Personally if it looks like it would be from your city go with it.
And as for people claiming gym leader spots, i'd say challengers get to choose who they challenge champion-wise, or having the city "leader" be the leader automatically for some cases.
Also, we dont have to follow the anime/game style of gym leaders, we can have 9-10 gym leaders so all the factions are involved.

that’s something I would like to discuss the theme. Do any city is obligated to use a certain type or as long as it looks like it comes from a city can be used. Example Zaun can only use poison or they can use poison/dar/fighter/fire/electric as long as it looks like it could come from Zaun?
City-states are not limited to certain types. Only Gym Leaders and Elite Four are.

Why not, toss in the Ruined King as the Shadow Isles gym leader and Cho'Gath/The Grey knight as the Void leader. Not sure who's the leader of void (if they even have one)

so let's say that I'm the Zaunite gym leader and the most logical type is OFC poison. That means that I can only use pokemon that have poison type as a secondary of primary type?.

If Mewtwo appears at Zaun he will destroy the whole Half of the City
