Wearing his regular black suit and the same face that made sure none could tell what he thought, he sat next to Darius, arriving but moments after him and taking his seat. Today's meeting was supposed to prove interesting and maybe even productive.
Decavian was silent the whole meeting. From Swain's arrival to this end. He had no true comment to share about the current situation, at least not yet though he clearly misliked the idea of Brand joining Noxus. The elemental creature could cleanse whole villages and small towns if he wanted to without too much effort. Why join Noxus? What could Swain offer him for his service? Still, it would not be wise to question the Master Tactician's decisions.
Decavian heard Zorn, a smile crept upon his face. Why, propaganda and such were too common. And why would the Ionians do such a thing? They were far too noble for that, but he did have a point.
Decavian looked at Zorn, then at Darius next to him, then at Swain. An idea crept into his head. "Grand General sir, if I may?" Decavian did not like interrupting like that but a scheme started to work into his mind, one that may ensure the Noxian Emissary would be safe.

The Master Tactician's signature mask of poise remained undisturbed as his generals issued their agreements and concerns. He held up a gnarled hand to Theun that he might first issue his own statement. Addressing Agammond, he rasped, "One does wonder how Kassadin's opinion on the Institute may have changed due to recent events. The League did not permit him to slay Malzahar when he might have done so--apparently to disastrous effect." Luminous eyes narrowed in an expression of shrewdness. A single, gruff nod to Agammond indicated his accordance on this point. "Summoners will attempt contact with him this afternoon."
The Grand General's hand then arced in a permissive gesture. His blazing gaze snapped to the pistolier. "Proceed."

Decavian's eye glinted as he received his permit to talk. He stood up and started pacing back and forth while talking. His voice calm yet imposing and powerful. His idea might just work.
"Grand General, Gentlemen, Lady Blackwind. I have a proposal. It is true, what master Agammond said, that the league and the Ionians may pose a threat to a simple noble that would act as an emissary and ambassador. An important and known figure, yes, but not known enough, not enough to start a war with Ionia should they prove as backstabbing as master Agammond claims they may. I for once, think that the Ionians have too much pride for that but let's set it aside. I have a different idea.
I've been thinking, what can we do in order to make sure that Ionia will stay in check while our emissary works his way?" Decavian motions with his hand on his chin, as if thinking. He then answers his own question with a surprised yet sarcastic tone. "Why, put something which is so high in the Noxian command that they will be afraid to touch him as to not anger us! At first, I thought about someone with a lot of experience in battle, someone who can decimate whole squads. But that seemed rather too imposing and threatening. Then I thought, someone with magical powers who can just flee easily at moment's notice? But that wouldn't work, it can raise too much suspicion. But then again, why not someone who has the defensive capabilities of tens of men?" Decavian motioned at Darius, Girard and Maria in turn. "And then I thought, no that would make Noxus seem weak and afraid by sending someone who can defend himself too well right? No offense of course, lady Maria." Decavian gestured at Maria and bowed at her slightly and courtly with these words.
"What I had in mind, is sending a Noxian commander, General. Someone who can be both imposing yet he will not raise too much suspicion. Someone which is free at the moment too. Gentlemen, Lady Maria, O' great Butcher and the very meaning of fire.
I stand here before you, asking this. Let me go to Ionia."
Decavian finished, standing in front of the generals. His hands spread to the sides, a smile crept upon his face. He stands like that until another would talk.

Maria smirked as Devacian fell silent.
... There is no doubt that our presence in Ionia has attracted...
she made a gesture to show her injured arm, mangled and burned.
Unwanted. Attention.
But strength is something that will always attract those who wish to challenge it. Noxus is strength. Our presence there sends a very powerful message. And, in the eyes of the Ionian people, a threat.
If you absolutely must replace me in Ionia, I can't guarantee your safety, nor can I authorize you to take up this task. That falls to the Grand General; we are merely his instruments. HE is the Orchestrator, and it is up to him to guide us.
If he thinks you can handle the job better than I can, who am I to argue?

Decavian smiles. A powerful figure in Ionia would entice too much attraction and would show the Ionians that Noxus is afraid to lose one of their top men. No, this task needs someone who is considerably weak, someone like Decavian who must rely on his pistols. He started talking in a calm voice.
"I understand the consequences and the dangers. I also understand that the Grand General should be the one to decide. I simply think that if you or any other imposing character would be sent, it would cause much more attraction and will inspire the thought that Noxus simply cowers to lose, so they send a strong emissary who would be able to defend himself. We do not want that, do we? We want to send someone who is practically useless without a weapon, and a scrawny one at that." Decavian pulls out Obedience, twirls it and returns it to it's sheath.
"But as you said, its the Grand General's decision, my lady."
Devacian turns to Swain and kneels. His voice strong even though such claims could lead to him losing his position or worse. "Grand General, I request permission to go to Ionia in the stead of Maria Blackwind."

