"I will send you a spread sheet as soon as it is in my hands, but my commanders have not asked me to send them money. As for the final cost, it is expected to hit 20 million Marks. They do not need trees as much as expected as they are clear cutting the forests. We are replacing the forests with farmland and plan on using that to sustain the troops.
Last I had heard, we were approximately 80% complete on the west side and the east is being scouted for the start of the foundations. We should finish that side by the end of the month.
They are making copies of all the paperwork and shipping them in with the next envoy to pick up supplies, which I expect in three days.

Cracked lips pursed behind the Grand General's shroud upon learning Bleakwood's official reports would not be available until after the excursion to Zaun. He made no effort to disguise the impatience that darkened his weathered face. This quarterly meeting had been scheduled since the beginning of the year, and the fact that Bleakwood had no precise details to offer despite ample time to prepare caused Swain's eyes to flare in irritation.
"A map," he said gruffly. "I expect a detailed proposal of planned clear cutting and farmland allocation, exact mileage, catalogue of crops, land designation per crop. A clear picture of the geographical plan with statistics for each appropriated plot." Gnarled fingers disentangled themselves to press against one another in a star as Swain finished his list of requirements in an exasperated drawl, "Etcetera, etcetera." His burning eyes never left Bleakwood's face; his shrunken form seemed to emanate a barely tangible, though ominous, power over those present. Though not a single admonishing word had been spoken, the rest of the meeting's attendees had been cautioned by the Master Tactician's seething aura against insufficient preparedness.
"That will be all, General Bleakwood, thank you, you may be seated." Swain's dismissal was issued in a single breath. His eyes flashed in punctuation of his command and turned swiftly upon Maria. "Ionia," he rasped.

Andre was relatively annoyed himself, but he hid it. With the loss of a lieutenant, his other commanders grew wary and lost focus. He had been trying to clean house and the date of the meeting snuck up on him. His secretary was now serving the Wall in whatever way helped out most. He had thrown her into the cart personally. So, he had two important positions to replace and commanders watching their backs more than their work. Maybe it was time to purge his ranks...but that was food for thought later.
"Forgive me, sir." He stated as he sat, anger just barely audible. Swain would know his general was displeased with himself.

The Ionian front is secure, Grand General.
Maria stood, gesturing towards Brand, using an arm that appeared to be regenerating from being removed almost entirely; A cloth covered her left eye, blackened burns hinting at a disfiguring injury underneath.
Thanks in no small part to our newest asset. During construction, we were attacked by the rogue Ionian known as "Udyr."
She tapped a finger onto a dossier. Likely detailing the incident further.
The Burning Vengeance acted in my defense, and almost effortlessly drove off the invader. Truly awe inspiring. A show of force worthy of the Noxian military.
Although... I must stress the continued vigilance over his considerable power, and where it is directed. To see this amount of power directed against us... This is a far cry from what we saw during the last incident.
Altogether, I commend your decision to... Acquire. This formidable entity.
She cleared her throat, returning to her seat.
Losses are detailed in my report; nothing that can't be replaced.

Girard felt the temperature of the room change long before the Burning Vengeance arrived. What was that creature doing here, after all the chaos and death it caused....And Swain has seemingly put a collar upon the elemental and bound it to his will? Girard did not doubt Swain's prowess, but he was doubtful whether or not Brand would turn on them, given the chance.
His own icy aura battled the Burning Vengeance's own fiery heat as he passed by, Girard's ultimately being overwhelmed by the fire elemental. He could practically feel the power radiating off the elemental's metal frame... It was no wonder that this creature wrought the damage it did, nor that Swain wanted this power under his thumb.
Girard's icy gaze hardened slightly in annoyance towards Andre Bleakwood's unpreparedness. He was certain that there was a perfectly valid reason, but there was little to be done about that now. One does not show up to the quarterly meeting unprepared, and Andre had paid his toll. Now, we could all only hope that the others had prepared beforehand.
Girard's gaze shifted to Maria as she rose when called upon. Her testimony did little to improve his view of the elemental in question, but he was pleased that the situation in Ionia was running relatively smoothly. Udyr would need to be dealt with...However, that would be a hard goal to accomplish without razing the forest itself.

