Winters chuckled slightly at Elenwe's response.
"Ah, if you were to enter, the enlistment drive and subsequent training is not until the following week, so for now, you can relax... although I'd advise you be in good shape for training. Toye can be... quite the drill sergeant for trainees," he added at the end, recalling the toughness that Toye was.

A package would be delivered to the Corps' headquarters, addressed to whoever was in charge. It was a moderately crafted decorative box (It's a good box!) containing a kitchen knife and and a hand-written advertisement-letter bearing the smith's mark of Taminah Ironfeld, blacksmith of Ironfeld Metalworks.
"Please come and try our products! Now accepting Commission works! Find the Dome at the Piltover market for more information."
Anyone who knew knives or tested it would immediately find it to be incredibly sharp and well made, with even small force capable of cutting through the wooden chopping board. If this blacksmith could make such good knives, who knew what she could do with weapons or armor...

It was Private Durnfellow who happened to be the Medic that had to check the in-box for anything odd, and he happened to notice an odd package, which he promptly took to Lieutenant Nixon's office, where Nixon himself was, with the two promptly opening the package. Curious to see a kitchen knife, and looking at the advertisement, the two decided to take it to the training room, and test it against dummies.
The knife did it's job, at the very least; standard requirements were met, although Durnfellow personally found it odd that the knife could not make as strong of a dent in sheet metal than the standard combat knife issued to the PMC could, it could go through wood and non-metallic objects better.
It was after these tests that Nixon spoke.
"Hmm, perhaps I could write a letter to the address and see if they can produce a more combat-ready knife?" He mused. Durnfellow nodded, and so Nixon returned to his office sometime afterwards, scribbling a note addressed to the blacksmith's place, with the note as a request for a more combat-suited knife...

A few days later, Taminah would personally respond to the request and approach the Headquarters, carrying a larger metal case that clearly declared 'weapons'. She approached the reception area and requested to see the writer of the correspondence.
The young smith looked a bit sad. She wanted to get away from weapon making, but it seemed without it she'd never turn a fortune.

It would be Sergeant Roe who would be waiting for the smith's arrival. He nodded and motioned her to follow him to Lt. Nixon's office, where he let the smith enter first before entering himself and closing the door.
Nixon looked up, and nodded at the two.
"Ah, so you have personally come? Alright then... what have you got?"

On closer inspection, one could now make out several details about the smith. Such a physical profession usually produced impressive physical specimens of humans, and it was quite a stretch that the people would believe her to be the craftsman.
She was an undernourished girl with short but messy hair, short for her age. The several chemical stains on her ill-fitting, second hand clothes and pale skin indicated someone from Zaun- the undercities of Zaun to be precise. In contrast, the metal box she carried was polished to a dull sheen, a creation of extreme utility and beauty. Inside were a set of three blades, of differing designs and lengths, sheathed in carved wooden cases.
"Um... here they are... I actually don't... want to make weapons, but... business has been really slow without them." She spoke, the slight raspiness and grate of her voice indicating someone with nutritional deficiency as well. This girl didn't just need money- she needed a check-up. Her attitude was also something to note, as someone who did not like making weapons indicated either a pacifist... or an atoner.
But, her health aside, the daggers were of nearly perfect balance; their blades sharp to beyond what technology could manage, though this would have to be tested. Such was Taminah's craft that even her unenchanted blades were considered functionally having the Keen magical property. The scalpel sharpness of the blades could cut flesh as easily as air- and a careless hand will easily find itself cut.
She also brought out another smaller box, this one containing some medical tools that were made of metal, including an Absurdly Sharp scalpel, though she didn't pitch the sale just yet. It seems she really did want to emphasize that she wanted to work with civilian projects as well.

Nixon looked at the boxes, and opening both of them, took out each tool available, and held them through his hand, careful not to touch the sharp end of the blade.
Upon examining each of the tools, including the scalpel, he turned to the smith and nodded.
"Well, I suppose there will need to be a test before I can ask for any sale of this sort to be committed to, so if you will kindly..." he motioned the smith to follow him to the training grounds, where again, he took each tool, and tested them against the dummies set up.
Seeing each tools' performance left him in a state of wonder... he didn't know a knife of such quality could be created. Testing each one, he could only marvel at each blade's performance...
He finally turned to the Smith and asked, "well, miss... how long would it be to be able to create this knife?" He waved around the medium-length blade.
"As to this tool... mind if I call a surgeon down to have a look themselves?"

Taminah coughed roughly from the infection lingering in her throat, then spoke in her rasp.
"Ican make a batch of five knives every four days... my new forge's capacity is a bit limited for now, but I can make a dozen every six days once I have a bigger forge and access to materials. It's alright."

Nixon nodded at the smith's explanation.
"Hum, alright... well, this blade is of a quality I have never seen before... how much each knife?"

"...Um... I can charge you 1,000 valor each..." Which was really low, as this was half the production cost of an equivalent magical weapon. Such undercutting would likely be bad for the market. At the same time, Taminah was doing herself a disservice, charging so little for so much.

Nixon and Randleman blinked at the price. 1000? For something of this quality? No way... they'd pay alot more for this quality, especially if it meant that higher quality knives could be made...
"So, ah... how much would this be, then?" Nixon asked, holding the scalpel.

Nixon was just about to ask why she was so badly undercharging them, when it dawned unto him...
...he could only shake his head, before drawing out a form from his side.
"Ah, if you could fill out this form while my Officer comes in, we can square away the purchase," he explained, waiting for Captain Winters to enter.

((More like a contract, whereby the seller agrees that they are dealing with an organization and not any specific person, so as to prevent any individual form being held liable. It's also to ensure that any deal done with the organization must be done with the consent of the seller (i.e. the seller cannot claim it was sold to anyone else but the PMC). It's not really important here, but it's done as to cover that technicality IC-wise.))