Darius examined the device thoroughly, it wasn’t the first time he’d seen it though this was the first time he had an in depth look. When the Hand of Noxus was satisfied with his examination he wordlessly passed it to Maria who sat adjacent from him.
“While I do not doubt General Blackwind’s abilities to handle herself or the Ionian situation, replacing her with Theun may prove more beneficial in the long run. The Noxian and Ionian war is still fresh in the countries mind and sending a Noxian High Commander who has such strong ties to Zaun. It is likely Ionia will not want to see us but by not flaunting anything that could tie to Zaun’s havoc in the war.” There was a pause.
“Ultimately, the Grand General will decide and my opinion is nothing against my fellow High Commander. This is just something to be considered.”

Zorn simply nodded at Swain as he talked about Kassadin not being permitted to slay Malzahar. A small smile curling on the generals lips as the point was made. He then turns his attention to Decavian Theun as he talks, long winded... He smirks to himself. However when the idea of Theun going to Ionia is mention his face darkens, clearly disagreeing with the idea.
"I will ave to disagree with sending Theun, but ... I'm sure the Grand General already has someone in mind."

Andre's face hid nothing. He disliked this idea. He was not the silver tongue, but he would try to be polite.
"I respectfully disagree with Darius and Decavian. Maria's forces are already in place. Leave her in command. First of all, soldiers dislike change in command and will be less efficient. Secondly, Maria knows the lay of the land, and how the natives are in the AO. Replacing her means reading someone in and reintroducing ourselves to the locals. Sending in a fresh General might aid negotiations, but they will hurt morale of everyone in our AO and that is a signal for our foes to strike them and evict them. When I lost my ear, I didn't leave because I knew better than to abandon my troops. I was not relieved of duty, so why not let her stay? I understand that it was a different general and a different time, but there was good reason to take me off the front for at least a week or two to recover. But to simply say she is cyborg and thus more of a threat? I doubt the Ionians will see a cyborg woman with an injured arm as much of a threat compared to their Champions who will most definitely be at that meeting. They have a plan for however we send, be it me, Decavian, Darius, Zorn, or Swain himself. I don't give a rat's ass who goes because they will take offense to our being on their homeland, but Maria is currently leading the troops there with no issue that I am aware of besides the expected, so let her continue to do so.
Just to explore all options, but maybe we should host these talks on neutral ground with a mediator, to show our willingness to hear out their case without the political dance of who we send and how many forces we send. I am sure there is a nation Ionia won't take offense to visiting to talk about this. Piltover should be neutral enough for us both. Didn't take part in the war, and they are not our allies, but not our foes."
Andre turned his head to Swain. "Your decision of course, Sir."

Girard stroked his small beard as he pondered what had been said before him. A void-tracking device? A potential incursion in Ionia? All of this seemed intriguing...and almost too convenient. The void were nothing to scoff at, though....He remembered many a League match where the champions were devoured, whole and alive, by the Void beast Cho'Gath. To come up against such odds would be a true test of strength.....However, he kept his peace on the matter, for now.
Furthermore, the new-blood, General Theun, brought forth his own proposal to replace Lady Blackwind. Daring, to be sure. But these matters should be taken slowly...And, for Noxus to retain it's image, needless to say it's tactical advantage, their representative must stand for what Noxus stands for; The representative must be strong, in every sense of the word.
Girard finally spoke, after all others had said their piece. "If, indeed, you predict a potential Void incursion...We must prepare defenses, to say the least. It would be unfortunate if the Ionians were devoured before we could even attempt to earn their trust...and, in doing so, we could form a blessing from this curse; Should we stand beside Ionia to stave off this insatiable evil, they may feel better inclined to trust us in the future, furthering unification efforts. A 'win-win' scenario, should all go according to plan."
"As far as replacing Lady Blackwind, I feel it is not my place to offer an opinion on this matter one way or another; therefore, all I shall offer is a few words of advice. As a start, It would be unfortunate should Udyr decide to return and end up destroying one of our commanders. We should train the summoners stationed in Ionia to use Clarvoyance, in order to avoid further problems with such incursions, and help improve the compound's security as a whole. As far as whoever Swain selects to represent Noxus to the Ionians, our representative should be an epitome of what the new Noxus stands for: They should be strong, but not seeking wanton battle, as Noxus has under Darkwill's reign. Nay, they should be one to have the strength to know when they should withhold aggression, but still have the strength to confront the issue should the need arise."
Girard sat back in his chair. "Ultimately, this is the Grand General's decision. However, I would request that he keep these values in mind when choosing the best candidate."

Decavian's smile never faltered. He rose after his request from the Grand General, still facing him. Yes he was new, this was his first year of service in the High Command. He was merely selected 3 months ago. He hoped that it would not bring up a problem.
Still before the Grand General, he spoke to Girard and Andre with a rough tone that means, business as usual.
"Troops... Hmm... Wouldn't it be the wiser if we ask for a more... subtle approach rather than simply dropping them in? Say that I get a contact inside of Ionia, someone of the high ground... Wouldn't it be the wiser to act with him? And perhaps... Rid of a problematic figure? People are always looking to be subdued by the strong and yes, I may not be strong physically or with any magical capacity as some people here... But be sure I can defend myself just as well.
My record do not speak of much strength, nor of any magical trait. I got my position here because of my wit and skill alone. Be it deception, tactical thinking or a simple pincer attack that was devastated because of my foresight.
As far as knowing Ionia is concerned and the appearance of the General... I would prefer to share my plan should the Grand General authorize me to... And I would also appreciate to know the manners of disapproval, Master Agammond. Some detail, the smallest one maybe?"
Decavian would turn to Zorn with his question and then back to the Grand General who was without any doubt listening. Decavian felt that the Master Tactician's crimson eyes pierced into his own mind, reading into him with a theoretical sweep of thought.

