"Rumble. Teemo. Veigar." Titus begins as he stands up.
"We have better chances going on a head on war against Noxus than going against the Void or the Shadow Isles. Direct defense of Bandle City? It's not going to work. It's suicide to go head on against them."
Titus grabs a paper on top of a outlying box. He lays the paper down on the table and uses his wand-looking pen to draw the outline of the Yordle Land. Then he draws mushrooms...all over the Yordle Land and some mushrooms are even on the surrounding waters. Maybe Teemo can recognize this kind of tactic as Titus draws several arrows, coming from Noxus and Icathia. However, the arrows once they are close to the mushrooms becomes dotted. He then presents the map to the League champions.

Veigar looks the map without much interest.
"I SEE A WASTE OF MY TIME, You are an IDIOT, What is the point of go against Noxus? If they want war, they will ATTACK Demacia or Ionia. In other hand, the Void is a REAL threat, if they DESTROY Freljord they will go against the rest of the city-states and the next one WILL be Bandle..."
Then, he looks around the room searching for something.
"... And the Shadow Isles are no danger for me... by the way WHERE IS THE BATHROOM?"

((I hate to interfere here, but I'd like to point out that the if the Yordles were ever to but together a concerted effort to get to space, it would be expended on the Mothership itself, rather than a completely separate project. I would think that satellites are not yet possible given their level of technological advancement. Would it it terribly hurt your plot to change this?))

((I'm not entirely sure what you're referring to when you're talking about space, but if you're referring to my post about satellite dishes, then I can explain a few things.
Satellite dishes aren't the kind that you launch into space, they're the kind that you set on ground. They operate by receiving signals from satellites in space, but I just kinda assumed that there were already some satellites floating around in space, probably built by other city states like Piltover or Zaun. :V
If that explanation doesn't really work, then I suppose I could just build some simple satellite and have Veigar rip a hole in space or something, but I'll probably just move to another plan. It's not gonna alter anything drastically, I just needed to think up a form of defense for Bandle City. :P))

((I doubt that the void has satellites... But maybe Karthus has 5.... you know, that ult))

((While the technological status of Piltover and Zaun are admirable, we are currently working under the assumption that Runeterrans have yet to reach space, nor really conceptualized the idea or utility of doing so (perhaps with the exception of Titus and his fascinations). Keep in mind that the idea of rocket propulsion is still in its early stages, as indicated by Corki’s fighters. Assume that technology as a whole is somewhere between WWI and WWII level (airships, experimental fighters, steam power, etc). I'll work on writing up a more explicit description of technological levels in the future.))

((I can send things into the space without rocket propulsion... using MAGIC. However i agree with Anivia))

((Being sick sucks... but yeah, I'd agree with Anivia here as well. When Rumble brought up satellite dishes, I have to admit that in my head I was picturing a form of radar dish placed on the top of a building rather than an actual satellite. Guess I should've realized the mistake there.))
Teemo narrows his eyes, scanning over the map carefully then shaking his head at Titus.
"I can't believe I'm saying this, but Veigar is right. Why would we attack Noxus, Titus? I don't recall any of us bringing them up, and to be honest we have more important matters at hand. Also, after our previous endeavor to Icathia, I don't find it likely that the Void army will just march on in here. They'll be smart about it. Use their portals to sneak in behind us. Maybe they'll even find a more discrete way of getting in. Either way, I don't think Bandle has the resources to defend itself from a massive assault, so the least we can do is set up a notification system in case they do decide to attack. It's more important that we can successfully evacuate to a safer location than stay and try to fight back alone."
He turns to Veigar after clearing his throat, pointing at an open hatch on the other side of the room with a ladder leading down.
"Go down that hatch over their and there's a bathroom. Third door on the left."
Titus places his hands on his head, seeing that the three don't really get it. ((And I think I may have misworded it lol)) Then he clenched his fists tightly when Veigar showed disinterest. To Titus, Veigar is one step closer to getting killed.
"No, no, no! Obviously we're not going to attack Noxus! I mean...what I meant to say is...Okay! Maybe I worded it wrong! I'm trying to show a military tactic on the map! The map was an example! The point is that we're going to do a defense in depth- You know what? Forget the map! It ain't helping!"
He gets rid of the map, since it isn't helping. Now he's trying to be more careful with his words.
"The Void will make a massive sneak attack anywhere. What we do is basically...how do I put it this say...'booby trap' the entire Yordle Land. Force it into guerrilla fighting. Wear them down and once they're worn down, we can strike with much of our strength."
He pauses again with his fingers on his chin.
"Meanwhile, I'm setting up fleets to find islands not on any map. Not all of Runeterra is discovered yet so if I can find a good island not on the map, I can hide Bandle citizens and other survivors from anyone."

Teemo sighs and rests his forehead in the palm of his hand.
"Listen, Titus. I've seen the forces that the Void has under its control. Even if we covered every inch of land in traps, it wouldn't stop them. It probably wouldn't even put a dent in their army. Remember a few months ago when we had the expedition into Icathia? Even with a force of Champions banded together we were unable to defeat them, and we only had to fend off against a fraction of their forces. I don't think Bandle's armies could take them on. Not alone at least. Maybe we should work towards building stronger alliances, especially with some of the other city-states like Demacia and Piltover."
((Thanks! I contracted some kind of food poisoning yesterday... it's starting to get a little better though.))
"Doesn't matter! Defense in depth guerrilla style warfare always works! No matter what type of armies. So you can't stop an entire Void army. I mean about...10 or 20 beings can't take on an entire army, right? But to me, I think we can take on any army on...just...not...directly."
He eyes both Teemo and Rumble.
"And concerning Demacia and Piltover? We don't need to discuss Demacia. We already have them. And Piltover? I'm trying to get airships from them."
((While the technological status of Piltover and Zaun are admirable, we are currently working under the assumption that Runeterrans have yet to reach space, nor really conceptualized the idea or utility of doing so (perhaps with the exception of Titus and his fascinations). ((Right, I hear ya. In that case, Teemo and I will think up something else to use for defenses.))
Rumble's eye twitches slightly when he hears the mention of allying with Piltover, but he knows better than to say anything about it. Actually, the only main reason the mechanic wasn't fond of Piltover was because Heimerdinger's academy resided in it.
"Listen," Rumble stated, as he stood up from his chair. "The main concern isn't defeating the void and killing all of them. Our priority should be ensuring that everyyordle is safe and that we suffer as few causalities as possible. If we have to evacuate the city to a different location as a last resort, then we will."
The mechanic paced back and forth in front of the table for a few seconds before continuing. "I've already begun setting up machines to pinpoint the locations of the Void so that we can be as prepared as possible when they do come to attack. Teemo is right; Bandle City alone can't take on the entire Void, and even if we do form alliances with other city-states, our chances of winning are still slim. We should really be focusing on defending against every attack the Void throws at us. If we send in troops to attack immediately, sure, we might be able to kill off a few of the Void army, but our own citizens will be off there dying as well. Remember, safety is our priority."

((I'm not going to be using satellites, Anivia and I already discussed that. :P))
Rumble sits back down and folds his arms on the table. "That's what we're here for, Titus. Talking about the next course of action. If we can keep track of Void locations, we can calculate where they'll be attacking and be much more prepared that way. Some information is better than none, after all."
The mechanic sighs once and taps his fingers on the table. "Face it, the Void is really really strong, so the best we can do is defend until they leave or until we wear them off enough. If we go to a head-on war with them with some allies, we'll only have a slim chance of winning, and if we do win, we'll suffer a heavy casualty loss. Either way, it's not gonna end well."
