Maybe Titus couldn't get the airships...primarily because Piltover doesn't have military airships. But the planes can help in the defense of Bandle and unless Quentin is a psychic, Titus seems diplomatic serious but secretly excited in his mind.

Allen tilted his head, slightly surprised to hear such a request.
"Well, if it were that easy, information would be alot more free, wouldn't you think?" He commented, giving a small sigh.
"You would need the specific approval of the Academy's board of directors as a whole in order to gain access to such," he explained, "Of which he is a member, but by no means has an absolute majority in terms of it's opinion; I would need to write a request to them personally, which I can... but it would need to be a good reason."

Allen gave off something that seemed a cross between a snort, a sigh, and a chuckle, if it could be described in that fashion. He looked at the Yordle admiral for a moment before he answered.
"In all honesty, Admiral Titus... I just want this project to be completed."

"In short, all I'd want for the right to get these blueprints shared is for those that the plans are shared with to finally produce them. Even just one, even just a prototype... would at last serve to resolve my undying curiosity, right or wrong."
