The sound of various machines echoed throughout the run-down though still fully functional facility. Most of it was dark, devoid of lighting, save for the very heart of the building, in which resided its occupant. Viktor was an elusive Zaunite who valued his privacy as much as he did his 'Glorious Evolution'. The now augmented techmaturgist had went to great lengths to supplant much of his former anatomy, having lost tall interest and faith in humanity after what happened to him so long ago.
He was a scientist still, however, and progress was his primary objective. To improve all of Valoran, one person at a time, wasn't easy. But there was solace in the fact that there had been many he had convinced of the superiority of hextech augmentations.
This late at night, his followers had all gone home to sleep. Their enhancements were not as extensive as his own, though they were a step in the proper direction. Viktor didn't mind. He much preferred solitude anyhow. Taking to the silence around him as he worked tirelessly on augmenting himself. Even with all that he'd done to himself, he still was nowhere near the quota he had set for himself when he initiated his self-improvement. To rid himself of his emotions, and every other weakness that his human self had possessed.

After the meeting on the institute one of the first’s visits that Singed made was to Viktor’s laboratory. After all if there was a man that could help him on preparing Zaun and even Valoran from the upcoming treats was The Machine Herald. He had testified the prowess of the Herald’s inventions on the fields and while his own armament was not overshadowed by The Herald’s, some of his invention could be adapted to crow battle fields were precision was as necessary as destruction. And so Singed stood on the Heralds gate and knocked the door three times.
Since his induction into the league, Viktor's laboratory, which had been fashioned from an old abandoned warehouse on the outskirts of Zaun, had been easily accessible to any who made the pilgrimage to pay it a visit. The Herald himself wasn't concerned for security, not even after Jayce had set his work back by at least several months during their last encounter off the fields. In fact, he had no idea if he could even get that progress back.
Regardless, the Machine Herald was too busy working to notice the knocking at the large door, which itself was partially open anyway. Any visitors could easily just let themselves in. It was how Viktor preferred things anyhow. He was too busy to concern himself with something so trivial as answering the door for those who were mad enough to make a house call....

Singed wasn’t a patient man so after the three knocks he entered the laboratory. The sight was magnificent, the works of another man that had given up on everything else to pursue science. The machinery was sophisticated and advanced, though there were some parts scattered on the floor as if someone wound work on a project and then on another, or possibly a byproduct of the somewhat resent attack. “Herald are you here?” said Singed out loud with a clear voice hopping that the herald would hear him.
He heard the familiar voice speak out from another part of his laboratory, although he himself was in the heart of the facility. It was actually quite vast, with enough room for him to get any manner of work done. However, upon hearing the voice of the Mad Chemist, Viktor halted whatever project he was hard at work on and journeyed to the forefront of his base of operations.
"Ah, greetings Mad Chemist. To what do I owe the honor of your presence?"
Viktor could be courteous and welcoming of others when the situation called for it. And besides, he wasn't concerned about the state of his laboratory. He had seen enough obstruction to have gotten used to it.

Singed heard the mechanical coming from the center of the laboratory and walked towards there while talking. "I know that you are a busy man, but I need to talk to you about an issue that is of utmost importance for the survival of Zaun."
Viktor finally emerged from the shadows of the center of his laboratory, coming face to face, in a manner of speaking, with the Mad Chemist. The Herald looked as he always did, with only some minor changes to his self. His cape appeared cleaner than usual, no longer stained from his work.
"I see. Well, you and I both know what I think of the people of Zaun, Chemist. Survival is entirely dependent upon the adaptability of the subject in question."
He held his hands behind his back as he inclined his head slightly to one side, staring at Singed without a hint of emotion to be seen.

Singed saw the herald emerge from the shadows of his laboratory, he was a little more up keep than his usual self on the league where he was always called in the middle of a project. “Herald adaptation takes time, and I don’t see any other city welcoming your evolution. It is truth that Zaun is far from perfect, but it is worth fighting for. Would Plitover let you convert his citizens? Demacia? Ionia? This is the only place where your “glorious evolution” can grow powerful enough to convince other nations to follow. Plus if you are seen as a city hero it will be easier to convince others to follow your ideals.”
Viktor moved his arms to his front, folding them across his chest as he heard Singed out. The Chemist made a very good point, no other city-state would allow him the leeway to pursue his hallowed mission of realizing the Glorious Evolution with such leniency as did Zaun. That was on one hand, however. On the other hand, he had known nothing but pain and suffering at the hands of his once-beloved homeland and while he may have once wanted to become a respectable man capable of saving his native Zaun from its pollution, he no longer held such delusional beliefs and knew only progress at any cost.
"That may be true, Singed, but I have no interest in being seen as some selfless pariah in the eyes of the people of Zaun. I have lost too much in too little time to care for their well-being, at least not the ones who have yet to accept the Glorious Evolution. I am the Machine Herald, Chemist, not the Machine Hero. Who can say that the devastation of Runeterra by any given threat could not instead accelerate the Glorious Evolution? I am quite certain there are forces and individuals of power that would see value in the augmentation that I offer, no?"
The Herald's expression, whatever it may be, was hidden behind his mask. But he was scowling, rather disdainfully at that. He did not appreciate the manner in which his fellow Zaunite had uttered the holy words of the grand transcendence he promised the world, and would not so easily forgive the Chemist's seeming skepticism regarding the value of his work.
"So, Chemist, unless you can give me a hefty reason to help you, or anyone else for that matter, in any way, shape, or form, I suggest you leave me be. I have more pressing matters to see to, after all, and my work has been set back far too much for me to entertain frivolous trivialities."

