Both city-states'...'work'...'Rumble'. Titus has to make sure that Rumble doesn't get wind of this unofficial meeting. He knows that Bandle has technology on its own...sadly Piltover is less crude and Titus prefers that.

Allen raised an eyebrow in surprise at Titus's suggestion. An unofficial alliance to increase trade? How would that get any more money?
"Uh, Admiral Flavius... with all due respect, would you be able to tell me just how more money would be gained for such a military expansion? As it stands, the budget for Piltover has historically always been almost completely devoted to research and... paceful technological progress. To try to sell an idea of economic expansion for military purposes would almost certainly not pass the floor."
"If, on the other hand, you were to propose this to be seperate into two parts, you would need to find a way to get Piltover to be more amenable to larger trade; as it stands, Piltover has incredibly high tariffs on exports, and Parliament is almost unanimous in support of it... a very strong impetus would be needed for it to ever be possible to get a bill passed." At this, he gave a long sigh, as if not seeing an easy solution in the meantime.
"So... would you have any ideas on how to make such an impetus occur?"
"At this point, you just seemingly cut me off from every option that I could think of, Prime Statesman."
The Prime Statesman could notice the dejection in Titus' voice. The admiral finds himself in a dead end. Military matters are one thing but politics always tick Titus off. He couldn't do anything about it, especially to another city-state.
"Sadly with no options, I have no purpose coming to Piltover then. Your city is great and magnificent and you did a great job with your duty, sir. However, I came to find a way for Bandle City to have a better military and I guess I cannot find it in Piltover."
Despite the dejection in his words, Titus manages to show off his polished attitude. It seems like Titus is done but cutting the meeting off short would end any opportunity he could grab. He says nothing more, hopefully waiting for Quentin Allen to respond.

Now that the subject was brought up to him, a thought did cross his mind... but it was a somewhat dangerous one, and he wasn't sure if he'd be able to trust this yordle - after all, a military leader was much different from the Mayor, and if it failed and he found out, he could very well find himself on his way out as Prime Statesman.
But in light of what was going on, there wasn't much else that could be done...
