Zen listened to the two converse, but an idea sprung within him. "Wait..." He said, muttering about joining the other Order under his breath. "What if... We got spies? Villagers to join the Order of Shadows and then tell us their secrets? If we can't do that, should we consider another base within the mainland?" He asked from his seat.

"I apologize." replied Kennen, bowing his head in embarrassment "I greatly misunderstood your argument."
"I do agree that moving into secrecy would be a good thing, but we must not let the public think that we are simply fleeing from Zed."
He looked out the window for a moment, gazing on the splendor of Ionia in the moonlight. "The citizens of Ionia would be crushed, and Zed's campaign would become so much easier."
He the focused his attention on Zen. "As for spies, Zed can see much using the darkness. It's only viable if we can find the right person."

"No, it was my responsibility for not being a better describer of my personal opinions." Shen replied to Kennen.
The public must not be told if they were to have any possible considerate progress in moving covert operations higher up the the ladder in regards to the Kinkou order's operations. Through this was also why he had given his first idea. To make sure that the public hold on their hand actually believable material.
"Communication is the key to many things, it is capable of clearing out misunderstandings and it is also capable of bringing respectable amount of power that may be possible in turning the tide against Zed and his order. To clear up misconception would be a priority for the now maturing new order of ours."
Shen pondered in regards to the suggestion of spies, if they were to actually have any chance of succeeding, then they must first be able to stand the temptation of power, the unpredictability of Zed and the torment of knowing, but not being able to act. Shen stood up from his seat and spoke yet once again.
"Power is something that not everyone can wield efficiently and with their own will alone. If undercover operations was to be initiated, we are going to need a lot more planning... And some factors of uncertainty."
Zed took in their criticism carefully. He knew this was a delicate and serious procedure. The only one who could most likely resist temptation is Akali, Shen, and Kennen. Though if they "defected to the Order of Shadows, Zed would be suspicious, or perhaps kill then before they state their defection.
If they went with a regular disciple, they could run the risk of the person losing control and TRULY joining the Order. He could perhaps "join" the Order, but they may already know of him, so suspicion could rise and he can get caught. For now, he stayed quiet.

"Now then," began Kennen, pacing yet again, "you spoke of moving a 'section' into secrecy. If we are to carry out our battle against the darkness efficiently, we must decide this quickly."
He gazed happily at some of his students sitting at the meeting. "Given the nature of my students and I, we would not be the best candidates. Energy and positivity do not mix with secrecy and shadows."
He knew that this was a delicate subject that had to be handled with care. One slip of the tongue and the entire meeting would be thrown into a downhill argument.
"It is my belief that Akali and her students would be best suited for the shadows."
"What makes you say that, my dear friend?" A seemingly unexpected voice was heard from nearby. Having entered and been listening for a short while now, the small amount of humor left in her decided now would be a more than appropriate time to make her appearance.
Akali approached Kennen, Shen, and Zen with her arms crossed, standing firmly in place. Her expression gave no sign of mood or reaction. She leaned forward into a subtle bow.
"Sorry I'm late. But I've been listening. I preferred to hear out your guys' ideas before I gave my input." She looked over to Kennen. "And what would you suggest I would do, exactly? Explain to me the reasoning and motive behind your advice, please."
She knew his reasoning was because she was, after all, the Fist of Shadow. She was able to hide in plain sight, not even the trace of a shadow left behind. The ability to strike before one could even blink, or see who she was. She has trained all her life to remain unseen, utilizing it to have so much more potential.
Yet she wanted to hear more of this idea. It intrigued her. She gave no hint in the tone of her voice whether she was interested or opposed to the idea, but completely neutral. For now.
Itsuki had been at the meeting from the start staying in the backround, listening intently to everyone. He knew all too well how important the Kinkou's next step would be against Zed and his Shadow Order if the balance was to be kept.
How to deal with them would be tricky and eliminating them as a threat would be a daunting task, no doubt, and this was only one among many other problems the Kinkou now faced. However, he felt it wasn't his place to interrupt such important talks between the triumvirate, especially now that they were now all present. He stood behind Shen, attentive and as still as a statue as the meeting went on.

"Ah, yes, the execution."
Kennen thought for a short while. He had always done his best thinking on the spot, and today was no exception. His eyes lit up, and he started for the window.
"It would be rather simple, actually." He stopped and motioned outside. "We build a small underground base in the fields or a camouflaged base in the forest. Once the base is complete, we make a public announcement that you have broken off from the Kinkou order. You and your students will move into the new base for training." He looked back at Akali. "And I will be the messenger between home base and yours."
Kennen took his mask off to reveal a small smile. "With Zed's guard" he paused, and the smile disappeared, "hopefully down, you should be able to conduct observations rather easily from the dark. Maybe even..." he broke into a huge grin, "sabotage."
He let his words sink in, before adding "You are, after all, the master of stealth..."
Akali pondered for a moment in silence, listening to Kennen's propositions. He did have a point. Out of the Kinkou, she was the stealthiest. Her entire purpose was to eliminate the imbalance, and to do so without trace or retaliation, she had good practice in remaining unseen. Lifelong practice.
But this was Zed and his entire Order they were dealing with. Not one to be taken lightly by any means.
"Zed will watch me like a hawk if public word gets out that I depart from the Kinkou. As much as my students and I try to work with the circumstances when he lets his guard down, he has an entire Order with eyes and ears. Trained. We can't possibly distinguish them, and if even one gets sight or word of our base, well..."
There was no more that needed to be said. Everyone present knew Zed's capability to be everywhere under most conditions, if not nearly all. He had eyes everywhere, and once he was able to find information on one's location, it was only a matter of time before nightfall would become their worst enemy. What would Zed possibly want with Akali if he got word of her departure of the Kinkou, if they were to really follow through with this? She knew for a fact, however, there was no way he would leave her be.