The Grand General extended a withered hand for Maria's report. His gaze lingered only briefly over her wounds before he drew the folder in and flicked it open. As he perused its contents, silence hung over the congregation. His burning eyes darted from left to right over the pen-scratched parchment. His expression remained impassive until he overturned the final page--at which point his features visibly darkened. The wild-man's attack had been unprovoked, material losses minimal, Brand's power demonstrated. All expected... but general Blackwind's suspicions of certain drudges within the Order of Shadow caused the fires in his eyes to flare. Precautionary measures would be taken.
He slid the folder to Darius, then turned his luminous stare upon Maria, one withered hand rising from the table to punctuate his command. "You will assign a subtle pair of eyes to every potential Problem. The Steadfast of Zed's order would leap onto their swords if he spoke the word. I do not expect them to present a problem." Cracked lips pursed behind his shroud. "But we have no use for insurgents."
Again, the Grand General cleared his throat: a cough, a hack, a wheeze, his fist brought up before his shroud out of polite habit. He shook his head and drew a steadying breath. "Now," he said, regaining his composure. "Let us speak of the campaign. Of course, Ionian sentiment concerning Noxian occupation will be overwhelmingly... negative." He paused, his gaze flickering over each of the generals in turn. "As such, we must work doubly hard to ensure that our national word is upheld.
"We do not wish undue bloodshed upon the Ionian people. We do not seek to bring ruin to their lands." Bony fingers drummed in steady rhythm on the table. Pausing again, Swain allowed his proclamation to settle over those present, that they would be doubly receptive of his next assertion. "If anything, we will unify them, organize them from their disjointed state--and in doing so, put an end to the destruction warring tribes and sects have wrought upon one another." Here, the Grand General allowed a moment for input--either from Maria or another general--leaving details unspoken that he might first gauge the response of High Command.

Girard nodded, agreeing with the Grand General's stance on making Noxus seem non-threatening. It was but another step from the previous regime. After a moment's pause, he offered his opinion on the matter.
"If we are, indeed, to unite Ionia's factions, then I think that the most obvious - as well as probably the most difficult and most necessary - step in this unification is to, at the very least, ease tensions between the Kinkou Order and the Order of Shadows. They are both well-known and rather influential... the former more so than the latter, but my point remains. If we get them to coexist, much as we were made to to coexist with the other states under the League's...flawed influence, then I find that many of the other factions of Ionia will fall in line."
Girard folded his hands and sat back in his chair, awaiting the others' response to this matter.

While I am sure that the lion's share of Zed's order is loyal to him, and his new superiors, I have no doubt that a small number of them hold more hatred for our fair city than they do loyalty to Zed himself.
The atrocities committed during Darkwill's campaign still remain impactful in Noxus-Ionian diplomacy; nobody harbors a grudge quite as deep as an Ionian.
As for surveillance, watching a group of ninjas without them noticing should prove... Interesting. But I'm not a member of high command because I give up easily. I'll see what I can do, Grand General.

Zorn sat forwards, his hands clasped in front of him upon the table, having been apart of the Ionian invasion he had particular interest in the goings on in Ionia. Darkwill had butchered the plans, made him look incompetent. A dent in his pride still remained over the disgrace.
"You believe you can get the two factions to co-exist? Such a feat would be near impossible. The history, from what I understand, is rather... Volatile. We were forced into co-existing with Demacia through the league because Darkwill was an incompetent fool. You cannot expect the same of what remains of Kinkou and Order of Shadow."
He frowns, his eyes moving to Girard, "With the league weakening, it would make sense for the Order of Shadow to assault and finish off what remains of the Kinkou before they can completely rebuild without the League's protection." He seems to almost think to himself out loud now, "How would they be persuaded to hold off from finishing their enemies for the sake of coexisting with them?"

The Grand General's blazing gaze swept from commander to commander as those around the table gave their insights. Withered fingers interlaced before him once more. As Agammond's speech drew to a close, Swain took a steady breath, preparing to begin his own. "Zed is a passionate adherent to his ideals--but he is not unreasonable. He could be enticed to cooperate with the Kinkou if it were to serve our ends--but that would leave us with a set of emergent issues. For instance, convincing the Kinkou that the Order of Shadow acts of its own good will?" A mirthless smirk crept up behind his shroud. "Unlikely. And dealing with potential skeptics of the Noxian-Ionian alliance within the both orders themselves." He shook his head. "Such ingrained sentiments of suspicion are... easily irritated."
The Master Tactician pursed his lips, pausing a moment to recall the Institute-sanctioned conference concerning Varus' statement of peace. January seemed so long ago. "Commanders, such allegiances are born out of necessity. And necessity there will be." He lifted a gnarled hand in signal to his Raedsel, one of whom strode forth to place a small black box upon the table before the Grand General. "Open it," the general commanded.
The lid lifted to reveal a small, seemingly unimpressive hextech device: a miniature oblong object with several dials and a screen. "Consider my words carefully. For the good of our country, the following information is classified, sensitive and does not leave this table." The room seemed to chill with The Master Tactician's grave address, his call for confidence. "This is but a prototype of the void-tracking technology we have set into production with our contacts in Zaun. The Noxian government has purchased both product and patent--and we now await the Machine Herald's optimization of this most advantageous addition to our arsenal."
Slowly, Swain lifted the device from its trappings and passed it to Darius for inspection, his extended hand visibly trembling as he held it out to his second. A two-fingered arcing gesture indicated that it should be passed around the table for examination by each general in turn. "Void energy signatures have been detected over Ionia. Reports containing duration, signal strength, exact coordinates and further relevant details will be issued by the end of next week." He lifted his chin in assessment of those around the table. No doubt, mere mention of the Void stirred uneasiness in them after the battles of Freljord--and not without good reason. "Keep in mind that we do not yet understand the implications of all the data gathered. But whether or not this discovery hints at a future attack over Ionia, the looming threat of such a thing will be of aid to us in inspiring collaboration between rival factions."
A purposeful pause brought silence over the table once more as the Grand General allowed another moment for the council to offer their thoughts. The presented advancements had come with little foreshadowing. Questions, whether voiced now or at a later date, would no doubt be numerous.