((I like challenges)) Singed put his bandage covered hand as if he was thinking profusely or was in pain then suddenly his expression changed from one of disdain to an almost cheerful and happy. “Hahahaha it is true that you have lost so much, but seeing you like that I can’t help to think that you have won so much more." Singed took and deep breath extended his arms as he was embracing an ideal proceeded with his speech. “Isn’t it true? You have lost your innocence and those delusions of betterment through appealing to the good side of humans. But you have won a purpose, a drive, vision on how things actually work on this world and most important of all, you have won power.” He paused for a minute since he had just been swayed by the moment and talked before thinking. After that he recuperated his composure he processed with a more respectful tone to the herald, as if he found a characteristic of the man that he hadn’t seen before on the league matches. “It is a waste of time to plead to your altruistic side, so what about a proposition? You have talked about those powers that could be interested on your designs, but what would they think if you can’t protect the place in which you nest in? If you help me to protect Zaun I will not only offer you my support on any of your campaigns but I will personally recommend you to the Noxian military, if you can sell them your designs they will not only fall in love with powerful machines but will be more receptive to “evolve”. Plus you will never lack founds for your research.”
Viktor moved his arms to let them rest at his sides as he stared at Singed, listening to the bald Zaunite's words. The Herald had indeed once been an altruist, someone who had genuinely wanted to better the society in which he lived. Although quite ambitious, he had genuinely loved his city-state and sought to save it from the pollution and corruption that plagued it. He had lead the construction of Blitzcrank for multiple reasons, among them that he wanted to reach unprecedented status and that he wished for the Steam Golem to begin a new movement in which Zaun could be cleansed.
However, it was not to be. For the man whom he had once called a mentor, the Scholar of Zaun, Professor Stanwick Pididly, had grown jealous of his genius. The work that Viktor had done, all that he had toiled to accomplish, had been ripped from his grasp in one fell swoop. He still remembered how his appeals for justice against Pididly's crimes had gone ignored, as he was turned down by the Council in order to foster the continued competitive spirit that was so central to the nature of Zaun. And it was then that he had personally discovered just how despicable and self-centered humans could be.
"How interesting.....You wish to form an alliance with me, so that I can in turn receive the good faith of the Noxian military. But not only that, you would be willing to help fund my projects so that all of Zaun will not be crushed all together by the forces that may threaten it." Viktor pointed his left hand at Singed, then, rather deliberately so. "I possess no moral standing, you know. Good, evil, none of it bears any significance to me. All I understand is progress, and my design philosophy. For the Glorious Evolution, I will do whatever is necessary. You seem to understand this well enough, also, so I will place only a small amount of my trust on you. Whatever may occur, YOU will bear the responsibility for it, Chemist. That is my only condition in this deal between us. Will you take it, or leave it....?"

“Well truth to be told I want to see what you can come create. Your designs are really advanced for his time, so I will accept your conditions.” Said the chemist nodding slightly. “Just remember I don’t care if what you create with my support is good or evil or even if it ends up destroying humanity. All I care is for it to be extraordinary, a work of progress, something every Zaunite can feel proud of just by having it constructed on Zaun. If you can meet my expectations we have a deal.” He extended his hand confident that the herald would have no problem in meeting his expectations. After all while his designs were heavily hindered by the league Singed knew that there were many different applications for them.
Viktor nodded in seeing satisfaction after hearing Singed out, and took the offered hand into his own augmented limb.
"Very well, you have gained my services for your own, Chemist."
The Herald wasn't the most terribly uncooperative individual. He was rather agreeable once his most standard conditions could be met. And one thing he took seriously above all else was his business, which meant that any commissioned projects he was asked to do would be done with utmost efficiency.

"First I want you to create a set of weapons based on your designs, don’t worry about sources of energy I will handle that. The ones that are necessary are portable laser as well as energy fields for the soldiers outside of that, surprise me." "I will make sure that your designs will be mass produced. After that you will have access to a special found of 40,000,000 million gold pieces for your research. In exchange of that many of your designs will be used by the Zaunite and Noxian military." He said while giving his back to the cyborg. "Also if there anything I can do to help you advance on your research just ask away…I will do the same."
The Mad Chemist's requests seemed possible enough, so Viktor had no reservations about designing such equipment. Though there was a small part of him, perhaps the lingering humanity he'd yet to remove from himself, that did not approve of such drastic measures. It may have also been due to Viktor never before having to design for any military, mostly just himself and a few others. The promised funding brought a great many promises to the Herald's mind, however, and he had already spent it as far as his consideration went.
With such funds, he could invariably accelerate his Glorious Evolution and introduce a greater number of people to his designs. Of course he would be required to develop the military weapons first, but he was sure that he could also use such wealth to invest in many more designs that could draw in more followers. He had so few these days, most Zaunites had been too wary to follow the Machine Herald after the entire debacle between Viktor and Jayce some many months ago, though if his technology promised that such a thing would no longer be an issue then perhaps he could convince the people once more that there was merit to his machinations.
Singed, however, brought any inquiries to the techmaturgist's mind. "How far have you fallen, Chemist?" The question that Viktor proposed was quite out of left field, though he couldn't help but ponder his new associate's personal investment in what was to transpire. "Or rather, what precisely do you gain from Zaun's continuation?"