Kennen was frowning now. The gears in his head began to turn, but Akali's reminder kept shooting down all of his ideas. Finally, he settled on something he had hoped to avoid for a long time.
"Then our only viable option..." he paused, still not sure if he should share, "is to go on the offensive, root out Zed's spies, and eliminate them before taking other courses of action."
He listened to the wave of murmurs that swept through the crowd. His eyes were attentive, already looking for any flinch, any odd stance that would indicate a student of Zed among them.
Akali let out a deep exhale at Kennen's mention, her eyes strongly focused upon him. There was a moment's of silence among the various students murmuring to each other in concerned tone, before Akali spoke up.
"Both are equally risky." She headed towards the window to join Kennen, avoiding his eye contact, instead keeping her eyes locked on the view outside. She didn't seem to be focusing on anything in particular. Her mind wandered, flashing through the potential consequences each proposition held. Every little loophole and danger had to be considered before any course of action would be taken. She looked over to Kennen.
"And how do you suggest we identify every one of his students and spies? Look, I realize this isn't exactly a simple task to plan out, but I—" she held her breath for a moment, as if contemplating whether she truly wanted to suggest it or not. Letting out a long sigh, she continued, "I'll consent to your prior suggestion. We can set out spies to care for any potential spies of his own, or threat. They can then alert us. If needed, and if the circumstances were to arise where we'd be capable, we can eliminate them from there before they take word back to Zed."
She watched him carefully for any reaction, then looked over to Shen, awaiting any input he may have.

Kennen felt a sliver of guilt in his heart. He quickly crushed it with thoughts of the situation that they were being faced with. Actions had to be taken, and they had to be taken now.
This was, however, a triumvirate. Kennen reflected Akali and turned towards Shen, silently awaiting his thoughts.
Zen looked back between Kennen and Akali exchanging words. She was right, every action had a risk and with consequences, there would only be the death of his fellow clan members. He pondered for a moment before speaking. "I do think it's best that we went with spies. If we went on the offensive, they may grab assistance from Noxus like I've heard of before. If that's the case we'll be going into war. We need to be quiet and stealthy, and only with info can we truly pinpoint and strike at their weaknesses." He said before staying quiet to see what his sensei says.

March the 6th, 23 CLE, The New Kinkou Temple, Night
Shen leaned his body against the wall, he observed the reactions of his order, the reaction of his disciples and the reaction of the triumvirate standing aside him near the open window. They are being presented with a choice. Akali's latest suggestion seems the most viable out of all the opinions and voices being thrown in the room and Shen opted for that decision and thus, he pushed himself off the wall and began speaking his words.
"Knowledge had always been vital and essential to the running of this order, that fact remains unsettled and undisputed. Knowledge in enemy hand undermines our cause and as such, we need to make that we are standing on stabilized ground."
Shen paused for a second before continuing, a thorough purge of their order was not what they needed, a chaotic background serves very little to the underlying strength of their foundation, but perhaps if Akali would elaborate and solidify her plans along with Kennen, then something viable may very well come forth. He had the needs to attend to another matter as he starts to walk towards the main door of the meeting hall.
"The Will of the Blades sought an audience, if Zed intends to establish relations with the Noxian empire then we ourselves must be capable of communicating acts of conspiracy, this I intend to do and the Ionian government will be notified."
Before the azure ninja takes his leave, he turned around and gave one last statement.
"Akali, the plan should be workable, but just remember it is the detail that is the most important to a plan. Kennen, if you would, please keep a steady eye on what is occurring around the temple while I am on my leave."
By the time he returns, there should be already changes in place, that he is certain. He gave one last look and nodded before exiting through the main door. To make an ally.
Shen and Zen had both made valid points. Shen seemed to always know what to do in the most stressful of situations, while keeping such a calm and neutral demeanor. Even though they were a triumvirate, she had always looked up to him.
Akali simply nodded in response, showing no signs of disagreement with his plans, then watched him depart the room.
"We await your return."
Suddenly, things were more solid than a moment ago. She did not want to let Shen down, and she knew Kennen would feel the same. A cold knot formed in her chest, but she maintained appearance. The room was filled with their students, all watching, all listening. They looked up to the triumvirate, it was important for their appearance and emotions to not falter. If any fear or insecurities were to leak through and show, students' morale could crumble.
She scanned the room for a moment, as if waiting for input from any of their students. Likely, nothing would change their current plan at hand, but she was always interested in any and all possible opinions, potential information or ideas, especially with a plan of this scale. No gaps were to be left open.
Things were real now. Publicly acting out her official leave of the Kinkou, barely able to imagine the kind of reaction that may cause. She and her students would play a large part of panning this out carefully. She liked to imagine Kennen did not feel as heavy of weight on her shoulders as she had upon hers, of personal expectations on this level. It was likely only imagination.
Akali then turned to everyone.
"You all know what's at hand here, now. This is no game. This is not practice. This is not one minor mission at a time. But you know this. You heard everything. If you are unsure whether you want to follow through with a task of this size, please step back. I need only the most willing and brave." She had hoped every one of their students held true to their practice and determination. "If you stay, we would like to hear any input or ideas from you. Feel free at any point."
