Jesus tap dancing christ, fuck you. These moves are grossly overpowered.
Baleful strike is exactly like Volcarona's fiery dance, except that Volc's attack /only/ has a 50% chance to raise your Special attack. I'd honestly just make it word-by-word the same except typing
Primordial Burst is a massive lolnope. To put it into perspective, Hyperbeam has 150 power but forces you to recharge. Overheat/DracoMeteor/LeafStorm have 140 but halve your special attack for the reminder of the fight (or until you switch out). Victini's signature V-create has 180 base power and drops your defense, special defense and speed ALL by one stage.
Your move has 225 BASE POWER (no move in the history of pokémon even comes close to that. For comparison, a critical Judgment from Arceus would deal less damage than this attack); adds your opponent's special attack to yours, and has ZERO DRAWBACKS.
I don't care that you're the head of team rocket, this move is pretty much auto-win against everything.

So I looked into the ASB rules a bit more and it is A LOT to understand. Many things may have to be read over again and again. I wonder if someone (maybe Kassadin) with better rules can take over Jayce and Vi's battle. Otherwise, I may have to force them to simulation battling.

Well I intend PokeLoL to be Maelstrom type battle, where reality, creativity, and enjoyment can be best here. So most likely the next Pokemon battle will be Maelstrom type rules.
Well here is what I plan to do:
1) Exhibition battle between me and another person using Maelstrom type battles. I just want to see how it will go. Point is feel like a Pokemon trainer in a Pokemon-LoL world.
2) Kassadin should take over the Jayce and Vi battle and (if possible) one more ASB battle. I don't know all the rules for ASB and I do know that if certain situations come up (flinching, weather effects, status effects) I won't be prepared for it. Plus the fight hasn't really gone too far deep into the battle and if there is going to be a recalculation, there won't be any Pokemon fainted. So I'm confident to give it to Kass.

Instead of having it be...what it is...have it be a combination of the moves Punishment and Foul Play.
Punishment does more damage the more positive stat changes the target has undergone. Foul Play attacks using the target's attack stat. So what I'm suggesting is that your 'ultimate' scales off of the foe's Sp. Atk. (with a rather high ratio, but not INSANELY high) and does more damage the more positive stat changes the target's undergone.

Just make a special attacking version of foul play -
95 power, 100 accuraccy, utilizes the target's special attack.
There's no such thing as "pokémon" ultimates, you know.

Psychic-type attacks are not godlike and cannot be used as a catchall for Disabling, Binding, and redirecting opposing attacks.
Abilities: Clear Body (Innate): This Pokemon’s body structure makes it immune to stat-lowering moves used by opponents. (e.g. Intimidate, Growl, Screech etc.) Light Metal [Dream World, Unlocked] (Innate): The Pokemon's body is made of a lightweight but extremely strong alloy. It weighs half as much as other members of the species, but is equally sturdy. The Pokemon executes weak attacks much more effectively, adding +1 priority to all their attacks with 6 or less Base Attack Power (after other ability adjustments). Priority is applied to the summed Base Attack Power of a multi-hit move (e.g. Double Kick has priority at 6 BAP, Skill Link Bullet Seed doesn't at 15 BAP.)
