Realize, however, that Veigar stole thousands of balloons (enough to lift the Mothership, which is pretty freaking huge).
He did this in, tops, one night. Assumming the balloons were packed in groups of 8 to 10 (like most balloons at the kind of gatherings these were stolen from do); the black holes must have been small enough to absorb the balloons, and nothing else.
So Veigar was not only capable of creating around 100 micro-black holes/wormholes/whateveryouname it; he was also capable of making the other end of these blackwormthingholes lead to him and (and this is the important part) he was capable of controlling the potency of all these black holes so that they sucked the balloons and only the balloons, and then closed them all immediately. That actually takes some magical skills and proper refinement of said skills.
Microblackholes are not balloon sized black holes. A balloon sized black hole will be the death of us all. Microblackholes are quantum in scale and blink out of existence the moment they appear. Also, the way black holes are hypothesized to work involves singularities. If you actually tried to suck in a balloon into a singularity the difference in gravitational pull would literally tear the thing asunder regardless of material involved in its craftsmanship.
What I'm saying is not that he lacks refinement nor the magical skills to pull it off. What I'm saying is that should he have both he could do whatever he wanted ranging from raising mountains to creating a floating continent. Which, I guess, in the end is essentially saying that he can't have that kind of power : x

Very likely. I personally only read the lores on those that interested me, but Riot has a fetish for retconning. Kinky, but not my thing.

I don't personally see Ziggs with an endless supply of bombs, myself. Maybe just a rather sensible (as much as you can claim for the mad bomber he is) number of his various types of hexplosives.
haha yeah, the concept of ammunition is kind of an interesting topic to think about. Some champions like Ashe or Varus can cheat a little bit by doing some mana bolt diablo 2 amazon style, but I think the rest of us non magical folk are screwed ;___; (Not in the good way)

I believe that it may be necessary to give people who may not be as familiar with the game a sense of power scale as well as to quell arguments between conflicting perspectives.
I do not believe any one person should be tasked with this save for potentially Swain.

Swain should definetely review the thing and modify it to his liking if he wants, because he's the admin and all; but being the admin doesn't grant him knowledge about the Riot lore that's forbidden for us :P
In-game mechanics have nothing to do with "Lore mechanics", so please don't bring them up.
Aside from that, even if it worked like that, Veigar could itheoretically attain infinite power. In practice, however, he hasn't had the time for that.
Yep, i agree with you. However the "Lore mechanic" of the Veigar's ult uses the power of the enemy and himself against the enemy.

I think the "Endless Supply of" bombs, bullets, arrows, axes, etc is thanks to the summoners.

Yeah, hence the whole not wanting any one person to work on it XD

I would not personally name the tiers God/Demigod-Tier, personally preferring the alphabetic version. However, I would, if using your list, put him into Super Sword and Sorcery Tier assuming we have sufficiently dimmed his cosmic powers to something more... manageable.
However, he, like many others, has the potential to rise higher in tiers on account of the leeching properties in his skillset. Imo, anyway!