"I assume you mean to have our forces slaughter a few Voidlings and parade their corpses for all the world to see in order to ease tensions over our presence, sir? It might take a bit more than a few. Some of our own troops might also hold a grudge. I assume Blackwind has taken precautions, I hope that Zed has as well if he wants to avoid infighting, but I advise keeping an eye on your troops." Andre growled.
He was one of the Generals deployed in that engagement, and while he held his part of the border, he lost many officers. Besides the Demacians, Andre thought the Ionians were the greatest threats to Noxus, but much easier to destroy than the Demacians. Andre might not completely agree with Urgot running the wall, but knew and agreed with why he wasn't in Ionian.

Zorn looked to Andre and raised an eyebrow, a small condescending smile on his lips, "Have our Noxian forces enter Ionian territory? A great move that would be. They would see it as a threat and retaliate, or possibly see it as a guise to enter their lands using the void as an excuse. I highly doubt they would allow our forces into their lands. Also, the institute will want to flex their muscles and show that they still retain some power, attempt a show of force even to try make Noxus regret leaving the League's protection."
He taps his finger on the table, "If the void appear within Ionia, the institute's attention would be focused there, perhaps as a distraction even."

"No," said the Master Tactician bluntly. "Consider the goal: to unite Ionia behind Noxian rule." He sat back in his chair, elbows on his armrests, clasping his withered hands before his breastplate as his gaze swept the table. "Why would they follow us if we are not dependable, if we are not honest, if we do not have their best interests at heart?"
His eyes flared visibly, a crimson blaze that commanded silence and attention from all present. His voice, though hoarse, rang with his trademark grim authority. "We could easily fight a war against Ionia and emerge victorious. But why? That would leave a broken land and the remaining Institute-affiliated nations allied against us." He shook his head. "Such ill-considered advances would be entirely unwise--particularly under threat of a larger enemy.
"The League is weak. There is a gap of influence to be filled with their failings and, naturally, as the most capable nation on Valoran, it is only right that we should establish ourselves in the role of the Major Power." The hellish raven at the Grand General's shoulder spread her wings and re-folded them, clicking her beak in accord as her master issued his address.
"So what, then, does that role entail? To put it simply, competence, altruism. A war is very likely brewing, gentlemen, lady, but not a war of our design. After the Noxian patent is finalized, we will arrange a conference of Ionian elders. If you recall, Noxus very clearly stated she wished no more Ionian blood needlessly spilt at the Institute-sanctioned hearing in January. Our word is binding. We will present our findings to the Ionian council as a token of good will, and afterwards, aid them in preparation for the coming storm."

The statement rang in his head for several seconds. He was silent for the entire meeting since he wished to listen unless spoken to or if he had a truly important comment of his own. "I second that. Even after countless warfare, the common man will always look up to the strongest authority to protect them from the unknown. To those concerned about the current events, if the League begins to shown signs of weakness, then they will look up to the faction that has the power to deal with these threats. This has been the way of life ever since the birth of civilization. The weak will always be guided by the strong. By showing ourselves to be an antagonist against the Void threat, political figures of Ionia would be more inclined to at least tolerate, if not cooperate with us."
General Voxel leaned forward, clutching his hands together as his arms are supported by his elbows on the table. "However, that leaves us with being involved with the Institute once more. We can either express our empathy to the current issue, or avoid it all together, but warfare is a two-edged blade. In all of my years of being an officer, I have never fought in a war that ended quickly and quietly.
Voxel clutched three chess pieces that he brought along, the king, the queen, and the rook. He portrayed a gesture where the queen would move in front of the king and tip over the rook. "Let the queen's pen write where the king's sword cannot strike." After he finished sharing his words, he leaned upright once more to allow the meeting to continue. He hoped that his small metaphor would help explain what he wished to speak about.

Zorn looks curiously towards Swain, his eyes studying the general for a moment, "Grand General sir, who will be representing Noxus at this conference with the elders?... Can we assure the safety of whomever represents us?"
He frowns slightly, he didn't doubt the Grand General's plan, Swain was the Master tactician for a reason. Zorn did doubt the league's honesty however.... Recent events such as Kalamanda and even the Journal of Justice had brought to light such dishonesty.
"If the league were to aid the Ionian people behind closed doors by making someone important to Noxus disappear. They could perhaps entice the Ionian people to stay loyal to the league itself. They also have Kassadin allied under them, someone who is well versed in combating the void, would they not turn to the ones who seem stronger in this regard?.... Just a thought is all."
His eyes flicked to Renekton and Brand, he was wondering just what Swain could have offered in order to persuade them to join Noxus. Both were extremely powerful, their raw destructive power would certainly be interesting to see in action against the void. But the destruction they could possibly cause to the land would render the area almost useless...
