Abilities:
Decavian has no magical abilities to speak of, nor did he learn some secret, forgotten fighting style and he is fully human. No, Decavian's strength comes from two things. One would be his method, the other would his skills with the pistol.
Passive - Tactical Mind
Decavian's addition to the Noxian military was his way with commanding troops in battle. While he may not be as good as the Master Tactician, Swain, he isn't far off in terms of strategy and he is able to exploit weaknesses while keeping his own to a minimum.
Passive - Sharpshooter
Even though Decavian is a natural with the pistol, it still took him many years to perfect his aim and reaction time. Decavian can aim and shoot with ease, not to mention reloading quickly.
Passive - The 4 Tenants
Decavian uses 4 pistols when in a fight.
Strength
Strength is Decavian's heavy weapon. The pistol can fire 8 small yet explosive rounds that deal medium physical damage and a small fire damage. Strength takes a while to reload ((About 1 out of combat or 2 in combat posts)).
Might
Might is a hand-shotgun that has a magazine of 12 rounds. Each round sprays into 8 shrapnel pieces that spread when shot. Each shrapnel piece deals a minor amount of damage but at point blank, the full round deals high physical damage. Might needs to be reloaded and it consumes some time ((2-3 posts in/out of combat)).
Obedience & Servitude
Obedience & Servitude are twin pistols that must be reloaded manually but have 12 shots each. Each shot deals small to medium physical damage. Obedience & Servitude take a short time to reload each, longer both ((1 post both out of combat, 1 post each in combat)).
Ultimate - Passive - Breaking the Limit
Should Decavian be mortally wounded ((Below 30% health)) but still capable to shoot, he will go into a frenzy, reloading and moving faster ((By 75%)).

Thoughts about others:
Jericho Swain - The leader of his nation. He treats the Master Tactician with respect and would die for him and for Noxus in any day.
Riven - A simple rabble that needs to be dealt with. He respects the exile for her persistence but pity her for her pathetic attempts.
Maria Blackwind - Decavian does not have much to think about the girl. He finds her methods overly vicious but they work so what the heck, let her be.
Darius - Decavian finds Darius as a role model. Being one of the most successive and powerful of the Noxian high commanders, Decavian found himself wondering about him sometimes.
Renekton - Decavian finds Renekton being an uncontrollable, imposing beast. But he kept thinking to himself, what-if Nasus was to be killed by Renekton? Would Renekton be cured and perhaps he will be more then willing to help his allies even more? That is unknown to Decavian but it does not mean he won't try that.
Andrea Bleakwood - He finds the swordsman imposing, but reckless.
The Burning Vengeance - Danger. Decavian mistrusts Brand. So much power could only lead to a single end.
Girard The Third - Decavian does not like him, he knows too less of the man.
Talon - Assassins, do not trust, ever.
Katarina - Decavian respects Katarina because of her position, he otherwise mistrust her.
Urgot - Monstrosity, but serves his purpose.
Draven - An arrogant showoff.
Description:
Decavian has black coal hair and blue eyes. He looks in his middle 40s.
Decavian prefers to wear a black suit and a tie over a white shirt, rather than the normal high command robes.
Decavian wears his pistols on his belt. Strength on the left, Might on the right, Obedience & Servitude behind each.
Biography:
Decavian have served in the Noxian military for as long as he can remember. He was not so skilled with the sword nor the bow and he could not cast but the simplest spell. His real addition to the war at those times, was his technical thinking and the ability to plan 3 steps ahead. But, once the invention of the Pistol, the handgun known to us today started to spread beyond Piltover and Zaun, Decavian's true skill with a weapon has revealed itself.
Decavian's parents live today in a manor on the outskirts of Noxus, guarded by a personal retinue.
Decavian was offered the role of a general at his 30th year of service. Accepting the role with great pride, he joined the high command.