Zorn simply smiled at Decavian Theun, his eyes wrinkled at the corners as his gaze bore into the man, his fingers tapped lightly upon the table as he stared in silence for a few moments,
"I do not think we should replace the current Noxian High Command General that is there, why replace her with a face that no one would recognize, that no one there would entirely trust? Should she have contacts that trust her, what would make them trust you? You may have a plan, but that does not mean that she is incapable of putting the plan into motion."
The smile faded from Zorn's face, his eyes narrowing at Theun, his somewhat inflated pride showing through in his next comment, "You will address me by my rank that I earned, not as master."

The Grand General listened on in silence as those around the table exchanged opinions, withered hands clasped before his chest, crimson eyes ablaze with calculating purpose. He remained completely still but for the flame-like flicker of his eyes—until General Bleakwood mentioned a neutral meeting place, to which he gave a single nod of acknowledgement. General Laurentine’s address reiterated his own plans: a blessing for this curse; to prepare, to protect, to unify. “That is the general idea,” he affirmed, proceeding to offer another gruff nod at the suggestion of summoner clairvoyance for a preventative measure. The cryomancer was one of very few High Commanders over whom the Master Tactician’s palpable impatience did not hover like a stormcloud. Indeed, crimson eyes flared with somber admonishment as the pistolier spoke of removing a problematic figure.
“Be quiet,” Swain snapped to Agammond and Theun. His burning gaze affixed upon the latter, who remained standing after his flamboyant, silver-tongued display. “And for Noxus’ sake, sit down. Your eagerness to serve your country is evident, but now is not the time for your plots. Now is the time for your cooperation. You will receive your own assignment shortly.”
The Master Tactician’s jaw clenched behind his shroud. “General Blackwind’s troops occupy Zed’s province for the safety of his people and the preservation of his order. Her forces were chosen for their loyalty,” Swain shot Blackwind a subtle, yet purposeful glance, “their resourcefulness and their combat experience. I’ve no intention to remove them from the northern borders.” He shook his head, resisting the urge to roll his blazing eyes. “These are General Blackwind’s men. We will not put them in the service of a commander they do not know and trust. And on the other hand, a full battalion transfer would cost a ridiculous amount and benefit us only marginally.” The Grand General cleared his throat again, then lifted his chin in punctuation of his next statement. “Negotiations are a separate endeavor entirely, over which General Darius himself will preside.”
The heavy bags under his eyes seemed to intensify with his exasperation as his piercing gaze swept from commander to commander. “Ionia will be wary of any officer we send be he gunman or warrior, machinist or mage. History makes that much unavoidable. What is important is that the gravity of the situation be illustrated by our choice of representatives, and that is why, when the time comes for council to be held, The Hand and I will personally attend. We expect Ionian heads of state to take heed when something as dire as a potential Void invasion threatens their lands. Likewise, they will expect to be addressed by ours.”
A belabored sigh escaped Swain’s withered form as he continued to address his commanders’ vocalized issues. “I do not fear acts of violence from official Ionian forces. From deranged veterans? From civilian guerrillas?” Shrunken shoulders drew up in a shrug. “Perhaps. We shall bring these concerns to the table. No doubt the Ionians have their own—and the locale of our conference will be diplomatically determined.” Following his purposeful pause, Swain growled hoarsely, “Any further concerns. I should like to address Zaun before sunset.”

Decavian sat down, his smile did not falter. An assignment of his own... and soon. A chance to prove his worth was just behind the closed door. Still, he would've liked to share his plans with the Grand General.
"Understood, Grand General, and my apologies." He said in a respectful tone. "Though I would be grateful if you would allow me some time after the meeting to discuss my... 'plots'.
And I agree with you, Grand General, that the only people who could actually do anything to our men in Ionia would be the Kinkou Ninjas, The Will of the Blades-Irelia and maybe some of her guards and other personnel who are champions such as Udyr and Lee Sin. The militias of the divided Ionia are no match for trained, skilled and well equipped soldiers. Which as I said, leads up to the "Exterminating" part of my 'plots'. Though this, I would rather talk with you privately, should I have the audience."
Decavian fell silent, looking at Maria thinking... "Yes, the girl would do well enough. I will need to talk to her before she leaves though, time to set things in motion."

Maria nodded solemnly; giving Decavian a glance, before removing her files from the table.
As you wish, Grand General. I will return to Ionia, as originally intended. If we aren't attacked by any more... Deranged natives. Everything should be fine.
